    In this paper cost sharing problems are considered. We focus on problems given by rooted trees, we call these problems cost-tree problems, and on the induced transferable utility cooperative games, called irrigation games. A formal notion of irrigation games is introduced, and the characterization of the class of these games is provided. The well-known class of airport games Littlechild and Thompson (1977) is a subclass of irrigation games. The Shapley value Shapley (1953) is probably the most popular solution concept for transferable utility cooperative games. Dubey (1982) and Moulin and Shenker (1992) show respectively, that Shapley's Shapley (1953) and Young (1985)'s axiomatizations of the Shapley value are valid on the class of airport games. In this paper we show that Dubey (1982)'s and Moulin and Shenker (1992)'s results can be proved by applying Shapley (1953)'s and Young (1985)'s proofs, that is those results are direct consequences of Shapley (1953)'s and Young (1985)'s results. Furthermore, we extend Dubey (1982)'s and Moulin and Shenker (1992)'s results to the class of irrigation games, that is we provide two characterizations of the Shapley value for cost sharing problems given by rooted trees. We also note that for irrigation games the Shapley value is always stable, that is it is always in the core Gillies (1959)

    Matching games: the least core and the nucleolus

    A matching game is a cooperative game defined by a graph G=(V,E)G=(V,E). The player set is VV and the value of a coalition S⊆VS \subseteq V is defined as the size of a maximum matching in the subgraph induced by SS. We show that the nucleolus of such games can be computed efficiently. The result is based on an alternative characterization of the least core which may be of independent interest. The general case of weighted matching games remains unsolved. \u

    This paper reviews various applications of cooperative game theory (CGT) to issues of water resources. With an increase in the competition over various water resources, the incidents of disputes have been in the center of allocation agreements. The paper reviews the cases of various water uses, such as multi-objective water projects, irrigation, groundwater, hydropower, urban water supply, wastewater, and transboundary water disputes. In addition to providing examples of cooperative solutions to allocation problems, the conclusion from this review suggests that cooperation over scarce water resources is possible under a variety of physical conditions and institutional arrangements. In particular, the various approaches for cost sharing and for allocation of physical water infrastructure and flow can serve as a basis for stable and efficient agreement, such that long-term investments in water projects are profitable and sustainable. The latter point is especially important, given recent developments in water policy in various countries and regional institutions such as the European Union (Water Framework Directive), calling for full cost recovery of investments and operation and maintenance in water projects.     Core Representations of the Standard Fixed Tree Game

    This paper discusses the core of the game corresponding to the standard fixed tree problem. We introduce the concept of a weighted constrained egalitarian solution. The core of the standard fixed tree game equals the set of all weighted constrained egalitarian solutions. The notion of home-down allocation is developed to create further insight in the local behavior of the weighted constrained egalitarian allocation. A similar and dual approach by the notion of down-home allocations gives us the class of weighted Shapley values. The constrained egalitarian solution is characterized in terms of a cost sharing mechanism.

    Designing Network Protocols for Good Equilibria

    Designing and deploying a network protocol determines the rules by which end users interact with each other and with the network. We consider the problem of designing a protocol to optimize the equilibrium behavior of a network with selfish users. We consider network cost-sharing games, where the set of Nash equilibria depends fundamentally on the choice of an edge cost-sharing protocol. Previous research focused on the Shapley protocol, in which the cost of each edge is shared equally among its users. We systematically study the design of optimal cost-sharing protocols for undirected and directed graphs, single-sink and multicommodity networks, and different measures of the inefficiency of equilibria. Our primary technical tool is a precise characterization of the cost-sharing protocols that induce only network games with pure-strategy Nash equilibria. We use this characterization to prove, among other results, that the Shapley protocol is optimal in directed graphs and that simple priority protocols are essentially optimal in undirected graphs
