    Voluntary Formation of Communities for the Provision of Public Projects

    In this paper we examine a collective decision problem, where the set of heterogeneous individuals is partitioned into several groups, each choosing its own policy (e.g., location of a public project) from the given policy space. The model is that of “horizontal product differentiation ” where individuals display distinct preferences over the policy space. We first consider the notion of “efficient ” partition that minimizes the total policy-related costs and aggregate personalized costs. (The latter are incurred when an individual belongs to a group that does not choose her most preferred, ideal, policy.) We then examine “sustainable ” partitions, in which the policy-related costs can be distributed in a way that no subgroup (belonging to the partition or not) has an incentive to break away from the rest and to set its own policy. Our main result is that, with a unidimensional policy space and single-peaked personalized costs, every efficient partition is sustainable. We further describe some important features of efficiency by characterizing the efficient distribution (and number) of policies chosen from the policy space when their cost is small. It turns out that efficiency is achieved when the distribution of policies follows the square root of the density of individuals ’ ideal choices

    Financial decentralization in Ukraine: prerequisites, problems, prospects

    The purpose of the article is to analyze the prerequisites, advantages, problems and prospects for the development of the processes of financial decentralization in Ukraine. Initially, the article reveals the features of the federal and unitary arrangements of states. As research has shown, the principles of fiscal federalism have been increasingly used by unitary states. The legislative and normative legal acts regulating the implementation of the decentralization policy in Ukraine are justified and given. Characteristics of the formation of new structures, such as: united territorial societies and their sources of financing are characterized. Changes in incomes in local budgets as a result of decentralization are analyzed, and their significant growth is observed. The mechanism of horizontal leveling of the tax ability of territories has been developed, which helps to remove imbalances and unevenness, most of the budgets of Ukraine are recipients of budgetary funds, since they receive a basic subsidy. The influence of the development of information technologies on entrepreneurial activity in small towns and villages is determined. Information technology is a tool of points of growth of territories. Decentralization will not gradually increase due to urbanization processes, but will be accompanied by new development mechanisms, where the labor force and the means of production will unite and help create a qualitatively new environment

    In recent years geographers have paid attention to the practices and spaces of care, yet museums rarely feature in this body of literature. Drawing on research conducted with two large museum services – one in England, and one in Scotland - this paper frames museums’ community engagement programmes as spaces of care. We offer insights into the practice of community engagement, and note how this is changing as a result of austerity. Our focus is on the routine, everyday caring practices of museum community engagement workers. We further detail the new and renewed strategic partnerships that have been forged as a result of cutbacks in the museum sector and beyond. We note that museums’ community engagement workers are attempting to position themselves relative to a number of other institutions and organisations at the current moment. Drawing on empirical material from the two case study sites, we suggest that museums’ community engagement programmes could be seen as fitting within a broader landscape of care, and we conceptualise their activities as expressions of progressive localism

    Lifelong Learning is a broad umbrella term which includes many different kinds of provision and different forms of learning. At its heart is formal learning, often classroom based, or involving paper and electronic media, undertaken within educational institutions such as colleges and universities. It may or may not lead to an award and it includes learning undertaken for vocational reasons as well as for general interest. It encompasses what are sometimes also known as adult education, continuing education, continuing professional development (cpd), vocational training and the acquisition of basic skills. It may also include work-based learning, and may overlap with post compulsory (post 16) education, i.e. with further education and higher education, but normally applies to all ‘adult learning’ i.e. by people over the age of 19, in particular those who are returning to study after completing their initial education. From the perspective of the individual learner, however, non-formal learning (organised, systematic study carried on outside the framework of the formal system) is also important. This forms a continuum with informal learning that occurs frequently in the process of daily living, sometimes coincidentally for example through information media or through interpretive provision (such as at museums or heritage sites ). This report focuses on those aspects of adult learning which are directly affected by government policies, and thus of prime concern for rural proofing

    Whilst Third Way Urban Policy (TWUP) often associates itself with a kind of anarchic vision of self-regulating and self-reproducing local communities, it can in fact be thought of as a thinly veiled moral crusade targeted towards vulnerable residents in disadvantaged neighbourhoods. Sustainable communities are defined as those who can stand on their own two feet within the terms set down by neo-liberal market economics. When these morally charged crusades fail to connect locally, they have the potential to stir local conflict over who has the authority to judge forms of community life. As third way urban regeneration rolls out across capitalist cities, mapping and accounting for the uneven development of moral conflicts over community is a pressing concern. Focusing upon the ongoing regeneration of two of Europe's most famous social housing estates- Ballymun in north Dublin and the Gorbals in central Glasgow - this paper presents a comparative analysis of the different ways in which moral disputes over community have surfaced in these two neighbourhoods. On the bases of an analyses of both the localisation of TWUP and the prior biographies of both estates, the nature of conflict is shown to be contingent upon who has ownership of the local social capital agenda
