New ways of working in acute inpatient care: a case for change
This position paper focuses on the current tensions
and challenges of aligning inpatient care with
innovations in mental health services. It argues that a
cultural shift is required within inpatient services.
Obstacles to change including traditional perceptions
of the role and responsibilities of the psychiatrist are
discussed. The paper urges all staff working in acute
care to reflect on the service that they provide, and
to consider how the adoption of new ways of
working might revolutionise the organisational
culture. This cultural shift offers inpatient staff the
opportunity to fully utilise their expertise. New ways
of working may be perceived as a threat to existing
roles and responsibilities or as an exciting opportunity
for professional development with increased job
satisfaction. Above all, the move to new ways of
working, which is gathering pace throughout the UK,
could offer service users1 a quality of care that meets
their needs and expectations

Social work training or social work education? An approach to curriculum design
Population ageing, economic circumstances, and human behaviour are placing social welfare systems under great strain. In England extensive reform of the social work profession is taking place. Training curricula are being redesigned in the context of new standards of competence for social workers – the Professional Capabilities Framework (PCF). Students must be equipped on qualifying to address an extensive range of human problems, presenting major challenges to educators. Critical theory suggests an approach to tackle one such challenge – selecting the essential content required for areas of particular practice. Teaching on social work with older people is used to illustrate this. Habermas’ theory of cognitive interests highlights the different professional roles served by the social work knowledge base - instrumental, interpretive, and emancipatory. Howe’s application of sociological theory distinguished four social work roles corresponding to these. It is suggested that curriculum design decisions must enable practitioners to operate in each. When preparing students to work with older people, educators therefore need to include interpretive and emancipatory perspectives, and not construct social work purely as an instrumental response to problems older people present. This approach provides one useful rationale for curriculum design decisions, which is applicable to other areas of practice, and to contexts outside England
Democratising biotechnology?: Deliberation, participation and social regulation in a neo-liberal world
There is now significant policy and academic interest in the governance of science and technology for sustainable development. In recent years this has come to include a growing emphasis on issues of public understanding of science and innovative processes of deliberative and inclusive policy-making around controversial technologies such as nuclear power and agricultural biotechnology. Concern with such issues coincides with rising levels of interest in deliberative democracy and its relationship to the structures and processes of global governance. This article connects these two areas through a critical examination of ‘global’ deliberations about agricultural biotechnology and its risks and benefits. It draws on an extensive survey concerned with the diverse ways in which a range of governments are interpreting and implementing their commitments under the Cartagena Protocol on Biosafety regarding public participation and consultation in order to assess the potential to create forms of deliberation through these means. The article explores both the limitations of public deliberation within global governance institutions as well as of projects whose aim is to impose participation from above through international law by advocating model approaches and policy ‘tool kits’ that are insensitive to vast differences between countries in terms of capacity, resources and political culture

But behind this success lies much disruption and business uncertainty, associated with digital technologies. Previously profitable business models have been swept away, young companies from outside the UK have dominated new internet markets, and some UK creative businesses have struggled to compete. UK policymakers too have failed to keep pace with developments in North America and parts of Asia. But it is not too late to refresh tired policies. Evolving UK policy on diversity in the armed services: multiculturalism and its discontents
Reflecting a generally multiculturalist rhetoric, UK policy in this area has hitherto focussed on enhancing the degree to which the armed services represent or reflect the ethnic makeup of the UK population. Ambitious targets have been set and some progress made in moving towards them. However, the dynamics of population change, together with the diverse preferences of ethno-religious minorities, have meant that the goal of representativeness has remained out of reach. At the same time, the armed services have continued to struggle with an ongoing recruitment problem while the volume of operational commitments has shown little sign of reducing
Venturing into the labyrinth: the information retrieval challenge of human digital memories
Advances in digital capture and storage technologies mean
that it is now possible to capture and store one’s entire life experiences in a Human Digital Memory (HDM). However,
these vast personal archives are of little benefit if an individual cannot locate and retrieve significant items from
them. While potentially offering exciting opportunities to
support a user in their activities by providing access to information stored from previous experiences, we believe that the features of HDM datasets present new research challenges for information retrieval which must be addressed if these possibilities are to be realised. Specifically we postulate that effective retrieval from HDMs must exploit the rich sources of context data which can be captured and associated with items stored within them. User’s memories
of experiences stored within their memory archive will often
be linked to these context features. We suggest how such
contextual metadata can be exploited within the retrieval
process
Communications in education
The paper aims to provide evidence of the role of communications in education. The term communications is used in three interrelated ways: it refers to the interactions and engagements which take place between different actors in the education sector; it looks at the transmission of information, knowledge or data between two or more points; and it refers to the processes and means though which these interactions take place. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available
