Big data analytics:Computational intelligence techniques and application areas
Big Data has significant impact in developing functional smart cities and supporting modern societies. In this paper, we investigate the importance of Big Data in modern life and economy, and discuss challenges arising from Big Data utilization. Different computational intelligence techniques have been considered as tools for Big Data analytics. We also explore the powerful combination of Big Data and Computational Intelligence (CI) and identify a number of areas, where novel applications in real world smart city problems can be developed by utilizing these powerful tools and techniques. We present a case study for intelligent transportation in the context of a smart city, and a novel data modelling methodology based on a biologically inspired universal generative modelling approach called Hierarchical Spatial-Temporal State Machine (HSTSM). We further discuss various implications of policy, protection, valuation and commercialization related to Big Data, its applications and deployment

Knowledge Management for Public Administrations: Technical Realizations of an Enterprise Attention Management System
The improvement of governments’ efficiency has gained great importance and validity especially in the current times of economic downturn. E-Government constitutes the most contemporary techno-managerial proposition in the track of possible interventions. The paper addresses, more specifically, empowerments necessitated by Public Administration (PA) organizations. Anchored on the needs of three real-life cases, the paper describes the conception and the realization of an IT artefact together with its methodological appeals aiming at improving information access and delivery and thus PAs’ decision making capacity. Our proposition constitutes a novel approach for managing users’ attention in knowledge intensive organizations which goes beyond informing a user about changes in relevant information towards proactively supporting the user to react on changes. The approach is based on an expressive attention model, which is realized by combining ECA (Event-Condition-Action) rules with ontologies. significance to make digital government newest triumphant. Digital Government
interoperability, information sharing protocol and security are measured the
key issue for achieving a refined stage of digital government. Flawless
interoperability is essential to share the information between diverse and
merely dispersed organisations in several network environments by using
computer based tools. Digital government must ensure security for its
information systems, including computers and networks for providing better
service to the citizens. Governments around the world are increasingly
revolving to information sharing and integration for solving problems in

Intelligent modeling of e-Government initiatives in Greece
Over the last two years Greece has employed agile ICT solutions to reduce the administrative burden in front-office G2B transactions. This research supplements historic analysis with fuzzy cognitive maps to offer a multi-dimensional coupling of eGovernment initiatives with digital maturity assessment capabilities and a strategy alignment evaluation framework. This “intelligent x-ray” confirms that front-office technology is important in reducing administrative burden. The digital bypass of bureaucracy seems to be an effective start for Greece. However, this strategy can only serve as a short-term tactical choice. The “intelligent x-ray” provides executive level quantification and traceable reasoning to show that excessive emphasis on front- office technology will soon fail to support a strong eGovernment maturity. Organizational efficiency, interoperability, regulatory simplifications, and change management must also act as important objectives. Only then will ICT deliver its full potential, and the eGovernment maturity will improve significantly even with moderate ICT investments

The health care industry is currently experiencing numerous fundamental changes. Healthcare organizations (HCOs) are increasingly challenged to look at their operations and find new opportunities to reorganize their processes, in order to improve the efficiency and effectiveness of their services, reduce costs, be more competitive, and also provide high quality and more personalized patient care. This new business strategy requires HCOs to implement new Information and Communication Technologies, such as Internet applications, enterprise information systems, and mobile technologies, in order to achieve their desired business changes and results, mainly through better information management methods and techniques. Based on these perspectives, this article aims to initially define and discuss the key challenges and opportunities for promoting high quality and cost effective care in HCOs. publicly-available information on the electricity sector in Haiti, supplemented by
targeted interviews with selected individuals known to be knowledgeable about
electricity in Haiti based on their recent involvement in assessing the sector or in

INNOVATIVE CITY IN WEST CHINA CHONGQING
This working paper offers insights on science and technology in China with supporting official and interview data. The paper, as evidenced from the title, is indicating the future role of Chongqing and its evolution primarily focusing on the period of rapid development of the Municipality after Chongqing became a political entity on the same level as provinces of China. This has coincided with the planning, construction and completion of the Three Gorges Dam Project involving the resettlement of 1,000,000 people – most them coming to the rural areas Chongqing Municipality. Three major sub-themes are highlighted. First, the city played important role during more than 2000 years of its history (in 1981, for example it became first inland port in China open for foreign commerce). In the XX century Chongqing was national capital during the Second World War and the Japanese invasion (Nationalists government). Since then it enjoyed higher political status and economic independence than any other city of the same size in whole western China. Second, the municipality’s geographical position and demographic condition makes it quite unique in West China. It has a population of 31 million, an area of 82 square km, a population density of 379 persons per km2 and a location at the upper reaches of Chang (Yangtze) River. This makes it the gate of Southwest China. Third, Chongqing has a strong basic multi-faced economy in the region. Central investment since the 1950s has assisted the development of a relatively strong modern industrial base in the city. Despite the post-Mao reform era’s impact on social and economic disparities as between the coastal areas and the west, Chongqing remains one of the China’s strongest city economies. Its industrial output value ranked 11th among the 35 biggest city economies in China in 2000, though it ranked behind the top ten most industrialized coastal cities, all of which had attracted much greater foreign investment during the reform era. The campaign to Open up the West provides Chongqing with the opportunity to act as the growth pole for a number of less industrialized provincial-level units in north-west and south-west China. Fourth, the initiatives by central authorities and the extraordinary task of Three Gorges Dam project required among other great tasks also relocation of over 1,2 million people, the rebuilding of two cities, eleven county towns and one hundred sixteen townships from the site of Three Gorges Dam water reservoir. Until 2005 there were already almost one million residents resettled. Analysis of Sidampak Service Innovation as Glocalization of E-government In Wukirsari Village, Sleman Regency
The Population Data Utilization System (Sidampak) in Wukirsari Village, Sleman Regency is a population administration service program that has provided many benefits. The background lacks clear planning in developing services to the community and a low level of community participation in the administration of population documents which then becomes the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then led to a commitment for the village government of Wukirsari in making public service innovations. This innovation is not only the value of fast, easy, inexpensive, but more on the value of services that can be adapted to the culture of the Wukirsari community. Related, this study found that there are public services that consist of the Population Data Utilization System (Sidampak) program in Wukirsari Village which can then change service policies to better suit the social conditions of the community.
