    Hydrologic and Agricultural Earth Observations and Modeling for the Water-Food Nexus

    In a globalizing and rapidly-developing world, reliable, sustainable access to water and food are inextricably linked to each other and basic human rights. Achieving security and sustainability in both requires recognition of these linkages, as well as continued innovations in both science and policy. We present case studies of how Earth observations are being used in applications at the nexus of water and food security: crop monitoring in support of G20 global market assessments, water stress early warning for USAID, soil moisture monitoring for USDA's Foreign Agricultural Service, and identifying food security vulnerabilities for climate change assessments for the UN and the UK international development agency. These case studies demonstrate that Earth observations are essential for providing the data and scalability to monitor relevant indicators across space and time, as well as understanding agriculture, the hydrological cycle, and the water-food nexus. The described projects follow the guidelines for co-developing useable knowledge for sustainable development policy. We show how working closely with stakeholders is essential for transforming NASA Earth observations into accurate, timely, and relevant information for water-food nexus decision support. We conclude with recommendations for continued efforts in using Earth observations for addressing the water-food nexus and the need to incorporate the role of energy for improved food and water security assessment

    The technical and economic aspects of satellite solar power systems are presented with a focus on the current configuration 5000 MW system. The technical studies include analyses of the orbital system structures, control and stationkeeping, and the formulation of program plans and costs for input to the economic analyses. The economic analyses centered about the development and use of a risk analysis model for a system cost assessment, identification of critical issues and technologies, and to provide information for programmatic decision making. A preliminary economic examination of some utility interface issues is included. Under the present state-of-knowledge, it is possible to formulate a program plan for the development of a satellite solar power system that can be economically justified.     This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio

The alternatives are: central-station terrestrial photovoltaic systems, conventional coal-fired power plants, coal-gasification/combined-cycle power plants, light water reactor power plants, liquid-metal fast-breeder reactors, and fusion. The comparison is made regarding issues of cost and performance, health and safety, environmental effects, resources, socio-economic factors, and institutional issues. The criteria for selecting the issues and the alternative technologies are given, and the methodology of the comparison is discussed.     Complex Choices: Producers Risk Management Strategies

    Producers have a wide variety of risk management instruments available. How do producers make a choice of risk management instruments? Using the recently developed choice bracketing framework, we examine what risk management strategies producers use and identify the factors that drive their risk management decisions. Our results identify that producers use a wide variety of combinations of risk management instruments and that they bracket their choices into sets of alternative risk management instruments. Using multinomial logit models to estimate the choice process provides information about the factors that influence producers' decision making. The results show that broad bracketing producers use different risk management instruments than narrow bracketers. Policy makers and financial institutions can improve the performance of their programs and products when they are able to identify the bracketing level of segments of producers.Risk and Uncertainty,

    The Internationalization of Agency Actions

    U.S. agencies routinely base their domestic regulations on international considerations, such as the benefits of coordinating American and foreign standards or the foreign policy advantages of a particular policy. I refer to this phenomenon as the internationalization of agency actions. This Article examines what the internationalization of agency actions means for agency decision-making processes, institutional design, and legal doctrine. It creates a stylized model of how agencies determine whether to coordinate their standards with foreign regulations. Among other institutional design findings, it shows that court opinions that reduce the stringency of judicial review when agencies implement internationally coordinated standards make such coordination more likely to occur, but they simultaneously deprive the executive of bargaining power because U.S. agencies cannot credibly threaten that any coordinated agreement must align more closely with U.S. values or risk being overturned in U.S. courts. This Article also develops a taxonomy of international factors relied on by agencies and applies that taxonomy to help clarify the doctrinal issue of whether and when agencies can use international factors to justify their actions in court. This taxonomical approach shows how the Supreme Court’s opinion in Massachusetts v. EPA can reasonably be read to allow agencies to invoke a far broader range of foreign policy rationales than some prevailing views suggest

    The Impact of Market Advisory Service Recommendations on Producers' Marketing Decisions

    A conceptual framework is developed which provides insight into the factors affecting the impact of market advisory service (MAS) recommendations on producer pricing decisions. Data from a survey of 656 U.S. producers reveal that the perceived performance of the MAS, the way in which MAS recommendations are delivered, as well as the match between MAS and producers' marketing philosophy, are important factors explaining the impact of MAS recommendations. Risk attitude does not affect the impact of MAS recommendations on producers' decisions, suggesting producers are more interested in the price-enhancing characteristics of MAS advice than in its risk-reducing features.     Satellite data, while most useful in data poor areas, serves to fine tune forecasts in data rich areas. It consequently has a resulting significant economic benefit because, as previously stated, even one improved forecast per client per year can save each client thousands of dollars. Multiply this by several hundred clients and the dollar savings are sizeable. The great educational value which experience with satellite data gives undoubtedly leads to improved forecasts. Any type of future satellite data delivery system should take into account the needs and facilities of the user community to make it most useful
