    EU Cohesion Policy Implementation - Evaluation Challenges and Opportunities

    This open access book is the result of the 1st International Conference on Evaluating Challenges in the Implementation of EU Cohesion Policy (EvEUCoP 2022). It presents the recent findings, sparks discussion, and reveals new research paths addressing the use of novel methodologies and approaches to tackle the challenges and opportunities that are unveiled with the implementation of the EU cohesion policy. The authors cover a wide range of topics including the monitoring of data; the clearness of indicators in measuring the impact of interventions; novel evaluation methods, addressing the mid-term and terminal assessment; as well as case studies and applications on evaluations of the thematic objectives under the scrutiny of the cohesion policy, namely: • Research, technological development, and innovation; • Information and communication technologies; • Shift toward a low-carbon economy. During the 2014-2020 programmatic period, member states were required to undertake assessments to evaluate the efficacy, efficiency, and impact of each operational program. Such evaluations are generally concerned with the compliance of projects and activities with programmatic priorities, as well as with funds' absorption capacity and refer to ex-ante and ex-post assessments. Hence, this book proposes the use of novel methodologies addressing the mid-term and terminal assessments that enable performing the efficiency appraisal of the operational programs and that can support decision-makers in the selection of projects that should be awarded for funding

    Shared value economics: an axiomatic approach

    The concept of shared value was introduced by Porter and Kramer as a new conception of capitalism. Shared value describes the strategy of organizations that simultaneously enhance their competitiveness and the social conditions of related stakeholders such as employees, suppliers and the natural environment. The idea has generated strong interest, but also some controversy due to a lack of a precise definition, measurement techniques and difficulties to connect theory to practice. We overcome these drawbacks by proposing an economic framework based on three key aspects: coalition formation, sustainability and consistency, meaning that conclusions can be tested by means of logical deductions and empirical applications. The presence of multiple agents to create shared value and the optimization of both social and economic criteria in decision making represent the core of our quantitative definition of shared value. We also show how economic models can be characterized as shared value models by means of logical deductions. Summarizing, our proposal builds on the foundations of shared value to improve its understanding and to facilitate the suggestion of economic hypotheses, hence accommodating the concept of shared value within modern economic theory.Comment: 22 pages, 4 figure

    Assessment of Factors Influencing the Innovation Potential of Vertically Integrated Companies in a Macroregion

    Due to the globalisation of the world economy and development of transnational corporations, vertically integrated companies have to use a wide range of innovation opportunities spanning the entire value chain in order to maintain market positions. Thus, such companies need to constantly and timely monitor changes influencing the innovation potential. The study proposes a new methodology for assessing the innovation potential of vertically integrated companies (VICs) and affecting factors. The implementation of the principle of continuity across the value chains of vertically integrated companies ensures the integrity and reliability of research results. Statistical data of seven VICs of the Volga Federal District for 2017 were analysed. Using the proposed methodology, we determined aggregate factors, ranked them and revealed their stimulating and disincentive effects on the innovation potential of VICs. Additionally, the study identified mechanisms for the efficient use of such potential across the value chains for strengthening the socio-economic development of regions. The analysis was performed based on the integrated use of structural, functional, generalisation, correlation and regression, statistical and economic, and expert assessment methods. It explained the distribution of factors and their correlation dependencies. The quantitative evaluation of presented factors demonstrated their varying impact on the innovation potential of vertically integrated companies. The research results can be used for developing regional strategies aimed at the improvement of company performance and economic crisis resolution

    Stakeholder perception on corporate reputation and management efficiency : Evidence from the Spanish Defence sector

    The Spanish Ministry of Defence was the first to elaborate a Social Responsibility (SR) report stating that efficiency plays a leading role. The territorial organs to manage the image and trust in the armed forces, are given by the Spanish Defence Delegations (SDD), and all of them are certified with a seal of excellence. In this work, defence economics and analysis of efficiency line up with the concept of SR. The main aim is to analyse if SR policy has an effective influence and, as a consequence, a high degree of performance can be expected. To this end, given a set of discretionary variables, the efficiency of the 19 SDD during the 2015-2017 period is analysed by means of Data Envelopment Analysis technique. A bootstrap procedure is used to eliminate the bias of the estimates and obtain a robust ranking. The results show an unusual positive behavior in public sector

    Innovation-driven entrepreneurship has become a focus for economic development and received increasing attention from policy makers and academics over the last decades. While consensus has been reached that context matters for innovation and entrepreneurship, little evidence and decision support exists for policy makers to effectively shape the environment for growth-oriented companies. We present the entrepreneurial ecosystem concept as a complex systems-based approach to the study of innovation-driven entrepreneurial economies. The concept, in combination with novel data sources, offers new opportunities for research and policy, but also comes with new challenges. The aim of this paper is to take stock of the literature and build bridges for more transdisciplinary research. First, we review emergent trends in ecosystem research and provide a typology of four overarching problems based on current limitations. These problems connect operational research scholars to the context and represent focal points for their contributions. Second, we review the operational research literature and provide an overview of how these problems have been addressed and outline opportunities for future research, both for the specific problems as well as cross-cutting themes. Operational research has been invaluable in supporting decision-makers facing complex problems in several fields. This paper provides a conceptual and methodological agenda to increase its contribution to the study and governance of entrepreneurial ecosystems

    An integrated approach to value chain analysis of end of life aircraft treatment

    Dans cette thèse, on propose une approche holistique pour l’analyse, la modélisation et l’optimisation des performances de la chaîne de valeur pour le traitement des avions en fin de vie (FdV). Les recherches réalisées ont débouché sur onze importantes contributions. Dans la première contribution, on traite du contexte, de la complexité, de la diversité et des défis du recyclage d’avions en FdV. La seconde contribution traite du problème de la prédiction du nombre de retraits d’avions et propose une approche intégrée pour l’estimation de ce nombre de retraits. Le troisième et le quatrième articles visent à identifier les parties prenantes, les valeurs perçues par chaque partenaire et indiquent comment cette valeur peut affecter les décisions au stade de la conception. Les considérations relatives à la conception et à la fabrication ont donné lieu à quatre contributions importantes. La cinquième contribution traite des défis et opportunités pouvant résulter de l’application des concepts de la chaîne logistique verte, pour les manufacturiers d’avions. Dans la sixième contribution, un outil d’aide à la décision a été développé pour choisir la stratégie verte qui optimise les performances globales de de toute la chaîne de valeur en tenant compte des priorités et contraintes de chaque partenaire. Dans la septième contribution, un modèle mathématique est proposé pour analyser le choix stratégique des manufacturiers en réponse aux directives en matière de FdV de produits comme le résultat des interactions des compétiteurs dans le marché. La huitième contribution porte sur les travaux réalisés dans le cadre d’un stage chez le constructeur d’avions, Bombardier. Cette dernière traite de l’apport de « l’analyse du cycle de vie » au stade de la conception d’avions. La neuvième contribution introduit une méthodologie d’analyse de la chaîne de valeur dans un contexte de développement durable. Finalement, les dixième et onzième contributions proposent une approche holistique pour le traitement des avions en FdV en intégrant les concepts du « lean », du développement durable et des contraintes et opportunités inhérentes à la mondialisation des affaires. Un modèle d’optimisation intégrant les modèles d’affaires, les stratégies de désassemblage et les structures du réseau qui influencent l’efficacité, la stabilité et l’agilité du réseau de récupération est proposé. Les données requises pour exploiter le modèle sont indiquées dans l’article. Mots-clés: Fin de vie des avions, analyse de la chaîne de valeurs, développement durable, intervenants.The number of aircrafts at the end of life (EOL) is continuously increasing. Dealing with retired aircrafts considering the environmental, social and economic impacts is becoming an emerging problem in the aviation industry in near future. This thesis seeks to develop a holistic approach in order to analyze the value chain of EOL aircraft treatment in the context of sustainable development. The performed researches have led to eleven main contributions. In the first contribution, the complexity and diversity of the EOL aircraft recycling including the challenges and problem context are discussed. The second contribution addresses the challenges for estimation of retired aircrafts and proposes an integrated approach for prediction of EOL aircrafts. The third and fourth contributions aim to identify the players involved in EOL recycling context, values perceived by different shareholders and formulate that how such value can affect design decisions. Design stage consideration and manufacture’s issues are discussed and have led to four main contributions. The fifth contribution addresses the opportunities and challenges of applying green supply chain for aircraft manufacturers. In the sixth contribution, a decision tool is developed to aid manufactures in early stage of design for their green strategy choices. In the seventh contribution, a mathematical model is developed in order to analyze the strategic choice of manufacturers in response to EOL directives as the result of the interaction of competitors in the market. An internship project has been also performed in Bombardier and led to the eighth contribution, which addresses life cycle approach and incorporating the sustainability in early stage of design of aircraft. The ninth contribution introduces a methodology for analyzing the value chain in the context of sustainable development. Finally, the tenth and eleventh contributions propose a holistic approach to EOL aircraft treatment considering lean principals, sustainable development, and global business environment. An optimization model is developed to support decision making in both strategic and managerial level. The analytical approaches, decision tools and step by step guidelines proposed in this thesis will aid decision makers to identify appropriate strategies for the EOL aircraft treatment in the sustainable development context.
