    Using local citation data to relate the use of journal articles by academic researchers to the coverage of full-text document access systems

    The methodology and findings are presented of an empirical study comparing local citation patterns with the holdings lists of a number of sources of journal articles. These sources were the British Library Document Supply Centre (BLDSC and the BL inside service, library holdings, ProQuest Direct, SearchBank, EiText and a linking system including both the Geobase database and the BLDSC. The value of local citation figures is discussed, as is the concept of a 'core' of journal titles, from both theoretical and practical perspectives. Using these figures to represent the local use of journal articles, the coverage of the document sources was found to vary widely. Unsurprisingly, the BLDSC was found to offer the widest coverage. Newer, electronic systems generally fared less well, but may offer other advantages

    Reviewing, indicating, and counting books for modern research evaluation systems

    In this chapter, we focus on the specialists who have helped to improve the conditions for book assessments in research evaluation exercises, with empirically based data and insights supporting their greater integration. Our review highlights the research carried out by four types of expert communities, referred to as the monitors, the subject classifiers, the indexers and the indicator constructionists. Many challenges lie ahead for scholars affiliated with these communities, particularly the latter three.     The Economists Online subject repository: using institutional repositories as the foundation for international Open Access growth

    A new subject repository, Economists Online (EO), has recently been launched. The pioneering model upon which it is built, aggregating the subject specific content of a consortium of participating institutions and their repositories, is examined in this article. An overview of existing subject repositories is given, along with an analysis of the scholarly communications landscape in economics and how the new EO subject repository fits into this environment. This paper makes a case for collaboration between institutional repositories as a way of increasing Open Access (OA) access to research

    Questionnaire surveys to discover academic staff and library staff perceptions of a National Union catalogue

    During the feasibility study into a National Union catalogue for the UK (UKNUC), a questionnaire survey was undertaken of the needs of both academic staff in higher education and library staff. A response rate of 40-50 per cent was achieved, 846 questionnaires being returned for academics and 724 for librarians. The analysis suggests that a UKNUC would be highly valued and heavily used by all categories. Academics felt it would have a positive effect on their information searching, and wished to include the holdings of the British Library, and libraries of both the major research universities and the ``traditional’’ universities. They wanted it to be comprehensive and easy to use, to include locations of both books and journals, and to facilitate subject collection searching. Library staff have similar priorities to academics, although there are more variations by sector and a recognition of a UKNUC’s value as a potential source of bibliographic records

    The metric tide: report of the independent review of the role of metrics in research assessment and management

    This report presents the findings and recommendations of the Independent Review of the Role of Metrics in Research Assessment and Management. The review was chaired by Professor James Wilsdon, supported by an independent and multidisciplinary group of experts in scientometrics, research funding, research policy, publishing, university management and administration. This review has gone beyond earlier studies to take a deeper look at potential uses and limitations of research metrics and indicators. It has explored the use of metrics across different disciplines, and assessed their potential contribution to the development of research excellence and impact. It has analysed their role in processes of research assessment, including the next cycle of the Research Excellence Framework (REF). It has considered the changing ways in which universities are using quantitative indicators in their management systems, and the growing power of league tables and rankings. And it has considered the negative or unintended effects of metrics on various aspects of research culture. The report starts by tracing the history of metrics in research management and assessment, in the UK and internationally. It looks at the applicability of metrics within different research cultures, compares the peer review system with metric-based alternatives, and considers what balance might be struck between the two. It charts the development of research management systems within institutions, and examines the effects of the growing use of quantitative indicators on different aspects of research culture, including performance management, equality, diversity, interdisciplinarity, and the ‘gaming’ of assessment systems. The review looks at how different funders are using quantitative indicators, and considers their potential role in research and innovation policy. Finally, it examines the role that metrics played in REF2014, and outlines scenarios for their contribution to future exercises

    Simplifying resource discovery and access in academic libraries : implementing and evaluating Summon at Huddersfield and Northumbria Universities

    Facilitating information discovery and maximising value for money from library materials is a key driver for academic libraries, which spend substantial sums of money on journal, database and book purchasing. Users are confused by the complexity of our collections and the multiple platforms to access them and are reluctant to spend time learning about individual resources and how to use them - comparing this unfavourably to popular and intuitive search engines like Google. As a consequence the library may be seen as too complicated and time consuming and many of our most valuable resources remain undiscovered and underused. Federated search tools were the first commercial products to address this problem. They work by using a single search box to interrogate multiple databases (including Library catalogues) and journal platforms. While going some way to address the problem, many users complained that they were still relatively slow, clunky and complicated to use compared to Google or Google Scholar. The emergence of web-scale discovery services in 2009 promised to deal with some of these problems. By harvesting and indexing metadata direct from publishers and local library collections into a single index they facilitate resource discovery and access to multiple library collections (whether in print or electronic form) via a single search box. Users no longer have to negotiate a number of separate platforms to find different types of information and because the data is held in a single unified index searching is fast and easy. In 2009 both Huddersfield and Northumbria Universities purchased Serials Solutions Summon. This case study report describes the selection, implementation and testing of Summon at both Universities drawing out common themes as well as differences; there are suggestions for those who intend to implement Summon in the future and some suggestions for future development

    Educational Technology as Seen Through the Eyes of the Readers

    In this paper, I present the evaluation of a novel knowledge domain visualization of educational technology. The interactive visualization is based on readership patterns in the online reference management system Mendeley. It comprises of 13 topic areas, spanning psychological, pedagogical, and methodological foundations, learning methods and technologies, and social and technological developments. The visualization was evaluated with (1) a qualitative comparison to knowledge domain visualizations based on citations, and (2) expert interviews. The results show that the co-readership visualization is a recent representation of pedagogical and psychological research in educational technology. Furthermore, the co-readership analysis covers more areas than comparable visualizations based on co-citation patterns. Areas related to computer science, however, are missing from the co-readership visualization and more research is needed to explore the interpretations of size and placement of research areas on the map.Comment: Forthcoming article in the International Journal of Technology Enhanced Learnin

    The relationship between ILL/document supply and journal subscriptions

    Purpose: The purpose of this article is to provide insights into the relationship between ILL/ document supply and journal subscriptions and to assess recent trends in the ILL service. Design/methodology/Approach: This survey is based on data from the ILL service conducted over the five year period 2005-2009 through the Italian NILDE (Network for Inter-Library Document Exchange) network. Findings: This article bears out important previous findings that ILL is not used as a surrogate for journal subscriptions. This is supported by the analysis of a broad number of titles and over a wide time-range. On the contrary, analysis of data transactions, particularly of the most requested journals, can bring about positive effects on new title acquisitions and negotiations with publishers. This paper also shows, at least for Italy, an overall growth and vitality of ILL, in spite of the widespread availability of e-journals acquired through consortia purchasing. Originality/Value: An insight into the relationship between ILL and journal subscriptions in Italy, a country where few studies have been carried out, and none at all for such a large number of libraries and transactions
