    FLIAT, an object-relational GIS tool for flood impact assessment in Flanders, Belgium

    Floods can cause damage to transportation and energy infrastructure, disrupt the delivery of services, and take a toll on public health, sometimes even causing significant loss of life. Although scientists widely stress the compelling need for resilience against extreme events under a changing climate, tools for dealing with expected hazards lag behind. Not only does the socio-economic, ecologic and cultural impact of floods need to be considered, but the potential disruption of a society with regard to priority adaptation guidelines, measures, and policy recommendations need to be considered as well. The main downfall of current impact assessment tools is the raster approach that cannot effectively handle multiple metadata of vital infrastructures, crucial buildings, and vulnerable land use (among other challenges). We have developed a powerful cross-platform flood impact assessment tool (FLIAT) that uses a vector approach linked to a relational database using open source program languages, which can perform parallel computation. As a result, FLIAT can manage multiple detailed datasets, whereby there is no loss of geometrical information. This paper describes the development of FLIAT and the performance of this tool

    Seeing the invisible: from imagined to virtual urban landscapes

    Urban ecosystems consist of infrastructure features working together to provide services for inhabitants. Infrastructure functions akin to an ecosystem, having dynamic relationships and interdependencies. However, with age, urban infrastructure can deteriorate and stop functioning. Additional pressures on infrastructure include urbanizing populations and a changing climate that exposes vulnerabilities. To manage the urban infrastructure ecosystem in a modernizing world, urban planners need to integrate a coordinated management plan for these co-located and dependent infrastructure features. To implement such a management practice, an improved method for communicating how these infrastructure features interact is needed. This study aims to define urban infrastructure as a system, identify the systematic barriers preventing implementation of a more coordinated management model, and develop a virtual reality tool to provide visualization of the spatial system dynamics of urban infrastructure. Data was collected from a stakeholder workshop that highlighted a lack of appreciation for the system dynamics of urban infrastructure. An urban ecology VR model was created to highlight the interconnectedness of infrastructure features.     Combining Open Source and Commercial Tools in Digital Twin for Cities Generation

    Evidently, Smart Cities are on the rise and there is an increasing need for digital twins of these complex environments and their corresponding 3D models. The creation and maintenance of such twins is a time consuming task, since cities are living evolving organisms. In this paper we are presenting work done within the Digital Twin Cities Centre (DTCC) in Sweden in the field of automated 3D city model generation. We showcase a novel method of combining open source and commercial software for creating digital twins of any urban context in a procedural way from raw input data and using Unreal Engine as a visualization front-end. We combine two different workflows, one based on the commercial software suite Feature Manipulation Engine and in parallel we utilize the open source code developed within the Centre, dubbed DTCC Builder. The assets created can be used in urban planning, multiphysics continuum mechanics simulations and for visualization and illustration on a 3D scale. By using, in a complementary way, established commercial software and state of the art open source C++ code we manage to utilize the quality of life features the first provides, while assigning the demanding tasks of comforming mesh generation to the former. The longer term goal is (nearly) real-time mesh digital twinning of any city and user interaction with the 3D assets provided. Copyright (C) 2022 The Authors

    Combined Greening Strategies for Improved Results on Carbon-Neutral Urban Policies

    [EN] Starting from historical environmental records of the Benicalap neighbourhood in Valencia, this paper presents an energy model contributing to the assessment of carbon-neutral city policies for several nature-based solution (NBS) pilots extended to the neighbourhood level and combined with building facade renovation proposals. Accurate monitoring of several NBS pilot strategies was studied to validate a computational-fluid-dynamic (CFD) microclimate flux (both storage heat flux and latent heat flux) model, allowing a joint understanding of humidity and heat dynamics for the pilots under study.     Architecture and Information Requirements to Assess and Predict Flight Safety Risks During Highly Autonomous Urban Flight Operations

    As aviation adopts new and increasingly complex operational paradigms, vehicle types, and technologies to broaden airspace capability and efficiency, maintaining a safe system will require recognition and timely mitigation of new safety issues as they emerge and before significant consequences occur. A shift toward a more predictive risk mitigation capability becomes critical to meet this challenge. In-time safety assurance comprises monitoring, assessment, and mitigation functions that proactively reduce risk in complex operational environments where the interplay of hazards may not be known (and therefore not accounted for) during design. These functions can also help to understand and predict emergent effects caused by the increased use of automation or autonomous functions that may exhibit unexpected non-deterministic behaviors. The envisioned monitoring and assessment functions can look for precursors, anomalies, and trends (PATs) by applying model-based and data-driven methods. Outputs would then drive downstream mitigation(s) if needed to reduce risk. These mitigations may be accomplished using traditional design revision processes or via operational (and sometimes automated) mechanisms. The latter refers to the in-time aspect of the system concept. This report comprises architecture and information requirements and considerations toward enabling such a capability within the domain of low altitude highly autonomous urban flight operations. This domain may span, for example, public-use surveillance missions flown by small unmanned aircraft (e.g., infrastructure inspection, facility management, emergency response, law enforcement, and/or security) to transportation missions flown by larger aircraft that may carry passengers or deliver products. Caveat: Any stated requirements in this report should be considered initial requirements that are intended to drive research and development (R&D). These initial requirements are likely to evolve based on R&D findings, refinement of operational concepts, industry advances, and new industry or regulatory policies or standards related to safety assurance

    The geography of taste: analyzing cell-phone mobility and social events

    This paper deals with the analysis of crowd mobility during special events. We analyze nearly 1 million cell-phone traces and associate their destinations with social events. We show that the origins of people attending an event are strongly correlated to the type of event, with implications in city management, since the knowledge of additive flows can be a critical information on which to take decisions about events management and congestion mitigation
