    Technology transfer to developing countries : the case of physical asset management in South Africa

    This research investigates technology transfer (TT) to developing countries, with specific reference to South Africa. Particular attention is paid to physical asset management, which includes the maintenance of plant, equipment and facilities. The research is case based, comprising a main case study (the South African electricity utility, Eskom) and four mini-cases. A five level framework adapted from Salami and Reavill (1997) is used as the methodological basis for the formulation of the research questions. This deals with technology selection, and management issues including implementation and maintenance and evaluation and modifications. The findings suggest the Salami and Reavill (1997) framework is a useful guide for TT. The case organisations did not introduce technology for strategic advantage, but to achieve operational efficiencies through cost reduction, higher quality and the ability to meet customer demand. Acquirers favour standardised technologies with which they are familiar. Cost-benefit evaluations have limited use in technology acquisition decisions. Users rely on supplier expertise to compensate for poor education and technical training in South Africa. The impact of political and economic factors is more evident in Eskom than in the mini-cases. Physical asset management follows traditional preventive maintenance practices, with limited use of new maintenance management thinking. Few modifications of the technology or R&D innovations take place. Little use is made of explicit knowledge from computerised maintenance management systems. Low operating and maintenance skills are not conducive to the transfer of high-technology equipment. South African organisations acquire technology as items of plant, equipment and systems, but limited transfer of technology takes place. This suggests that operators and maintainers frequently do not understand the underlying technology, and like workers elsewhere, are not always inclined towards adopting technology in the workplace

    Using ICT tools to manage knowledge: a student perspective in determining the quality of education

    Within the e-learning context of a university, technology has the potential to facilitate the knowledge interaction between the source (instructor) and the recipient (students). From a literature review, it can be concluded that prior studies have not explored the types of channels that encourage knowledge transfer in this environment. For example, how explicit knowledge travels through the e-learning environment and goes through interaction processes and is received and acquired is largely unknown. According to Alavi & Leidner (2001), Information and Communication Technology (ICT) can help speed up the processes of transferring knowledge from those who have knowledge to those seeking knowledge. Within the university context, technologies such as email, Internet, IRC chat, bulletin boards and tools such as WebCT and BlackBoard have the potential to facilitate the transfer of knowledge and act as a link between source and recipient. Effective knowledge transfer has to consider effective knowledge acquisition, which are therefore inexplicably linked. Nonaka's spiral model addresses knowledge acquisition through spiraling processes in which an individual would be able to convert tacit knowledge to explicit knowledge and vice versa. According to Nonaka & Takeuchi (1995) there are four types of interaction, which give way to the conversion of one form of knowledge into another, namely tacit-to-tacit, tacit-to-explicit, explicit-to-tacit and explicit-to-explicit. In an academic environment, this can be studied as the source, either transferring tacit or explicit knowledge, and similarly as the recipient, receiving knowledge either in tacit or explicit form. Nonaka & Takeuchi (1995) also refer to this as the SECI model, where SECI stands for Socialisation, Externalisation, Combination and Internalisation. This 'Research in Progress' reports the outcomes of a study undertaken to understand how and to what extent knowledge spiraling processes and accompanying characteristics of SECI can be ICT-enabled to contribute towards the studying and learning processes for university education. A survey instrument was developed for this purpose and it is currently undergoing peer-review and other customary validity and reliability tests. Once the instrument is validated, it will be administered on about 50 tertiary students. It is hoped that the results obtained from this survey will be reported in the QIK 2005 conference

    The future of technology enhanced active learning – a roadmap

    The notion of active learning refers to the active involvement of learner in the learning process, capturing ideas of learning-by-doing and the fact that active participation and knowledge construction leads to deeper and more sustained learning. Interactivity, in particular learnercontent interaction, is a central aspect of technology-enhanced active learning. In this roadmap, the pedagogical background is discussed, the essential dimensions of technology-enhanced active learning systems are outlined and the factors that are expected to influence these systems currently and in the future are identified. A central aim is to address this promising field from a best practices perspective, clarifying central issues and formulating an agenda for future developments in the form of a roadmap

    The relationship between knowledge management and innovation level in Mexican SMEs: Empirical evidence

    The transformation of the current society from an industry-based economy to a knowledge management and innovation-based economy is changing the design and implementation of business strategies and the nature of the competition among the organizations which are mainly small and medium-size enterprises (SMEs). They struggle to survive in a market which is more demanding and competitive, so they seeknowledge management as one of the most effective strategies that may help to enable the innovation activities into the businesses. For these reasons, this research paper has as a main goal to analyze the relationship between knowledge management and innovation in Mexican SMEs. The empirical analysis used 125 manufacturing SMEs (each SME having from 20 to 250 employees) as a sample to be carried out. The obtained results indicate that knowledge management has a positive impact in products, process, and management systems innovation

    Transformational Leadership and Knowledge Management: Analysing the Knowledge Management Models

    The purpose of the present study is to investigate the mutual relationship between transformational leadership and knowledge management as well the potential effects of a transformational leader on his or her followers. In this paper, we review the role of transformational leadership in effective knowledge management and establish the emerging role of transformational leadership, as an ideal leadership style in building knowledge-based companies to achieve a higher degree of competitive advantage. The findings in this article are based upon previous empirical studies that illustrate the formulation of several propositions that contribute to the knowledge management processes. Our findings are based upon possible scenarios that impact transformational leadership and knowledge management using grounded theoretical research. Research limitations are twofold. One limitation is found in the prior literature indicating that past studies have posited that companies might lack the required capabilities or decide to decline from interacting with other companies (Caldwell & Ancona 1988), or even distrust sharing their knowledge (Kraut & Streeter 1995). And, second, our contribution to the literature lies in presenting a link between knowledge management and transformational leadership that incorporates the knowledge management processes that may impact the effectiveness of transformational leaders to enhance their capabilities to effectively play their roles within companies. In addition, managerial applications that may support knowledge management processes are proposed further research is necessary to finalise conclusions. The original value of this research provides an impetus of mutual interaction of knowledge management and transformational leadership

The debate suggests that deeper understandings, concerning the role of managers are being sacrificed at the hands of an instrumentalist/technicist agenda focusing on competencies and skills. The paper adds to the discussion by scrutinising and applying theory from the literatures of occupational practice, knowledge and learning. Data is presented from sixty four job advertisements stipulating the competencies and skills required of applicants and which illustrate the premium put upon personal practice knowledge. By taking a critical management perspective students can begin to understand the social context and power-based nature of management practice in the workplace. While universities may try to further fulfil the 'narrow', industry-led, competency focus, early indications suggest that universities may possess a good deal of freedom in designing pedagogies supportive of a critical agenda
