    Expert Elicitation for Reliable System Design

    This paper reviews the role of expert judgement to support reliability assessments within the systems engineering design process. Generic design processes are described to give the context and a discussion is given about the nature of the reliability assessments required in the different systems engineering phases. It is argued that, as far as meeting reliability requirements is concerned, the whole design process is more akin to a statistical control process than to a straightforward statistical problem of assessing an unknown distribution. This leads to features of the expert judgement problem in the design context which are substantially different from those seen, for example, in risk assessment. In particular, the role of experts in problem structuring and in developing failure mitigation options is much more prominent, and there is a need to take into account the reliability potential for future mitigation measures downstream in the system life cycle. An overview is given of the stakeholders typically involved in large scale systems engineering design projects, and this is used to argue the need for methods that expose potential judgemental biases in order to generate analyses that can be said to provide rational consensus about uncertainties.     Climate Ready Estuaries - COAST in Action: 2012 Projects from Maine and New Hampshire

    In summer 2011 the US EPA’s Climate Ready Estuaries program awarded funds to the Casco Bay Estuary Partnership (CBEP) in Portland, Maine, and the Piscataqua Region Estuaries Partnership (PREP) in coastal New Hampshire, to further develop and use COAST (COastal Adaptation to Sea level rise Tool) in their sea level rise adaptation planning processes. The New England Environmental Finance Center worked with municipal staff, elected officials, and other stakeholders to select specific locations, vulnerable assets, and adaptation actions to model using COAST. The EFC then collected the appropriate base data layers, ran the COAST simulations, and provided visual, numeric, and presentation-based products in support of the planning processes underway in both locations. These products helped galvanize support for the adaptation planning efforts. Through facilitated meetings they also led to stakeholders identifying specific action steps and begin to determine how to implement them

An empirical econometric model is designed in order to analyse development in terms of both levels of GDP per capita and GDP growth. Cross-sectional and time series information is used. The results suggest that FIFA rankings of national teams can be used to complement our understanding of multidimensional development in those countries where the availability of information is not as good as researchers would like

    Assessment of the photovoltaic potential at urban level based on 3D city models: A case study and new methodological approach

    The use of 3D city models combined with simulation functionalities allows to quantify energy demand and renewable generation for a very large set of buildings. The scope of this paper is to determine the solar photovoltaic potential at an urban and regional scale using CityGML geometry descriptions of every building. An innovative urban simulation platform is used to calculate the PV potential of the Ludwigsburg County in south-west Germany, in which every building was simulated by using 3D city models. Both technical and economic potential (considering roof area and insolation thresholds) are investigated, as well as two different PV efficiency scenarios. In this way, it was possible to determine the fraction of the electricity demand that can be covered in each municipality and the whole region, deciding the best strategy, the profitability of the investments and determining optimal locations. Additionally, another important contribution is a literature review regarding the different methods of PV potential estimation and the available roof area reduction coefficients. An economic analysis and emission assessment has also been developed. The results of the study show that it is possible to achieve high annual rates of covered electricity demand in several municipalities for some of the considered scenarios, reaching even more than 100% in some cases. The use of all available roof space (technical potential) could cover 77% of the region’s electricity consumption and 56% as an economic potential with only high irradiance roofs considered. The proposed methodological approach should contribute valuably in helping policy-making processes and communicating the advantages of distributed generation and PV systems in buildings to regulators, researchers and the general public

    Collective frames of reference, recognition, and managers' mental models of competition: a test in two industries

    This work was supported by ESRC grant no. R000232883.Managers draw upon sources of collective knowledge to cognitively represent strategic issues. It has also be argued that cognition is embedded in social interaction, enabling managers to recognize of others’ cognitions. In two separate industries, this study found that the influences upon managers’ mental models of their competitive environment include industry membership, organizational membership, and management level. The results indicate further that recognition of others’ mental models may be more pronounced than cognitive similarity.School of Managemen
