    Two-tier channel estimation aided near-capacity MIMO transceivers relying on norm-based joint transmit and receive antenna selection

    We propose a norm-based joint transmit and receive antenna selection (NBJTRAS) aided near-capacity multiple-input multiple-output (MIMO) system relying on the assistance of a novel two-tier channel estimation scheme. Specifically, a rough estimate of the full MIMO channel is first generated using a low-complexity, low-training-overhead minimum mean square error based channel estimator, which relies on reusing a modest number of radio frequency (RF) chains. NBJTRAS is then carried out based on this initial full MIMO channel estimate. The NBJTRAS aided MIMO system is capable of significantly outperforming conventional MIMO systems equipped with the same modest number of RF chains, while dispensing with the idealised simplifying assumption of having perfectly known channel state information (CSI). Moreover, the initial subset channel estimate associated with the selected subset MIMO channel matrix is then used for activating a powerful semi-blind joint channel estimation and turbo detector-decoder, in which the channel estimate is refined by a novel block-of-bits selection based soft-decision aided channel estimator (BBSB-SDACE) embedded in the iterative detection and decoding process. The joint channel estimation and turbo detection-decoding scheme operating with the aid of the proposed BBSB-SDACE channel estimator is capable of approaching the performance of the near-capacity maximumlikelihood (ML) turbo transceiver associated with perfect CSI. This is achieved without increasing the complexity of the ML turbo detection and decoding process

    Thirty Years of Machine Learning: The Road to Pareto-Optimal Wireless Networks

    Future wireless networks have a substantial potential in terms of supporting a broad range of complex compelling applications both in military and civilian fields, where the users are able to enjoy high-rate, low-latency, low-cost and reliable information services. Achieving this ambitious goal requires new radio techniques for adaptive learning and intelligent decision making because of the complex heterogeneous nature of the network structures and wireless services. Machine learning (ML) algorithms have great success in supporting big data analytics, efficient parameter estimation and interactive decision making. Hence, in this article, we review the thirty-year history of ML by elaborating on supervised learning, unsupervised learning, reinforcement learning and deep learning. Furthermore, we investigate their employment in the compelling applications of wireless networks, including heterogeneous networks (HetNets), cognitive radios (CR), Internet of things (IoT), machine to machine networks (M2M), and so on. This article aims for assisting the readers in clarifying the motivation and methodology of the various ML algorithms, so as to invoke them for hitherto unexplored services as well as scenarios of future wireless networks.Comment: 46 pages, 22 fig

    Alternative sweetener from curculigo fruits

    This study gives an overview on the advantages of Curculigo Latifolia as an alternative sweetener and a health product. The purpose of this research is to provide another option to the people who suffer from diabetes. In this research, Curculigo Latifolia was chosen, due to its unique properties and widely known species in Malaysia. In order to obtain the sweet protein from the fruit, it must go through a couple of procedures. First we harvested the fruits from the Curculigo trees that grow wildly in the garden. Next, the Curculigo fruits were dried in the oven at 50 0C for 3 days. Finally, the dried fruits were blended in order to get a fine powder. Curculin is a sweet protein with a taste-modifying activity of converting sourness to sweetness. The curculin content from the sample shown are directly proportional to the mass of the Curculigo fine powder. While the FTIR result shows that the sample spectrum at peak 1634 cm–1 contains secondary amines. At peak 3307 cm–1 contains alkynes

    Beyond Corporate Form: A Response to Dan Depasquale, Surbhi Sarang, and Natalie Bump Vena’s Forging Food Justice Through Cooperatives in New York City

    In their article, Forging Food Justice Through Cooperatives in New York City, Dan DePasquale, Surbhi Sarang, and Natalie Bump Vena (the “Authors”) argue that consumer-owned and worker-owned cooperatives hold promise as a means for advancing policy objectives associated with “food justice,” namely building community wealth and power and providing more affordable access to healthy food in low-income and minority communities. Looking to examples of legislation and policies in other jurisdictions, they advocate for a wide range of policies to promote the viability of cooperatives in New York City, including reforms to cooperative corporation laws and strategies for better allocating funding and technical assistance to cooperatives. I largely agree with the Authors’ argument and support their effort to identify practical policy solutions that would help food cooperatives in New York City overcome barriers to success. This Response makes three observations about their proposals. First, this Response observes that food access and economic development are distinct objectives and that consumer and worker cooperatives may have different roles to play in food justice strategies depending on how these objectives are defined and prioritized. Second, the significance of cooperative corporation statutes may be overstated, both because a variety of legal entity forms are available to cooperative organizations (mitigating the impact of potential reforms to New York’s cooperative corporation law) and because the legal form itself does not guarantee adoption of many of the values and principles commonly associated with cooperatives. Third, this Response argues that the role of other, non-cooperative organizational models should not be overlooked in shaping policy in this area. This Response advocates for a more comprehensive strategy that promotes a wide range of community-based businesses and organizations, including but not limited to cooperatives, and that allocates resources according to the identity of organizations’ stakeholders and the degree of their community impact, rather than relying on their legal form

    Study on cash transfers for seed security in humanitarian settings

    This study examines the barriers and opportunities for cash transfers to be used to address seed security in humanitarian situations. Cash, while not a new approach, has gained momentum in recent years, especially with the emergence of the Cash Learning Partnership (CaLP) and humanitarian organizations’ commitments through the Grand Bargain.2 Historically, direct seed distribution (DSD) has dominated agricultural responses in emergencies. While effective in many situations, other modalities of addressing farmers’ needs have also proven to be effective, including seed and voucher fairs and, increasingly, cash transfer responses. The latter response typically provides farmers greater choices to make decisions about their seed needs and preferences. However, as with direct distribution and vouchers, cash can be a viable option but may not always be appropriate in every situation. The quality of seed is of paramount importance in choosing a response and has been an ongoing (and often contentious and political) discussion for decades. The results of this study advocate for a multi- stakeholder perspective on the quality of seed, while offering farmers the most flexible and most appropriate response possible for their given situation. In some cases, this will be cash transfers, but certainly not in all cases. A range of options offers the best chance for a successful, responsive, and appropriate program. The evidence base on outcomes from using cash for seed in humanitarian contexts is limited, however, reviewing a series of examples shows the breadth and range of options that are being explored. The cases from an array of organizations and countries including Iraq, Ethiopia, Nigeria, Uganda, Zambia, Zimbabwe, Malawi, Madagascar, and Guatemala, show that understanding the context is key to the response analysis and the choice of modality. Organizational approaches and previous experience also played a role in the choice of modality. The evidence to date shows that cash, in addition to complementary programming such as technical or business training, offers promise for seed security interventions. In addition, initiatives to support both the demand and supply side of the market have proven to be effective. Key findings include: 1. Market and needs assessments must include a seed component or SSSA to ensure a response designed to address the right problem, not the assumption. For markets, both informal and formal seed markets need to be included. 2. Good needs assessments, response analysis and program design help ensure participants’ spending cash on what implementers anticipate they will. 3. Program participants’ preferences on modalities are not consistently included in response analysis. 4. Mixed modalities (cash and vouchers, or cash and DSD) can broaden crop choices. 5. Quality screenings for seed are taking place; the quality of seed is important to organizations and project participants. 6. Cash for seed security interventions are limited, but growing in prevalence. 7. Providing cash plus complementary support is a promising practice for fostering seed security. 8. The nexus between relief and development is critical—designing projects with a longer-term development view: cash can prepare the way for farmers to continue true market engagement post-relief, spur business development in subsequent seasons, and offer opportunities for financial inclusion. 9. Supporting supply side to bring quality seed markets ‘closer’ to project participants should be considered along with demand-side interventions (cash, voucher and other). 10. Investment in preparedness provides a better foundation to implement impactful cash for seed security response. The risks, mitigating actions, opportunities and enablers for cash and seed security response are also explored. The study concludes with actionable and practical recommendations for further advancing the evidence base, as well as implementation suggestions. Continuous collaboration of key stakeholders in seed systems is essential to advance the discussions and action on the way forward with cash and seed systems

    This paper suggests a holistic framework for assessment and improvement of management strategies for conservation of natural resources in agriculture. First, it incorporates an interdisciplinary approach (combining Economics, Organization, Law, Sociology, Ecology, Technology, Behavioral and Political Sciences) and presents a modern framework for assessing environmental management and strategies in agriculture including: specification of specific “managerial needs” and spectrum of feasible governance modes (institutional environment; private, collective, market, and public modes) of natural resources conservation at different level of decision-making (individual, farm, eco-system, local, regional, national, transnational, and global); specification of critical socio-economic, natural, technological, behavioral etc. factors of managerial choice, and feasible spectrum of (private, collective, public, international) managerial strategies; assessment of efficiency of diverse management strategies in terms of their potential to protect diverse eco-rights and investments, assure socially desirable level of environmental protection and improvement, minimize overall (implementing, third-party, transaction etc.) costs, coordinate and stimulate eco-activities, meet preferences and reconcile conflicts of individuals etc. Second, it presents evolution and assesses the efficiency of diverse management forms and strategies for conservation of natural resources in Bulgarian agriculture during post-communist transformation and EU integration (institutional, market, private, and public), and evaluates the impacts of EU CAP on environmental sustainability of farms of different juridical type, size, specialization and location. Finally, it suggests recommendations for improvement of public policies, strategies and modes of intervention, and private and collective strategies and actions for effective environmental protection
