    An open standard for the exchange of information in the Australian timber sector

    The purpose of this paper is to describe business-to-business (B2B) communication and the characteristics of an open standard for electronic communication within the Australian timber and wood products industry. Current issues, future goals and strategies for using business-to-business communication will be considered. From the perspective of the Timber industry sector, this study is important because supply chain efficiency is a key component in an organisation's strategy to gain a competitive advantage in the marketplace. Strong improvement in supply chain performance is possible with improved business-to-business communication which is used both for building trust and providing real time marketing data. Traditional methods such as electronic data interchange (EDI) used to facilitate B2B communication have a number of disadvantages, such as high implementation and running costs and a rigid and inflexible messaging standard. Information and communications technologies (ICT) have supported the emergence of web-based EDI which maintains the advantages of the traditional paradigm while negating the disadvantages. This has been further extended by the advent of the Semantic web which rests on the fundamental idea that web resources should be annotated with semantic markup that captures information about their meaning and facilitates meaningful machine-to-machine communication. This paper provides an ontology using OWL (Web Ontology Language) for the Australian Timber sector that can be used in conjunction with semantic web services to provide effective and cheap B2B communications

    The national cloud computing strategy

    Executive summary On 5 October 2012 the Prime Minister announced that the Australian Government would develop a National Cloud Computing Strategy. This announcement recognised the synergies between the National Broadband Network (NBN) and cloud computing, but also the important role for government in providing the tools that small business, individuals and government agencies need to realise the promise of cloud computing. This strategy has been developed in a partnership between government, industry and consumer groups and outlines a vision for cloud computing in Australia: Australians will create and use world-class cloud services to boost innovation and productivity across the digital economy. When organisations adopt cloud services, they are generally more productive, innovate better and operate with greater agility. As a nation, Australia is well placed to take advantage of cloud computing for a range of reasons—including a stable socio-economic system, a strong rule of law, and a highly diverse and skilled Information and Communications Technology (ICT) sector. At the individual level there are many organisations across the economy that have implemented innovative cloud computing services that have transformed the way they operate. However, as a group, Australian small business and not-for-profit organisations lag behind their counterparts in Organisation for Economic Co-operation and Development (OECD) countries in the use of online technology. This places these organisations at a competitive disadvantage, which could be overcome through the use of cloud computing services. One reason for this has been insufficient access to the necessary infrastructure to support sophisticated cloud services—the relatively slow download or upload speeds in many parts of Australia have limited the adoption of cloud services. The NBN is changing this and is a key enabler of the digital economy more broadly. There are other reasons that cloud computing has not been adopted more generally in Australia, including a lack of awareness of how to make best use of cloud computing and a lack of confidence that some organisations and individuals have in adopting cloud computing services. This strategy has identified three core goals and a set of actions to achieve the government’s vision. However, as the cloud services market continues to evolve, users and providers of cloud services must remain responsive to change. Likewise, the government will continue to adapt its strategy in response to market and technological changes

    Transforming pre-service teacher curriculum: observation through a TPACK lens

    This paper will discuss an international online collaborative learning experience through the lens of the Technological Pedagogical Content Knowledge (TPACK) framework. The teacher knowledge required to effectively provide transformative learning experiences for 21st century learners in a digital world is complex, situated and changing. The discussion looks beyond the opportunity for knowledge development of content, pedagogy and technology as components of TPACK towards the interaction between those three components. Implications for practice are also discussed. In today’s technology infused classrooms it is within the realms of teacher educators, practising teaching and pre-service teachers explore and address effective practices using technology to enhance learning

    Teaching and learning in virtual worlds: is it worth the effort?

    Educators have been quick to spot the enormous potential afforded by virtual worlds for situated and authentic learning, practising tasks with potentially serious consequences in the real world and for bringing geographically dispersed faculty and students together in the same space (Gee, 2007; Johnson and Levine, 2008). Though this potential has largely been realised, it generally isn’t without cost in terms of lack of institutional buy-in, steep learning curves for all participants, and lack of a sound theoretical framework to support learning activities (Campbell, 2009; Cheal, 2007; Kluge & Riley, 2008).     Beyond control : will blended learning subvert national curricula?

    Blended Learning seems to entail a relatively innocuous set of techniques, but closer examination reveals some of these carry implicit assumptions – of constructivist philosophy, peer collaboration and situative learning – which may make their export to other countries and national cultures problematic. They also provide a route to the Internet: a storehouse of Westernised, unauthorised and anarchic content. So will Blended Learning subvert national curricula? This paper contributes to the debate by examining the milieu of national educational policy, relating it to forms of knowledge. Web 2.0 applications and Open Educational Resources are discussed in relation to the growing gap between traditional curricula and the digitally-enabled communities of mass collectivism and direct action. Blended Learning is shown to pose cultural threats, but also open opportunities, and whether these threats can be turned to advantage depends crucially upon how national policies are formulated and implemented.     Where is the evidence: realising the value of grey literature for public policy and practice

    This paper discusses the ways in which the internet has profoundly changed how we produce, use and collect research and information for public policy and practice, particularly focusing on the benefits and challenges presented by grey literature. The authors argue that grey literature (i.e. material produced and published by organisations  without recourse to the commercial or scholarly publishing industry) is a key part of the evidence produced and used for public policy and practice. Through surveys of users, producing organisations and collecting services a detailed picture is provided of the role, importance and economic value of grey literature. However, finding and accessing policy information is a time-consuming task made harder by poor production and management of resources and a lack of large-scale collection services able to host and make available  relevant, high-quality resources quickly and efficiently. The paper makes recommendations for changes that would maximise the benefits of grey literature in the public interest and seeks feedback from readers to inform the final report of the research project. Public policy work increasingly relies on a wide range of resources — some are traditional scholarly publications, but the majority are ‘grey literature’. Reports, discussion papers, briefings, reviews and data sets produced by government, academic centres, NGOs, think tanks and companies are heavily used and highly valued in policy and practice work, forming a key part of the evidence base. The huge amount of information and research published online provides unprecedented access to knowledge, from a wide range of sources, enabling a much greater level of understanding and participation in public interest issues. It also brings a number of challenges: searching, sifting, evaluating and accessing information and research are time-consuming and often frustrating tasks occupying a large portion of the work hours of those engaged in policy work. Online publishing also creates a new paradigm for those whose task it is to support policy and practice work through effective resource provision and information management. As a result, digital curation of policy resources, particularly grey literature, is dispersed and fragmented, creating a digital black hole of resources that are lost from online access over time. The aim of the Grey Literature Strategies research project is to investigate grey literature’s role and importance in policy work and find ways to enhance its value.     Open educational practices in Australia: a first-phase national audit of higher education

    For fifteen years, Australian Higher Education has engaged with the openness agenda primarily through the lens of open-access research. Open educational practice (OEP), by contrast, has not been explicitly supported by federal government initiatives, funding, or policy. This has led to an environment that is disconnected, with isolated examples of good practice that have not been transferred beyond local contexts. This paper represents first-phase research in identifying the current state of OEP in Australian Higher Education. A structured desktop audit of all Australian universities was conducted, based on a range of indicators and criteria established by a review of the literature. The audit collected evidence of engagement with OEP using publicly accessible information via institutional websites. The criteria investigated were strategies and policies, open educational resources (OER), infrastructure tools/platforms, professional development and support, collaboration/partnerships, and funding. Initial findings suggest that the experience of OEP across the sector is diverse, but the underlying infrastructure to support the creation, (re)use, and dissemination of resources is present. Many Australian universities have experimented with, and continue to refine, massive open online course (MOOC) offerings, and there is increasing evidence that institutions now employ specialist positions to support OEP, and MOOCs. Professional development and staff initiatives require further work to build staff capacity sector-wide. This paper provides a contemporary view of sector-wide OEP engagement in Australia—a macro-view that is not well-represented in open research to date. It identifies core areas of capacity that could be further leveraged by a national OEP initiative or by national policy on OEP.</p
