    Towards a network government? A critical analysis of current assessment methods for e-government

    Contemporary public administrations have become increasingly more complex, having to cordinate actions with emerging actors in the public and the private spheres. In this scenario the modern ICTs have begun to be seen as an ideal vehicle to resolve some of the problems of public administration. We argue that there is a clear need to explore the extent to which public administrations are undergoing a process of transformation towards a netowork government linked to the systematic incorporation of ICTs in their basic activities. Through critically analysing a selection of e-government evaluation reports, we conclude that research should be carried out if we are to build a solid government assessment framework based on network-like organisation characteristics

    Professional self-regulation in a changing architecture of governance: comparing health policy in the UK and Germany

    This chapter compares transformations in professional self-regulation in the UK and Germany through the lens of governance. We introduce an expanded concept of governance that includes national configurations of state–profession relationships and places selfregulation in the context of other forms of governance. The analysis shows that a general trend towards network governance plays out differently. In the UK, a plural structure of network governance and stakeholder arrangements is emerging in the context of stateled change. In Germany, partnership governance between sickness funds and medical associations shape the transformations and act as a barrier towards the entry of new players

    As the impacts of climate change become increasingly destructive and pervasive, climate adaptation has received greater political and academic attention. The traditional top-down model for mitigating climate change, however, is ill-suited to implementing effective adaptation strategies. Yet, local communities most impacted by climate change seldom have the tools and resources to develop effective adaptive strategies on their own. This note argues that a bottom-up, network-based approach could be a promising paradigm towards implementing effective adaptive strategies and empowering affected communities

    Evaluating megaprojects: from the “iron triangle” to network mapping

    Evaluation literature has paid relatively little attention to the specific needs of evaluating large, complex industrial and infrastructure projects, often called ‘megaprojects’. The abundant megaproject governance literature, in turn, has largely focused on the so-called ‘megaproject pathologies’, i.e. the chronic budget overruns, and failure of such projects to keep to timetables and deliver the expected social and economic benefits. This article draws on these two strands of literature, identifies shortcomings, and suggests potential pathways towards an improved evaluation of megaprojects. To counterbalance the current overemphasis on relatively narrowly defined accountability as the main function of megaproject evaluation, and the narrow definition of project success in megaproject evaluation, the article argues that conceptualizing megaprojects as dynamic and evolving networks would provide a useful basis for the design of an evaluation approach better able to promote learning and to address the socio economic aspects of megaprojects. A modified version of ‘network mapping’ is suggested as a possible framework for megaproject evaluation, with the exploration of the multiple accountability relationships as a central evaluation task, designed to reconcile learning and accountability as the central evaluation functions. The article highlights the role of evaluation as an ‘emergent’ property of spontaneous megaproject ‘governing’, and explores the challenges that this poses to the role of the evaluator

    A network approach toward literature review

    This study introduces a method that uses a network approach towards literature review. To employ this approach, we use hypotheses proposed in scientific publications as building blocks. In network terms, a hypothesis is a directed tie between two concepts or nodes. The network emerges by aggregating the hypotheses from a set of articles in a specific domain. This study explains the method and its potential for reviewing literature in a particular domain. As a proof of concept, we provide a case study reviewing the research literature on the adoption of eGovernment services. Our analyses show that a network approach towards literature review provides novel insights into the current state of a research domain.     Australian local governments and the early national broadband network roll-out: an online survey

    A recent decision by the Australian Federal Government to reassess the scale of the National Broadband Network (NBN) will leave the country with a patchwork of different levels of access to the infrastructure. This intensifies the need to investigate and evaluate the implications of telecommunication at the local level. The paper opens a discussion on the different approaches taken by local government authorities towards the NBN in the early roll-out localities. Building upon the international literature, it analyses the empirical data collected from the Australian local governments involved with the early NBN roll-out using an online survey. The findings reveal an interesting diversity in the approaches taken at the local level, and show how decision-making at higher levels of government can impact local outcomes

    Towards a framework for sustainable development planning in the Indonesian natural rubber industry supply network

    Supply networks for natural resources such as rubber present significant opportunities to deliver global sustainability goals by reducing environmental, social and economic impacts of industrial activities. This research is using the Indonesian natural rubber industry as a case study. Early discussions with stakeholders highlighted a need for decision support tools to facilitate sustainability-related trade-offs in industry-wide and firm-level planning processes. The example used in this paper relates to rubber plantation replanting programmes and a three-way trade-off between customers’ needs for a steady flow of rubber, an industry need to improve its environmental sustainability and rubber plantation owners’ needs to maintain their financial sustainability which, in turn, influences social sustainability. An initial framework for sustainable development planning based on the case study and literature is proposed, and its use in the design of a computational simulation experiment using hybrid simulation models to predict the sustainability impacts of alternative replanting scenarios is reported

    Scenarios for the development of smart grids in the UK: literature review

    Smart grids are expected to play a central role in any transition to a low-carbon energy future, and much research is currently underway on practically every area of smart grids. However, it is evident that even basic aspects such as theoretical and operational definitions, are yet to be agreed upon and be clearly defined. Some aspects (efficient management of supply, including intermittent supply, two-way communication between the producer and user of electricity, use of IT technology to respond to and manage demand, and ensuring safe and secure electricity distribution) are more commonly accepted than others (such as smart meters) in defining what comprises a smart grid. It is clear that smart grid developments enjoy political and financial support both at UK and EU levels, and from the majority of related industries. The reasons for this vary and include the hope that smart grids will facilitate the achievement of carbon reduction targets, create new employment opportunities, and reduce costs relevant to energy generation (fewer power stations) and distribution (fewer losses and better stability). However, smart grid development depends on additional factors, beyond the energy industry. These relate to issues of public acceptability of relevant technologies and associated risks (e.g. data safety, privacy, cyber security), pricing, competition, and regulation; implying the involvement of a wide range of players such as the industry, regulators and consumers. The above constitute a complex set of variables and actors, and interactions between them. In order to best explore ways of possible deployment of smart grids, the use of scenarios is most adequate, as they can incorporate several parameters and variables into a coherent storyline. Scenarios have been previously used in the context of smart grids, but have traditionally focused on factors such as economic growth or policy evolution. Important additional socio-technical aspects of smart grids emerge from the literature review in this report and therefore need to be incorporated in our scenarios. These can be grouped into four (interlinked) main categories: supply side aspects, demand side aspects, policy and regulation, and technical aspects.
