    Raising students' awareness of cross-cultural contrastive rhetoric in English writing via an e-learning course

    This study investigated the potential impact of e-learning on raising overseas students' cultural awareness and explored the possibility of creating an interactive learning environment for them to improve their English academic writing. The study was based on a comparison of Chinese and English rhetoric in academic writing, including a comparison of Chinese students' writings in Chinese with native English speakers' writings in English and Chinese students' writings in English with the help of an e-course and Chinese students' writings in English without the help of an e-course. Five features of contrastive rhetoric were used as criteria for the comparison. The experimental results show that the group using the e-course was successful in learning about defined aspects of English rhetoric in academic writing, reaching a level of performance that equalled that of native English speakers. Data analysis also revealed that e-learning resources helped students to compare rhetorical styles across cultures and that the interactive learning environment was effective in improving overseas students' English academic writing

    Development policies for fishery resources within the Mekong River Basin are increasingly divided between aquaculture and capture fisheries. The modern production orientation of aquaculture has been adopted by government and NGOs and justified by the rhetoric of poverty alleviation and rural development. In contrast, capture fisheries has been subjugated as an activity that reaffirms the dependency of the rural poor on natural resources. This paper critically analyses the division between aquaculture and capture fisheries in Cambodia, Thailand and Lao PDR by tracing the emergence and influence of `development narratives¿ used to justify contemporary policy and practice

    The reinvigoration of Scottish further education sector: an exploration and analysis of the recent reforms

    In July 2012 the Scottish Government published ‘Reinvigorating College Governance: the Scottish Response to The Report of the Review of Further Education Governance in Scotland’. The Report advanced a radical new structure for the Scottish Further Education (FE) sector and the overall impact has been unparalleled, creating seismic transformations to its operating structure and governance. The newly emerging paradigm overturned previous structural and governance arrangements, rescaling the Scottish FE landscape. This paper analyses the recent policy context unfolding within the Scottish FE sector; illuminating the central driving forces and legitimising discourses behind the current restructuring, cognisant of the emergent European educational policy space. It argues that the emerging policy reforms for Scottish FE, commonly referred to as ‘regionalisation’, is simultaneously a continuation and departure from the governing structures set in place in the early 1990s. The paper offers productive ways of framing thinking about the regionalisation of Scottish FE. Consequently, it will be of interest to Scottish Government policy makers and those working within or in partnership with the Scottish FE sector

    Visual Rhetoric in Outdoor Advertising

    The paper presents a research, the aim of which is to find out how graphic expressions and visual language can be used for persuasion. The research material consists of outdoor advertisements photographed in their actual exhibition places in a city environment. Outdoor advertising media, which are used to communicate visual messages from a sender to several addressees, participate in building the visual city culture and open manifold solutions in design. The visual language used in the research material is analyzed in order to find out how advertising messages, their denotations and connotations, are constructed and how arguments used for persuasion are visualized. The first analysis is based on the knowledge and methods used in graphic design practice, which has been defined to be the process of making, choosing and arranging marks in order to convey a message. The analysis shows that different modes, techniques and visual elements are applied to attract the attention of spectators and arouse interest towards the message of an artefact. The second analysis is based on communication studies and semiotics, especially on Roman Jakobson’s theory about the functions of communication. The method of combining two analyses reveals different ways of using visual language and syntaxes to announce the excellence of an advertised product, service or subject. It also shows various types of visual arguments used in advertisements. Three types of visual rhetoric emerge from the research material. They are called brand rhetoric, personalized rhetoric and poetic rhetoric. The taxonomy of visual rhetoric exemplifies how visual language can be constructed and used for persuasion. It shows that the decisions in design influence the messages and meanings created. The research calls for further studies as regards the reception of visual rhetoric and suggests that the taxonomy of visual rhetoric could be applied in visual communication design and in the analysis of advertising messages.     From ivory tower to factory floor? How universities are changing to meet the needs of industry

    While policy recognises the need to facilitate university-industry technology transfer (UITT), international studies indicate that the setup and effectiveness of the associated instruments is highly context-specific. We examine the reorientation of Irish universities in the direction of facilitating UITT, with a substantive focus on the role of Ireland's technology transfer offices. This paper also questions how academic research is changing in line with policy rhetoric. We find that Irish university research and the management of its output are changing in a manner that is not incompatible with UITT, although with significant resource and skills constraints. These findings hold important lessons for national economic and innovation systems of comparable size, with a development trajectory shaped by foreign direct investment

    Cross sector policy and practice at the department for international development (DFID) in the UK and Nepal

    Within international development, global agreement around the goals of poverty elimination and the Millennium Development Goals (MDGs) has led to renewed emphasis on ‘joined-up working’, partnership, and cross-sectoral approaches. This emphasis has been motivated by concerns to ensure coherent policy and practice between the plurality of actors in an increasingly complex global arena. The realisation that previous sectoral approaches to development have often failed to impact beneficially on poor people, has added to the calls for more cross-sectoral approaches that better reflect poor people’s crosssectoral lives. This paper is based on research into cross-sector policy and practice at the UK Government Department for International Development (DFID), in the UK and Nepal. Definitions and concepts of cross-sector policy and practice are explored including a ‘cross-sector continuum’ model representing different levels of collaboration. Visual diagramming and other participatory methods were utilised as techniques for exploring and representing cross-sectoral processes and relationships. DFID have made some significant structural changes and have engaged in discussion to improve cross-sectorality. There are examples of varying levels of cross-sectoral engagement throughout the organisation, but these were strongest at country and project levels. Gender, sustainable livelihoods and HIV, along with individuals that have a particular commitment to collaborative approaches, can act as catalysts for institutional change in cross-sector policy and practice. Other factors that facilitate cross-sectoral approaches were also identified. However, the research found that collaborative rhetoric within DFID documentation is not matched by the same level of commitment to operationalising cross-sectoral approaches. DFID face some major barriers to adopting cross-sectoral approaches including: a disjuncture between its role as a government bureaucracy and its role as a development organisation; a primary focus on product rather than processes; and the current pursuit of central level and sectoral approaches thought by some to be incompatible with cross-sectorality. The challenge is exacerbated by ‘disciplinarity’ and ‘territoriality’ within DFID, particularly involving the health sector. Although this study focused on DFID, the findings and some of the participatory methods used in this research offer lessons about cross-sectoral and broader collaborative working to a much wider audience
