    Which economic model for a water-efficient Europe? Report of a CEPS Task Force. CEPS Task Force Report, 27 November 2012

    This CEPS Task Force Report focuses on how to improve water efficiency in Europe, notably in public supply, households, agriculture, energy and manufacturing as well as across sectors. It presents a number of recommendations on how to make better use of economic policy instruments to sustainably manage the EU’s water resources. Published in the run-up to the European Commission’s “Blueprint to Safeguard Europe’s Waters”, the report contributes to the policy deliberations in two ways. First, by assessing the viability of economic policy instruments, it addresses a major shortcoming that has so far prevented the 2000 EU Water Framework Directive (WFD) from becoming fully effective in practice: the lack of appropriate, coherent and effective instruments in (some) member states. Second, as the Task Force report is the result of an interactive process involving a variety of stakeholders, it is able to point to the key differences in interpreting and applying WFD principles that have led to a lack of policy coherence across the EU and to offer some pragmatic advice on moving forward

    United Nations Development Assistance Framework for Kenya

    The United Nations Development Assistance Framework (2014-2018) for Kenya is an expression of the UN's commitment to support the Kenyan people in their self-articulated development aspirations. This UNDAF has been developed according to the principles of UN Delivering as One (DaO), aimed at ensuring Government ownership, demonstrated through UNDAF's full alignment to Government priorities and planning cycles, as well as internal coherence among UN agencies and programmes operating in Kenya. The UNDAF narrative includes five recommended sections: Introduction and Country Context, UNDAF Results, Resource Estimates, Implementation Arrangements, and Monitoring and Evaluation as well as a Results and Resources Annex. Developed under the leadership of the Government, the UNDAF reflects the efforts of all UN agencies working in Kenya and is shaped by the five UNDG programming principles: Human Rights-based approach, gender equality, environmental sustainability, capacity development, and results based management. The UNDAF working groups have developed a truly broad-based Results Framework, in collaboration with Civil Society, donors and other partners. The UNDAF has four Strategic Results Areas: 1) Transformational Governance encompassing Policy and Institutional Frameworks; Democratic Participation and Human Rights; Devolution and Accountability; and Evidence-based Decision-making, 2) Human Capital Development comprised of Education and Learning; Health, including Water, Sanitation and Hygiene (WASH), Environmental Preservation, Food Availability and Nutrition; Multi-sectoral HIV and AIDS Response; and Social Protection, 3) Inclusive and Sustainable Economic Growth, with Improving the Business Environment; Strengthening Productive Sectors and Trade; and Promoting Job Creation, Skills Development and Improved Working Conditions, and 4) Environmental Sustainability, Land Management and Human Security including Policy and Legal Framework Development; and Peace, Community Security and Resilience. The UNDAF Results Areas are aligned with the three Pillars (Political, Social and Economic) of the Government's Vision 2030 transformational agenda

    Right-Financing Security Sector Reform

    Security sector reform (SSR) in post-conflict environments encompasses a broad range of efforts to improve capacity, governance, performance, and sustainability. The fiscal implications of SSR decisions often are neglected, however. The negative consequences of this neglect include unsustainable reforms, the squeezing out of other vital sectors, and ultimately under-provision of security itself. This paper argues for a “right-financing” approach to SSR that strikes an appropriate balance between current needs and the goal of building a fiscally sustainable security sector. The paper offers four policy proposals: first, build fiscal dimensions of the security sector into peace agreements, post-conflict needs assessments, development strategies, and expenditure planning; second, align short-run policies with long-term budgetary realities; third, move to a “service-delivery” model based on provision of law-and-order and justice services to the citizens; and finally, strengthen international capacities to support these right-financing policies.Security sector reform; fiscal sustainability; service delivery

    Freshwater ecosystem services in mining regions : modelling options for policy development support

    The ecosystem services (ES) approach offers an integrated perspective of social-ecological systems, suitable for holistic assessments of mining impacts. Yet for ES models to be policy-relevant, methodological consensus in mining contexts is needed. We review articles assessing ES in mining areas focusing on freshwater components and policy support potential. Twenty-six articles were analysed concerning (i) methodological complexity (data types, number of parameters, processes and ecosystem-human integration level) and (ii) potential applicability for policy development (communication of uncertainties, scenario simulation, stakeholder participation and management recommendations). Articles illustrate mining impacts on ES through valuation exercises mostly. However, the lack of ground-and surface-water measurements, as well as insufficient representation of the connectivity among soil, water and humans, leave room for improvements. Inclusion of mining-specific environmental stressors models, increasing resolution of topographies, determination of baseline ES patterns and inclusion of multi-stakeholder perspectives are advantageous for policy support. We argue that achieving more holistic assessments exhorts practitioners to aim for high social-ecological connectivity using mechanistic models where possible and using inductive methods only where necessary. Due to data constraints, cause-effect networks might be the most feasible and best solution.     Focusing on the Few: the Role of Large Taxpayer Units in the Revenue Strategies of Developing Countries

    Part I of this paper first reviews the spread of LTUs, and briefly describes the experience of LTUs in a few selected countries. This section takes up the question of the LTU as an enclave administrative reform versus semi-autonomous revenue agencies and "whole of government" reform involving broad based wages, human resources planning and anti-corruption measures.Part II examines the emergence of the LTU and its relationships to the remainder of the tax administration system in different kinds of developing and transition economies, such as (i)capable developing states, (ii) administratively weak but governance improving states, and (iii)captured states. The relative success of LTUs can improve our understanding of the enclave approach to governance reforms as well as yielding insights that are intrinsic to the challenge of improving revenue mobilization. LTUs and their roles in developing country economies can also be interpreted through the prism of recent revisionist writings on best policies for the tax mix in the presence of a major informal sector and a government sector with a highly constrained taxing capacity and high vulnerability to corruption.Working Paper Number 04-44

    This report provides the findings of a study financed by SECO and undertaken under the auspices of the OECD-DAC multi-country evaluation of General Budget Support (GBS). The overall objective was to gather preliminary lessons on what could be good international practice in the development\ud of Performance Assessment Frameworks (PAFs) for GBS. The study is based on the experience of three countries which have adopted harmonised PAFs – namely Ghana, Mozambique, and Tanzania, and two which are moving in this direction – Benin and Nicaragua. In order to assess the effectiveness of these PAFs, the study employed a simplified, standard framework reflecting the OECD-DAC guiding principles for the provision of budget support.\u
