    Making the Connection: Moore’s Theory of Transactional Distance and Its Relevance to the Use of a Virtual Classroom in Postgraduate Online Teacher Education

    This study explored the use of the Web-based virtual environment, Adobe Connect Pro, in a postgraduate online teacher education programme at the University of Waikato. It applied the tenets of Moore’s Theory of Transactional Distance (Moore, 1997) in examining the efficacy of using the virtual classroom to promote quality dialogue and explored how both internal and external structural elements related to the purpose and use of the classroom affected the sense of learner autonomy. The study provides an illustration of the complexity of the relationship that exists between the elements of Moore’s theory, and how the implementation of an external structuring technology such as the virtual classroom, can have both positive impacts (dialogue creation) and negative impacts (diminished sense of learner autonomy). It also suggests that, although Moore’s theory provides a useful conceptual “lens” through which to analyse online learning practices, its tenets may need revisiting to reflect the move toward the use of synchronous communication tools in online distance learning

    Bargaining Practices: Negotiating the Kampala Compromise for the International Criminal Court

    At the International Criminal Court\u27s (ICC) Review Conference in 2010, the ICC\u27s Assembly of States Parties (ASP) agreed upon a definition of the crime of aggression, jurisdictional conditions, and a mechanism for its entry into force (the Kampala Compromise ). These amendments give the ICC jurisdiction to prosecute political and military leaders of states for planning, preparing, initiating, or executing illegal wars, beginning as early as January 2017. This article explains the bargaining practices of the diplomats that gave rise to this historic development in international law. This article argues that the international-practices framework, as currently conceived, does not adequately capture the role sincerity played in the negotiations. Sincerity was an international practice, but not a performance. It follows that the international practices framework should be adjusted to accommodate the decisive role of sincerity, a special nonperformative international practice, in the face-to-face interactions of international politics and diplomacy. The remainder of the article lays out the international-practices framework and explains the place of performances within it. The article then introduces the concept of sincerity as a social practice. The second half of the article discusses some ways that sincerity played a role in the negotiations. The article concludes that sincerity is a special kind of international practice: It cannot be a performance, but it can be an international practice, and an effective one at that

    Findings from the Workshop on User-Centered Design of Language Archives

    This white paper describes findings from the workshop on User-Centered Design of Language Archives organized in February 2016 by Christina Wasson (University of North Texas) and Gary Holton (University of Hawai‘i at Mānoa). It reviews relevant aspects of language archiving and user-centered design to construct the rationale for the workshop, relates key insights produced during the workshop, and outlines next steps in the larger research trajectory initiated by this workshop. The purpose of this white paper is to make all of the findings from the workshop publicly available in a short time frame, and without the constraints of a journal article concerning length, audience, format, and so forth. Selections from this white paper will be used in subsequent journal articles. So much was learned during the workshop; we wanted to provide a thorough documentation to ensure that none of the key insights would be lost. We consider this document a white paper because it provides the foundational insights and initial conceptual frameworks that will guide us in our further research on the user-centered design of language archives.     STRATEGIC COMMUNICATIONS AND THE DEPARTMENT OF HOMELAND SECURITY: IMMIGRATION POLICIES, MIXED MESSAGING, AND INFORMATION FRATRICIDE

    Under President Trump, the Department of Homeland Security (DHS) rolled out the controversial parent-child separation policy, also known as zero tolerance, and the Migrant Protection Protocols (MPP) program in 2018–19. How DHS conducts strategic communications about such controversial policies is directly related to public and stakeholder perception of these policies. A newly developed stakeholder-centric measurement and evaluation model used to evaluate these two policy case studies demonstrates that Trump’s DHS used messaging which was, at times, inconsistent and even contradictory. While communications on MPP showed an evolution in DHS’s ability to successfully engage in strategic communications related to these enforcement efforts, the parent-child separation policy represents the prototypical example of information fratricide. The research methodology adopts an outsider viewpoint and employs a media content analysis of high-level public communications of DHS officials. Identification and future use of DHS’s top communications strengths, as displayed in these sample communications, can lead to more effective strategic communications and improved stakeholder engagement.     "Taking your place at the table": an autoethnographic study of chaplains' participation on an interdisciplinary research team.

    BackgroundThere are many potential benefits to chaplaincy in transforming into a "research-informed" profession. However little is known or has been documented about the roles of chaplains on research teams and as researchers or about the effects of research engagement on chaplains themselves. This report describes the experience and impact of three chaplains, as well as tensions and challenges that arose, on one particular interdisciplinary team researching a spiritual assessment model in palliative care. Transcripts of our research team meetings, which included the three active chaplain researchers, as well as reflections of all the members of the research team provide the data for this descriptive, qualitative, autoethnographic analysis.MethodsThis autoethnographic project evolved from the parent study, entitled "Spiritual Assessment Intervention Model (AIM) in Outpatient Palliative Care Patients with Advanced Cancer." This project focused on the use of a well-developed model of spiritual care, the Spiritual Assessment and Intervention Model (Spiritual AIM). Transcripts of nine weekly team meetings for the parent study were reviewed. These parent study team meetings were attended by various disciplines and included open dialogue and intensive questions from non-chaplain team members to chaplains about their practices and Spiritual AIM. Individual notes (from reflexive memoing) and other reflections of team members were also reviewed for this report. The primary methodological framework for this paper, autoethnography, was not only used to describe the work of chaplains as researchers, but also to reflect on the process of researcher identity formation and offer personal insights regarding the challenges accompanying this process.ResultsThree major themes emerged from the autoethnographic analytic process: 1) chaplains' unique contributions to the research team; 2) the interplay between the chaplains' active research role and their work identities; and 3) tensions and challenges in being part of an interdisciplinary research team.ConclusionsDescribing the contributions and challenges of one interdisciplinary research team that included chaplains may help inform chaplains about the experience of participating in research. As an autoethnographic study, this work is not meant to offer generalizable results about all chaplains' experiences on research teams. Research teams that are interdisciplinary may mirror the richness and efficacy of clinical interdisciplinary teams. Further work is needed to better characterize both the promise and pitfalls of chaplains' participation on research teams

    Is everything quantum spooky and weird? An exploration of popular communication about quantum science and technology in TEDx talks

    Researchers point to four potential issues related to the popularisation of quantum science and technology. These include a lack of explaining underlying quantum concepts of quantum 2.0 technology, framing quantum science and technology as spooky and enigmatic, framing quantum technology narrowly in terms of public good and having a strong focus on quantum computing. To date, no research has yet assessed whether these potential issues are actually present in popular communication about quantum science. In this content analysis, we have examined the presence of these potential issues in 501 TEDx talks with quantum science and technology content. Results show that while most experts (70%) explained at least one underlying quantum concept (superposition, entanglement or contextuality) of quantum 2.0 technology, only 28% of the non-experts did so. Secondly, the spooky/enigmatic frame was present in about a quarter of the talks. Thirdly, a narrow public good frame was found, predominantly by highlighting the benefits of quantum science and technology (found in over 6 times more talks than risks). Finally, the main focus was on quantum computing at the expense of other quantum technologies. In conclusion, the proposed frames are indeed found in TEDx talks, there is indeed a focus on quantum computing, but at least experts explain underlying quantum concepts often.Comment: 30 pages, 7 figure
