    On Regulatory and Organizational Constraints in Visualization Design and Evaluation

    Problem-based visualization research provides explicit guidance toward identifying and designing for the needs of users, but absent is more concrete guidance toward factors external to a user's needs that also have implications for visualization design and evaluation. This lack of more explicit guidance can leave visualization researchers and practitioners vulnerable to unforeseen constraints beyond the user's needs that can affect the validity of evaluations, or even lead to the premature termination of a project. Here we explore two types of external constraints in depth, regulatory and organizational constraints, and describe how these constraints impact visualization design and evaluation. By borrowing from techniques in software development, project management, and visualization research we recommend strategies for identifying, mitigating, and evaluating these external constraints through a design study methodology. Finally, we present an application of those recommendations in a healthcare case study. We argue that by explicitly incorporating external constraints into visualization design and evaluation, researchers and practitioners can improve the utility and validity of their visualization solution and improve the likelihood of successful collaborations with industries where external constraints are more present.Comment: 9 pages, 2 figures, presented at BELIV workshop associated with IEEE VIS 201

    Importance and management of IT project stakeholders

    Information technology project success rates remain low despite increased investments in information systems and their importance for contemporary organisations. Both research and practice suggest that stakeholders play a key role in ensuring the successful delivery of projects. The success or failure of a project is significantly influenced by a combination of the stakeholders' needs, and the ability and readiness of the project manager to effectively coordinate and manage these aspects. This research sought to explore and understand the importance and management of IT project stakeholders. A mixed-method approach, using thematic analysis and descriptive statistics was followed. Semi-structured interviews, along with a survey questionnaire, were conducted with a selected sample of IT project managers and IT managers, from various sectors. Results of this study indicate that the project team, technical expert, subject matter expert, and the project sponsor are considered the most important stakeholders on IT projects. Furthermore, the results indicate that supplier/vendor, customer/client and project team are considered to be the stakeholders that cause the most uncertainty and problems on IT projects. Lastly, the results of this study indicate that failure to identify one or more stakeholders on an IT project can have a potential negative impact on overall project delivery. Key themes were also identified which provide context to the results of the findings. The results of this research will prove beneficial to IT project managers as it will assist in providing insight into which stakeholders require greater focus regarding stakeholder management, thereby working toward improving IT project delivery results

    Invited Paper: A Generalized, Enterprise-Level Systems Development Process Framework for Systems Analysis and Design Education

    Current academic and industry discussions regarding systems development project approaches increasingly focus on agile development and/or DevOps, as these approaches are seen as more modern, streamlined, flexible, and, therefore, effective as compared to traditional plan-driven approaches. This extends to the current pedagogy for teaching systems analysis and design (SA&D). However, overemphasizing agile and DevOps neglects broader dimensions that are essential for planning and executing enterprise-level systems projects. Thus, a dilemma may arise: do we teach agile and DevOps techniques that may be inadequate for enterprise-level projects or do we teach the wider range of plan-driven skills and techniques that may conflict with the tenets and benefits of agile and DevOps? In this paper, we advocate for resolving this dilemma by adopting a generalized process framework that both fully supports enterprise-level projects but can also be selectively scaled back toward increased agility for smaller, less complex projects. In its full realization, this framework combines extensive project planning and up-front requirements with iterative delivery – an increasingly popular approach today for enterprise projects. In scaling back toward agile, the framework carefully accounts for system, environment, and team characteristics. Further, the model emphasizes issues frequently underemphasized by agile approaches, including the use of external software such as commercial-off-the-shelf (COTS), Software- as-a-Service (SaaS), and open source products and components; the need for business-oriented project planning and justification; and support for change management to ensure successful system adoption. The framework thereby flexibly accommodates the full range of activities that software projects must support to be successful

    Organizing Rural Communities for Effective Citizen Science Programs

    Citizen science, or the use of volunteers for scientific projects, is becoming a popular way for agencies and organizations to collect data. The benefits of citizen science include saving the agency or organization resources, educating the community about conservation issues, and promoting land stewardship. Currently, many citizen monitoring organizations are based in urban areas, whereas their projects are located near more rural towns. Research shows that demographics such as area of residence can be a factor in the public’s attitude toward any scientific or land management project (Williams et al, 2002; Kellert, 1978, 1985; Vaske et al, 2001). This fact was supported by a citizen science project, led by the author, on the Clearwater National Forest. Currently, no citizen science organizing manuals address the issue of rural/urban difference in volunteer recruitment. Additionally, the question of what qualities citizen science must have to be used by government agencies must be determined so that non-governmental organizations can produce useful data. I interviewed 11 successful urban-based citizen science conservation organizations in order to establish the characteristics of successful volunteer recruitment and retention. Additionally, I interviewed five state or federal agencies that used citizen science data in order to establish the characteristics of effective citizen science programs. Using Glesne (1999) as a guide, interviews were numbered and coded. Results showed that successful recruitment methods differ between rural and urban areas, with word of mouth and local newspapers as most effective. Citizens must believe in the program, have a social atmosphere associated with the program, and have a personal relationship with the project organizer in order to volunteer again. There is a difference in rural and urban communities, having to do with different values, priorities, and environmental awareness. Effective citizen science programs share three main characteristics: a proper training program, scientific accuracy, and a quality control program

    Enterprise Resource Planning (ERP) is an integrated application software for widespread use in the organization. The aim of this study is to determine factors that affect the successful implementation of ERP in Small and Medium Enterprises (SMEs) in Central Java in order to build competitive advantage. To test the hypothesis, this study utilized data from 107 SMEs in Central Java. The results revealed that variable Business Process Reengineering have the greatest influence toward the successful implementation in Small and Medium Enterprises. It is suggested that SMEs should gain knowledge and solidify its business process reengineering before implementing ERP

    Enhancing Success Through Leadership

    This study sought to obtain a better understanding of how leaders influence the culture of the organization to enhance performance. A post-positive qualitative research case study was conducted at a state agency in the Commonwealth of Virginia. During this study, 13 semi-structured interviews were conducted with agency employees who participated on a project to implement a smart phone fuel application. This fuel application automated specific manual processes related to their fuel management program. While the fuel application project implementation was finishing, the interviews were conducted. During these interviews, participants provided their perspectives on leadership, communication, empowerment, project outcomes, lessons learned, and suggestions for future agency success. The interview responses of the participants were transcribed and coded. From these codes, five themes emerged during data analysis. These themes include leadership expectations, effective communication, lessons learned, project perspectives, and future agency success. The interpretation of these themes provide feedback to the senior executives of the agency regarding current initiatives and the change readiness of employees. Participants provided their perspectives on how the agency can be more successful in the future. While specifics are relative to the agency, the generalization of these themes have applicability to other organizations. Senior leaders can leverage these themes to initiate internal organizational dialogue. This dialogue can foster a more holistic understanding of the organization as well as identifying areas for improvement. Once identified, further collaboration through a cross-functional group of employees can also develop and implement creative solutions to enhance organizational performance toward the shared goals and objectives

    Challenging The “Man” In Mangroves: The Missing Role Of Women In Mangrove Conservation

    Mangroves provide valuable ecosystem services including carbon sequestration, pollution filtration, and protection from tsunamis, tropical storms, and coastal erosion. They also supply coastal communities with important natural resources like firewood, medicine, timber, honey, and fodder for livestock. Unfortunately, the world’s mangroves are rapidly degrading due to rising coastal population, climate change, and destruction for coastal development, agriculture, and aquaculture. Considering their value for the environment and coastal communities, mangrove conservation should become a priority and effort must be invested to find new and successful methods for conserving mangrove ecosystems. As it has proven effective in other conservation contexts, a gendered perspective on mangrove conservation should be adopted. Through review and synthesis of existing literature on gender and mangrove conservation, this paper will show the extent to which gender analysis has been used to examine mangrove conservation and coastal resource management. It will describe the following trends in literature: a) a lack of research focusing on gender’s role in mangrove conservation, b) confusion about the practical applications of a gender, environment, and development (GED) conceptual framework c) little effort to evaluate the success of programs that integrate gender and mangrove conservation. It will make suggestions for future research and encourage further use of a gendered outlook on mangrove conservation and resource management

The Bank increased its lending for water during the period and has generally seen improvements in project performance; however, IWRM has made limited progress in client countries, environmental restoration has been underemphasized by the Bank, sanitation needs much greater attention, and support for institutional reform and capacity building has had limited success
