European Higher Education Area: Challenges for a New Decade

This open access book presents the major outcomes of the fourth edition of the Future of Higher Education – Bologna Process Researchers Conference (FOHE-BPRC 4) which was held in January 2020 and which has already established itself as a landmark in the European higher education environment. The conference is part of the official calendar of the European Higher Education Area (EHEA) for events that promote and sustain the development of EHEA. The conference provides a unique forum for dialogue between researchers, experts and policy makers in the field of higher education, all of which is documented in this proceedings volume. The book focuses on the following five sub-themes: - Furthering the Internationalization of Higher Education: Particular - Challenges in the EHEA - Access and Success for Every Learner in Higher Education - Advancing Learning and Teaching in the EHEA: Innovation and Links With Research - The Future of the EHEA - Principles, Challenges and Ways Forward - Bologna Process in the Global Higher Education Arena. Going Digital? While acknowledging the efforts and achievements so far at EHEA level, the Paris Ministerial Communiqué highlights the need to intensify crossdisciplinary and cross-border cooperation. One of the ways to achieve this objective is to develop more efficient peer-learning activities, involving policymakers and other stakeholders from as many member states as possible for which this book provides a platform. It acknowledges the importance of a continued dialogue between researchers and decisionmakers and benefits from the experience already acquired, this way enabling the higher education community to bring its input into the 2020. The Responsibility of Science

This open access book provides an overview of issues of scientific responsibility. The volume comprises three types of contributions: first, analyses of the responsibility of science; second, analyses of the structural conditions for science and its responsibility; and third, normative versions of scientific responsibility. The questions and problems dealt with include science as a profession, ambivalence of research and dual-use, innovation vs. precaution, notions of responsibility, the role of science within society and its relation to human rights, as well as scientific and public discourses. The book addresses scholars in the fields of Science Studies and Research Policy. This is an open access book

Recalibrating the ‘world map’ of palliative care development

Background: Despite growing interest from policy makers, researchers and activists, there is still little science to underpin the global development of palliative care. This study presents the methods deployed in the creation of a ‘world map’ of palliative care development. Building on two previous iterations, with improved rigour and taking into account reviewers’ feedback, the aim of the study is to determine the level of palliative care development in 198 countries in 2017, whilst ensuring comparability with previous versions. We present methods of data collection and analysis. Methods and analysis: Primary data on the level of palliative care development in 2017 was collected from in-country experts through an online questionnaire and, where required, supplemented by published documentary sources and grey literature. Population and per capita opioid consumption data were derived from independent sources. Data analysis was conducted according to a new scoring system and algorithm developed by the research team. Ethics and dissemination: The study was approved by the University of Glasgow College of Social Sciences Research Ethics Committee. Findings of the study will be disseminated in peer-reviewed journals, as a contribution to the second edition of the Global Atlas of Palliative Care at the End-of-Life, and via social media, including the Glasgow End of Life Studies Group blog and the project website. Limitations of the study: There are potential biases associated with self-reporting by key in-country experts. In some countries, the identified key expert failed to complete the questionnaire in whole or part and data limitations were potentially compounded by language restrictions, as questionnaires were available only in three European languages. The study relied in part on data from independent sources, the accuracy of which could not be verified

Civil Society in Central and Eastern Europe: Challenges and Opportunities

More than two decades have passed since nonprofit and third-sector researchers "discovered" Central and Eastern Europe as an area of scholarly interest. After the collapse of the communist regimes in Eastern Europe and the fall of the Iron Curtain, scholars noted the emergence of new civil society actors and were curious to understand the role these actors would play in their societies. Since that time, Central and Eastern Europe (CEE) has experienced intensive periods of transformation, conflict and renewal. This study is guided by the intention to develop a better understanding of the current state of civil society in Central and Eastern Europe, the diverse pathways of its development, and its possible future trajectories

Quantity versus quality in publication activity: knowledge production at the regional level

This study contributes to the ongoing debate regarding the balance between quality and quantity in research productivity and publication activity. Using empirical regional knowledge production functions, we establish a significant correlation between R&D spending and research output, specifically publication productivity, while controlling for patenting activity and socioeconomic factors. Our focus is on the dilemma of research quantity versus quality, which is analysed in the context of regional thematic specialization using spatial lags. When designing policies and making forecasts, it is important to consider the quality of research measured by established indicators. In this study, we examine the dual effect of research quality on publication activity. We identify two groups of quality factors: those related to the quality of journals and those related to the impact of publications. On average, these factors have different influences on quantitative measures. The quality of journals shows a negative relationship with quantity, indicating that as journal quality increases, the number of publications decreases. On the other hand, the impact of publications can be approximated by an inverse parabolic shape, with a positive decreasing slope within a common range of values. This duality in the relationship between quality factors and quantitative measures may explain some of the significant variations in conclusions found in the literature. We compare several models that explore factors influencing publication activity using a balanced panel dataset of Russian regions from 2009 to 2021. Additionally, we propose a novel approach using thematic scientometric parameters as a special type of proximity measure between regions in thematic space. Incorporating spatial spillovers in thematic space allows us to account for potential cross-sectional dependence in regional data

Development of small and medium enterprises: the EU and East-partnership countries experience: monograph

The monograph reveals challenging issues of small and medium enterprises development in the European Union and East-Partnership countries. Special attention is paid to a new paradigm of financing investments and fostering innovations at all levels of legal entities including SMEs, enhancing innovative entrepreneurship in conditions of global social and technological challenges as well as determining priority sectors for small and medium enterprises as drivers of economic growth. The authors of the monograph emphasize on such European approaches to financing SMEs as crowd-funding and SME-bonds, analyze experience of applying fiscal instruments to support investment and innovations. The researchers underline the role of social investment as an innovative strategy for European SMEs that could be applied in Ukraine and East-partnership countries, suggest new conceptual approach to the evaluation of innovative business development. They also analyse trends of Ukrainian IT enterprises development in the context of modern information services in a global market. Additional attention is paid to the analysis of SMEs’ entrepreneurial potential in conditions of global social and technological changes, estimation effects of applying electronic governance technologies to provide administrative services by public authorities of various levels of governance. Finally, the researchers disclose economic mentality of legal entities as an informal side of financial assets and substantiate the necessity of creation entrepreneurial universities as drivers of innovative development of economy. The materials of the monograph will be useful to scholars, financial managers of companies, financial analysts, representatives of state bodies who implement the state policy in the field of SMEs development in the East-partnership countries, as well as students of economic universities
