    The Evolution of Shopping Center Research: A Review and Analysis

    Retail research has evolved over the past sixty years. Christaller\u27s early work on central place theory, with its simplistic combination of range and threshold has been advanced to include complex consumer shopping patterns and retailer behavior in agglomerated retail centers. Hotelling\u27s seminal research on competition in a spatial duopoly has been realized in the form of comparison shopping in regional shopping centers. The research that has followed Christaller and Hoteling has been as wide as it has been deep, including literature in geography, economics, finance, marketing, and real estate. In combination, the many extensions of central place theory and retail agglomeration economics have clearly enhanced the understanding of both retailer and consumer behavior. In addition to these two broad areas of shopping center research, two more narrowly focused areas of research have emerged. The most recent focus in the literature has been on the positive effects large anchor tenants have on smaller non-anchor tenant sales. These positive effects are referred to as retail demand externalities. Exploring the theoretical basis for the valuation of shopping centers has been another area of interest to researchers.     Do business density and variety determine retail performance?

    Outlet location plays a crucial role in retail strategy. In this paper we study the relationship between spatial density (concentration) of retailers in the trade area and their economic performance. This analysis will help managers figure out the economic potential of starting a retail business in a given area, reducing business start-up risks. We find that retail businesses located in high and low retail density zones enjoy higher performance levels, consistent with competitive advantage arising from agglomeration economies and local market power respectively. We also find that retail businesses located in intermediate density areas use a differentiation strategy based on business variety (diversification across stores). Outlets located in areas with the highest variety enjoy performance levels similar to those achieved in the agglomeration and low density areas. The results suggest that retail companies should jointly consider variety and density to determine location

    Between market failure, policy failure and “community failure”: property rights, crop-livestock conflicts and the adoption of sustainable land use practices in the dry zone of Sri Lanka

    Using the case of the semi-arid zone of Southern Sri Lanka as an example, the paper shows that crop damages caused by grazing livestock can constitute an important obstacle to the adoption of available technologies for more sustainable land use. The paper considers crop damages as an externality problem and shows that the classical solutions to externalities — the neo-liberal, the interventionist solution and the communitarian solution — cannot be applied in the Sri Lankan case due to market failure, government failure and “community failure.” The paper discusses collective action and bargaining between organized interest groups as an alternative solution and analyses the conditions which make such a solution work. The paper concludes that - in the Sri Lankan case - a decentralized system of government, a preferential voting system creating incentives for politicians, an institutionalized negotiation platform, and the facilitating role of intermediaries favored this solution.

    "This paper investigates the impacts of a social forestry program in Indonesia, Hutan Kamasyarakatan (HKm), based on analysis of a survey of 640 HKm and comparable non-HKm plots in the Sumberjaya watershed of southern Sumatra, and of the households operating those plots. The HKm program provides groups of farmers with secure-tenure permits to continue farming on state Protection Forest land and in exchange for protecting remaining natural forestland, planting multistrata agroforests, and using recommended soil and water conservation (SWC) measures on their coffee plantations. Using farmers' perceptions, econometric techniques, and propensity score matching, we investigated the impacts of the HKm program on perceived land tenure security, land purchase prices, farmers' investments in tree planting and SWC measures, and plot-level profits. A significant fraction of HKm group members are not aware of the program or fully aware of its requirements. Although farmers who are aware of the program perceive its strong effects on tenure security and land values, we found insignificant impacts on the actual purchase prices of plots. Nevertheless, our survey revealed that the HKm program has contributed to increased planting of timber and multipurpose trees. We did not find significant impacts on investments in SWC measures or on soil fertility management practices. HKm has had mixed impacts on profits, with timber trees reducing profitability because timber harvesting is not allowed and multipurpose nontimber trees contributing to increased profits.     This paper reviews various applications of cooperative game theory (CGT) to issues of water resources. With an increase in the competition over various water resources, the incidents of disputes have been in the center of allocation agreements. The paper reviews the cases of various water uses, such as multi-objective water projects, irrigation, groundwater, hydropower, urban water supply, wastewater, and transboundary water disputes. In addition to providing examples of cooperative solutions to allocation problems, the conclusion from this review suggests that cooperation over scarce water resources is possible under a variety of physical conditions and institutional arrangements. In particular, the various approaches for cost sharing and for allocation of physical water infrastructure and flow can serve as a basis for stable and efficient agreement, such that long-term investments in water projects are profitable and sustainable. The latter point is especially important, given recent developments in water policy in various countries and regional institutions such as the European Union (Water Framework Directive), calling for full cost recovery of investments and operation and maintenance in water projects.     Lunar lander conceptual design

    This paper is a first look at the problems of building a lunar lander to support a small lunar surface base. A series of trade studies was performed to define the lander. The initial trades concerned choosing number of stages, payload mass, parking orbit altitude, and propellant type. Other important trades and issues included plane change capability, propellant loading and maintenance location, and reusability considerations. Given a rough baseline, the systems were then reviewed. A conceptual design was then produced. The process was carried through only one iteration. Many more iterations are needed. A transportation system using reusable, aerobraked orbital transfer vehicles (OTV's) is assumed. These OTV's are assumed to be based and maintained at a low Earth orbit (LEO) space station, optimized for transportation functions. Single- and two-stage OTV stacks are considered. The OTV's make the translunar injection (TLI), lunar orbit insertion (LOI), and trans-Earth injection (TEI) burns, as well as midcourse and perigee raise maneuvers

    Study on cash transfers for seed security in humanitarian settings

    This study examines the barriers and opportunities for cash transfers to be used to address seed security in humanitarian situations. Cash, while not a new approach, has gained momentum in recent years, especially with the emergence of the Cash Learning Partnership (CaLP) and humanitarian organizations’ commitments through the Grand Bargain.2 Historically, direct seed distribution (DSD) has dominated agricultural responses in emergencies. While effective in many situations, other modalities of addressing farmers’ needs have also proven to be effective, including seed and voucher fairs and, increasingly, cash transfer responses. The latter response typically provides farmers greater choices to make decisions about their seed needs and preferences. However, as with direct distribution and vouchers, cash can be a viable option but may not always be appropriate in every situation. The quality of seed is of paramount importance in choosing a response and has been an ongoing (and often contentious and political) discussion for decades. The results of this study advocate for a multi- stakeholder perspective on the quality of seed, while offering farmers the most flexible and most appropriate response possible for their given situation. In some cases, this will be cash transfers, but certainly not in all cases. A range of options offers the best chance for a successful, responsive, and appropriate program. The evidence base on outcomes from using cash for seed in humanitarian contexts is limited, however, reviewing a series of examples shows the breadth and range of options that are being explored. The cases from an array of organizations and countries including Iraq, Ethiopia, Nigeria, Uganda, Zambia, Zimbabwe, Malawi, Madagascar, and Guatemala, show that understanding the context is key to the response analysis and the choice of modality. Organizational approaches and previous experience also played a role in the choice of modality. The evidence to date shows that cash, in addition to complementary programming such as technical or business training, offers promise for seed security interventions. In addition, initiatives to support both the demand and supply side of the market have proven to be effective. Key findings include: 1. Market and needs assessments must include a seed component or SSSA to ensure a response designed to address the right problem, not the assumption. For markets, both informal and formal seed markets need to be included. 2. Good needs assessments, response analysis and program design help ensure participants’ spending cash on what implementers anticipate they will. 3. Program participants’ preferences on modalities are not consistently included in response analysis. 4. Mixed modalities (cash and vouchers, or cash and DSD) can broaden crop choices. 5. Quality screenings for seed are taking place; the quality of seed is important to organizations and project participants. 6. Cash for seed security interventions are limited, but growing in prevalence. 7. Providing cash plus complementary support is a promising practice for fostering seed security. 8. The nexus between relief and development is critical—designing projects with a longer-term development view: cash can prepare the way for farmers to continue true market engagement post-relief, spur business development in subsequent seasons, and offer opportunities for financial inclusion. 9. Supporting supply side to bring quality seed markets ‘closer’ to project participants should be considered along with demand-side interventions (cash, voucher and other). 10. Investment in preparedness provides a better foundation to implement impactful cash for seed security response. The risks, mitigating actions, opportunities and enablers for cash and seed security response are also explored. The study concludes with actionable and practical recommendations for further advancing the evidence base, as well as implementation suggestions. Continuous collaboration of key stakeholders in seed systems is essential to advance the discussions and action on the way forward with cash and seed systems
