    Climate change adaptation in the boardroom

    Abstract Climate adaptation is recognised by many of the worldā€™s largest businesses as a global risk and one that requires critical attention. The World Economic Forumā€™s 2013 Global Risks Perception Survey, identified the ā€˜failure of climate change adaptation and rising greenhouse gas emissions as among those global risks considered to be the most likely to materialize within a decadeā€™ (p.16). Yet despite action by many transnationals and international firms, it seems evident that most Australian companies appear to be struggling to move forward in responding to climate change impacts, apparently paralysed by short-term profit-first thinking, uncertain political risks and a corporate culture unused to volatility and disruption. Research approach This project set out to communicate adaptation to climate change to the ā€œbig end of townā€ and to gather soft data, acquire information and present issues back to the National Climate Change Adaptation Research Facility (NCCARF), the funder of this research. Our approach to the research challenge differed from a traditional technical, analytical or academic method. We used action-learning principles to engage a community in which we, as advisors to corporate Australia and as co-researchers, have social capital and standing. Through trusted information sharing networks, private closed-door meetings and one on one conversation with executives and senior management from over 100 companies we shared ideas, gathered, researched and refined information and tested our findings. Findings Our findings from the boardroom engagement include the following:   The Australian Government expects the private sector to adapt, yet little or no incentives exist to promote this behaviour. Autonomous adaptation as practiced may only benefit the lead actor while creating disbenefit for others (including other corporations, society and the environment). Market practices on current paradigms cannot be expected to meet greater societal adaptation needs. Further adaptation research is required in some areas to help guide shape and monitor adaptation for the private sector. A multiplicity of policy reform may be necessary, but crafting and implementing it is likely to remain beyond the capability of the Australian Public Service (APS) or individual Governments. Highly sophisticated mining, gas and some Asian owned technology companies are leading the way with many opportunities missed by Australian companies. Adaptation for the corporate sector is a key strategic issue, unlike mitigation and corporate social responsibility (CSR), as it benefits the corporate primarily. Insurance dependency may only be a short-term risk transfer mechanism as, in its current paradigm, it can mask risk, create a false sense of security and may impede adaptation.   Conclusion We hope that this report is of benefit to Australian organisations, policy makers, regulators and to researchers in adaptation science. This project shows that, on a whole, the Australian private sector is giving little consideration about the impacts climate change. This project has identified that considerable research gaps exist, but has also provided direction for organisations and researchers. Individual corporations and private sector peak bodies urgently need to explore the risks and opportunities that climate change and associated responses bring. This is especially so for the ICT, aviation, energy, insurance and finance sectors.     Environmentally sustainable practices at UK airports

    In response to growing concerns about rising energy bills, long-term energy security and the environmental impacts of greenhouse gas emissions, airport operators worldwide are increasingly implementing new sustainable practices to help reduce costs, increase efficiency and reduce their environmental impacts. These initiatives include the installation of on-site wind turbines, biomass plants, and ā€˜smart' heating and lighting systems as well as other ā€˜green' initiatives including rainwater harvesting initiatives, improved recycling facilities and financial incentives to encourage staff to travel to work by modes other than the private car. Drawing on specific examples, this paper examines the ways in which UK airports have responded to the challenge of reducing the environmental impacts of operations for which they are directly responsible by implementing green and sustainable energy and working practices. The paper concludes by discussing the importance of sustainable airport practices in light of future growth in key emerging aviation markets

The recent surveys have shown a persistent trend of increasing satisfaction among the overseas investors at the changes that are taking place in India. The situation in the infrastructure sector is not different. The summarized proceedings of the above-mentioned conference are useful in this context, and would serve to update the reader on the developments that are taking place in this important sector.     The development of air traffic in Sicily

    The aim of this work is to analyse the air traffic development that interested the airport system in Sicily, consisting of the airport of Palermo ā€œFalcone ā€“Borsellinoā€, the airport of Catania ā€œFontanarossaā€ and that one of Trapani-Birgi ā€œVincenzo Florioā€. The analysis of the possible growth of air traffic volume and performance in Sicily was mainly suggested by the growing importance of the Mediterranean region like a new crossroad of the worldwide traffic on the East-West line. It gives a new chance for the development of this area that mustnā€™t be loosed. Globalization and the migrant flows from South and East towards the Western Europe, makes of the southern Italy a strategic knot for passengers and goods movements. So, new investments and infrastructures improvements that will be realized in this area are a value added not only for the southern Italy but also for the whole country. We have examined the potential demand attraction for passengers and goods movements in the Sicilian airports considered. For a more careful evaluation of the changes occurred into Sicilian air transport system, the research aimed to: Ā§ determine their "catchment area" through the evaluation of accessibility (isochrones); Ā§ analyse the air traffic data and the existing degree of integration, not only between the airports and the area, but also in terms of demand in the short and in the long period. Finally, we have evaluated the possibility of integration of traffic flows management among the two airports of Palermo and Trapani, in order to analyse if this two airports are complementary rather than competitors.

    Structuring PPPs in Aviation Sector: Case of Delhi and Mumbai Airport Privatization

    The concession agreement for the modernization and operation of Indira Gandhi International airport in Delhi and Chhatrapati Shivaji International airport at Mumbai respectively is referred to as Operation Management and Development Agreement (OMDA). The OMDA was a part of a set of transaction documents along with the request for proposal provided to potential bidders. The OMDA laid out the contractual terms for structuring the PPP. This paper discusses the evolution of the draft OMDA from when it was first released in April 2005 to the bidders till it was released as a final OMDA in August 2005 before an extended bidding date. During this period, some of the critical issues addressed were: limits to commercial development of airport land, nature of tariff regulatory regime, contingent liabilities including performance bonds and termination payments, and potential contractual and strategic conflicts. It brings out the intra-governmental issues and processes, and the significant learning that formed part of these PPP concessions, which could well be among the largest in the world.

    Delivering organisational adaptation through legislative mechanisms: Evidence from the Adaptation Reporting Power (Climate Change Act 2008)

    There is increasing recognition that organisations, particularly in key infrastructure sectors, are potentially vulnerable to climate change and extreme weather events, and require organisational responses to ensure they are resilient and adaptive. However, detailed evidence of how adaptation is facilitated, implemented and reported, particularly through legislative mechanisms is lacking. The United Kingdom Climate Change Act (2008), introduced the Adaptation Reporting Power, enabling the Government to direct so-called reporting authorities to report their climate change risks and adaptation plans. We describe the authors' unique role and experience supporting the Department for Environment, Food and Rural Affairs (Defra) during the Adaptation Reporting Power's first round. An evaluation framework, used to review the adaptation reports, is presented alongside evidence on how the process provides new insights into adaptation activities and triggered organisational change in 78% of reporting authorities, including the embedding of climate risk and adaptation issues. The role of legislative mechanisms and risk-based approaches in driving and delivering adaptation is discussed alongside future research needs, including the development of organisational maturity models to determine resilient and well adapting organisations. The Adaptation Reporting Power process provides a basis for similar initiatives in other countries, although a clear engagement strategy to ensure buy-in to the process and research on its long-term legacy, including the potential merits of voluntary approaches, is required

    Re-emerging landscapes : militarised territories from the Cold War period

    This paper is part of my research that investigates the large-scale remains of military activities from the Cold War period. The aim of the research is to provide a meta-perspective on the post-militarised spaces and their different developmental trajectories, that may lead to various outcomes, such as heritage status, requalifiaction or destruction. I am conducting the research on the evolution of the remains, the discourses concerning their transformation and the relevant heritage policies. Different case studies from the Belgian and the European mainland context are taken into account, where artefacts of Cold War military spaces are found within or in the immediate proximity of inhabited areas. Throughout the history of the modern military, different warfare techniques have created a non-linear succession of distinct military spaces. Such large-scale military heritage from the past has been subject to preservation efforts as well as thorough redevelopment. This led to structures becoming urban heritage in their original form, or by undergoing subsequent transformations. However, the transformation process of the large scale Cold War military structures brings particular challenges, due to the dual nature of the military institutions in this period, that is being both 'invisible' and 'omnispresent'. Looking at the various case studies in my research, the artefacts of Cold War military spaces are being (re)interpreted in the frameworks of different landscape transformation processes. Relating to the overall topic of this seminar, my research is presented in the light of the relevance of this research for the nowadays state of urbanism as a discipline. The paper is discussing the complex situation that arises from the perceived ā€˜vacantā€™ spaces and the ā€˜disappearanceā€™ of a powerful agent such as the military. Namely, the transformation of the post-militarised structures comes in part as a result of the neo-liberal tendencies (ā€˜less stateā€™). Furthermore, the very transformation process is a result of negotiations performed within networks that involve a myriad of actors and agencies, with often conflicting views and agendas. The main working hypothesis is that the 'non-human' agency of the material artefacts, renders these networks as flat, rather than hierarchical structures. This in turn allows both for multiple meanings to be ascribed to the artefacts, coming from actors and agencies that are usually perceived as acting from different 'levels' (local, national, global). As a consequence, the transformation policies come as a result of the process, rather than a predefined guideline. The paper takes closer look at the transformation of the military domain in Koksijde. There, a vast area has been used by the military during few decades, resulting in significant changes to the surrounding system of settlements, while preserving certain landscape elements that were otherwise lost outside of the domain. At the present moment, there is an ongoing procedure for defining a vision as well as legal framework for the transformation of the domain that would include various non-military activities
