    The role of e-participation and open data in evidence-based policy decision making in local government

    The relationships between policies, their values and outcomes are often difficult for citizens and policy makers to assess due to the complex nature of the policy lifecycle. With the opening of data by public administrations there is now a greater opportunity for transparency, accountability and evidence-based decision making in the policy making process. In representative democracies, citizens rely on their elected representatives and local administrations to take policy decisions that address societal challenges and add value to their local communities. Citizens now have the opportunity to assess the impact and values of the policies introduced by their elected representatives and hold them accountable by utilising historical open data that is publicly available. Using a qualitative case study in a UK Local Government Authority, this paper examines how e-participation platforms and the use of open data can facilitate more factual, evidence based and transparent policy decision making and evaluation. From a theoretical stance, this paper contributes to the policy lifecycle and e-participation literature. The report identifies where communications in the education sector has been successful and some of its weaknesses. The paper focuses on spaces for communications in education, the processes of communications and the direct and indirect impacts of communications initiatives. It gives examples of a range of communication initiatives and provides evidence of impact, where available

    This article builds on work in Science and Technology Studies and cognate disciplines concerning the institutionalization of public engagement and participation practices. It describes and analyses ethnographic qualitative research into one “organization of participation,” the UK government–funded Sciencewise program. Sciencewise’s interactions with broader political developments are explored, including the emergence of “open policy” as a key policy object in the UK context. The article considers what the new imaginary of openness means for institutionalized forms of public participation in science policymaking, asking whether this is illustrative of a “constitutional moment” in relations between society and science policymaking

    By scrutinizing a specific type of local lists - interpreted as a local variant of ‘New Politics Parties’ - this paper aims to give an initial impetus to understanding the internal variations concealed by the all-purpose denominator of local lists. Local New Politics Parties are identified as local policy-seeking parties based on a grassroots democratic and post-material values. Based on a qualitative analysis of three local New Politics Parties their common characteristics, developments and strategies are analysed and clarified. These small parties’ quest for political relevance urges them to adopt office-seeking objectives, also implying a moderation of their profile and a move towards mainstream parties. In response to the increasing organizational costs of public office, as well as to societal changes local New Politics Parties are compelled to look for cooperation formulas with other political actors in the form of local cartels or by affiliating with a national (green) party

    'How are we progressing towards achieving sustainable development in the EU's desired knowledge society?' Current lists of indicators, indices and assessment tools, which have been developed for measuring and displaying performance at different spatial levels, show that progress has been made. However, there are still a very large number of indicators, perhaps the majority, most specifically those which relate to social and political issues, that are difficult to capture. Issues such as intergenerational equity, aesthetics and governance come into this category. 'How is it possible to measure these and capture their full meaning and represent this back meaningfully to disparate groups of stakeholders in a society?'
