    Participatory design and participatory development: a comparative review

    This paper examines literature in the twin domains of participatory interactive systems design and participatory approaches to international development. As interactive systems are increasingly promoted as a possible means of achieving international development goals, designers generally agree that participatory design approaches should be applied. However, review of the literature reveals that these two different traditions have more complex relationships, and questions must be asked about: the aims of participation, the forms of participation that are being advocated, and the skills and strategies required of practitioners. The findings suggest that successful integration of participatory interactive systems design into development will require careful reflection on the nature of development and the approaches adopted.</p

    Mobile Voices: Projecting the Voices of Immigrant Workers by Appropriating Mobile Phones for Popular Communication

    Mobile Voices, also known as VozMob (www.vozmob.net), is a digital storytelling platform for first generation, low-wage immigrants in Los Angeles to create and publish stories about their communities, directly from cell phones. The project is a partnership between the Annenberg School for Communication at the University of Southern California (USC) and the Institute of Popular Education of Southern California (IDEPSCA), a nonprofit that organizes low-income immigrants in Los Angeles. Founded in 1984, IDEPSCA's programs are focused on education, economic development, health access and reform, popular communication, and worker rights. Currently IDEPSCA runs six day laborer and household worker centers and two day laborer corners where workers look for jobs in a more humane and dignified way while learning about their rights and gaining valuable leadership skills. The Annenberg School for Communication (the research partner) and IDEPSCA (the community partner) came together around the shared goal of designing communication systems and processes that promote media justice and help those without computer access gain greater participation in the digital public sphere. This chapter is a reflection on popular communication, participatory design, andcommunity-based multimedia practice from the Mobile Voices project team.     Diagnosis and the management constituency of small-scale fisheries

    Diagnosis and adaptive management can help improve the ability of small-scale fisheries (SSF) in the developing world to better cope with and adapt to both external drivers and internal sources of uncertainty. This paper presents a framework for diagnosis and adaptive management and discusses ways of implementing the first two phases of learning: diagnosis and mobilising an appropriate management constituency. The discussion addresses key issues and suggests suitable approaches and tools as well as numerous sources of further information. Diagnosis of a SSF defines the system to be managed, outlines the scope of the management problem in terms of threats and opportunities, and aims to construct realistic and desired future projections for the fishery. These steps can clarify objectives and lead to development of indicators necessary for adaptive management. Before management, however, it is important to mobilize a management constituency to enact change. Ways of identifying stakeholders and understanding both enabling and obstructive interactions and management structures are outlined. These preliminary learning phases for adaptive SSF management are expected to work best if legitimised by collaborative discussion among fishery stakeholders drawing on multiple knowledge systems and participatory approaches to assessment.     Community networks are IP-based computer networks that are operated by a community as a common good. In Europe, the most well-known community networks are Guifi in Catalonia, Freifunk in Berlin, Ninux in Italy, Funkfeuer in Vienna and the Athens Wireless Metropolitan Network in Greece. This paper deals with community networks as alternative forms of Internet access and alternative infrastructures and asks: What does sustainability and unsustainability mean in the context of community networks? What advantages do such networks have over conventional forms of Internet access and infrastructure provided by large telecommunications corporations? In addition what disadvantages do they face at the same time? This article provides a framework for thinking dialectically about the un/sustainability of community networks. It provides a framework of practical questions that can be asked when assessing power structures in the context of Internet infrastructures and access. It presents an overview of environmental, economic, political and cultural contradictions that community networks may face as well as a typology of questions that can be asked in order to identify such contradictions
