EDMS Use in Local E-Government: Extent of Use and Overall Performance Mediated by Routinization and Infusion

This study analyzes the effects of several post-adoption behaviors (extent of use, routinization and infusion) on overall performance in using an Electronic Document Management System (EDMS). Furthermore, we test whether the routinization and infusion variables mediate the influence of the extent of use on overall performance. This research collects data from a survey answered by 2,175 employees (EDMS users) of Portuguese municipalities. The Partial Least Squares technique is applied to test the model. The results showed that routinization is directly predicted by the extent of use, whereas infusion is directly affected by the extent of use and also by routinization. Consequently, such post-adoptive behaviors are interrelated not only in a sequential process, but also in parallel. In addition, overall performance is directly influenced by routinization and infusion. Finally, an indirect effects analysis shows that routinization and infusion mediate the relationship between extent of use and overall performance

In order to provide operational communication effectively it is essential follow up on correct procedures and applications. One of these applications is records management that is a value created as part of institutional activities. Documents created by institutions that are obliged to produce records by making legitimate the regular operations appear as a vital concept. Therefore, it is examined records management approaches as the provision of continuous and resistant communication and their added value to institutions

Risk identification and management for the research use of government administrative data

Purpose – Government administrative data have enormous potential for public and individual benefit through improved educational and health services to citizens, medical research, environmental and climate interventions and better use of scarce energy resources. The purpose of this study (part of the Administrative Data Research Centre in England, ADRC-E) was to examine perspectives about the sharing, linking and reuse (secondary use) of government administrative data. This study seeks to establish an analytical understanding of risk with regard to administrative data. Design/methodology/approach – This qualitative study focused on the secondary use of government administrative data by academic researchers. Data collection was through 44 semi-structured interviews plus one focus group, and was supported by documentary analysis and a literature review. The study draws on the views of expert data researchers, data providers, regulatory bodies, research funders, lobby groups, information practitioners and data subjects. Findings – This study discusses the identification and management of risk in the use of government administrative data and presents a risk framework. Practical implications – This study will have resonance with records managers, risk managers, data specialists, information policy and compliance managers, citizens groups that engage with data, as well as all those responsible for the creation and management of government administrative data. Originality/value – First, this study identifies and categorizes the risks arising from the research use of government administrative data, based on policy, practice and experience of those involved. Second, it identifies mitigating risk management activities, linked to five key stakeholder communities, and it discusses the locus of responsibility for risk management actions. The conclusion presents the elements of a new risk framework to inform future actions by the government data community and enable researchers to exploit the power of administrative data for public good

Current and Future Issues in BPM Research: A European Perspective from the ERCIS Meeting 2010

Business process management (BPM) is a still-emerging field in the academic discipline of Information Systems (IS). This article reflects on a workshop on current and future issues in BPM research that was conducted by seventeen IS researchers from eight European countries as part of the 2010 annual meeting of the European Research Center for Information Systems (ERCIS). The results of this workshop suggest that BPM research can meaningfully contribute to investigating a broad variety of phenomena that are of interest to IS scholars, ranging from rather technical (e.g., the implementation of software architectures) to managerial (e.g., the impact of organizational culture on process performance). It further becomes noticeable that BPM researchers can make use of several research strategies, including qualitative, quantitative, and design-oriented approaches. The article offers the participants’ outlook on the future of BPM research and combines their opinions with research results from the academic literature on BPM, with the goal of contributing to establishing BPM as a distinct field of research in the IS discipline

THE STRATEGIC ASSOCIATION BETWEEN ENTERPRISE CONTENT MANAGEMENT AND DECISION SUPPORT

To deal with the increasing information overload and with the structured and unstructured data complexity, many organizations have implemented enterprise content management (ECM) systems. Published research on ECM so far is very limited and reports on ECM implementations have been scarce until recently (Tyrväinen et al. 2006). However, the little available ECM literature shows that many organizations using ECM focus on operational benefits while strategic decision-making benefits are rarely considered. Moreover, the strategic capabilities such as decision making capabilities of ECM are not fully investigated in the current literature. In addition, the literature lacks a strategic management framework (SMF) that links strategies, business objectives, and performance management although there are several published studies that discuss ECM strategy. A strategic management framework would seem essential to effectively manage ECM strategy formulation, implementation, and performance evaluation (Kaplan and Norton 1996; Ittner and Larcker 1997). The absence of an appropriate strategic management framework keeps organizations from effective strategic planning, implementation, and evaluation, which affects the organizational capabilities overall. Therefore, the objective of this dissertation is to determine the decision support capabilities of ECM, and specify how ECM strategies can be formulated, implemented, and evaluated in order to fully utilize the ECM strategic capabilities. Structural equation modeling as well as design science approaches will be adopted to achieve the dissertation objectives
