    SISTEM PENDUKUNG KEPUTUSAN KELOMPOK MENGGUNAKAN KOMBINASI METODE MOORA DAN COPELAND SCORE UNTUK PEMILIHAN VENDOR

    Proses pengambilan keputusan pemilihan vendor memiliki cakupan luas dan tingkat kompleksitas tinggi, hal tersebut disebabkan keterlibatan berbagai pihak pengambil keputusan yang memiliki preferensi masing-masing. Konsekuesinya proses pemilihan vendor harus dilakukan secara objektif dan transparan, untuk mendapatkan efektivitas proses dan meminimalisir terjadinya kolusi. Dalam penelitian ini, diusulkan penggunaan konsep Group Decision Support System (GDSS) untuk menentukan vendor terbaik berdasarkan agregasi preferensi masing-masing pihak pengambil keputusan. Konsep GDSS yang diusulkan adalah mengkombinasikan metode Multi-Objective Optimization on the basis of Ratio Analysis (MOORA) dengan metode Copeland Score. Metode MOORA digunakan sebagai metode perangkingan berdasarkan kriteria dan rasio bobot masing-masing pihak pengambil keputusan. Hasil perangkingan menggunakan metode MOORA pada masing-masing pihak pengambil keputusan selanjutnya diagreasikan menggunakan metode Copeland Score, untuk mendapatkan rangking final vendor. Hasil analisis user acceptance test mengindikasikan konsep GDSS yang diusulkan dapat menjembatani permasalahan objektivitas pemilihan vendor, yaitu seluruh responden memberikan respons setuju terhadap pernyataan objektivitas yang membandingkan dengan sistem terdahulu. Analisis sensitivitas pada kombinasi metode MOORA dan Copeland Score juga memberikan hasil yang searah yaitu memiliki nilai sensitivitas yang rendah (9,09%). Kata kunci : GDSS, MOORA, Copeland Score, Pemilihan Vendor The vendor selection decision making process has a wide scope and a high level of complexity, this is due to the involvement of various decision makers who have their respective preferences. Consequently the vendor selection process must be carried out objectively and transparently, to get the effectiveness of the process and minimize collusion. In this research, it is proposed to use the concept of Group Decision Support System (GDSS) to determine the best vendor based on the aggregation of preferences of each decision maker. The proposed GDSS concept is to combine the Multi-Objective Optimization method on the basis of Ratio Analysis (MOORA) with the Copeland Score method. The MOORA method is used as a ranking method based on the criteria and weight ratio of each decision maker. The results of ranking using the MOORA method on each decision-making party are then aggregated using the Copeland Score method, to get the final vendor ranking. The results of the user acceptance test analysis indicate the proposed GDSS concept can bridge the objectivity problem of vendor selection, that is all respondents respond agree with the objectivity statement which comparing with the previous system. Sensitivity analysis on the combination of the MOORA method and the Copeland Score also gives unidirectional results which have a low sensitivity value (9.09%).     An object-oriented approach to structuring multicriteria decision support in natural resource management problems

    Includes bibliographical references.The undertaking of MCDM (Multicriteria Decision Making) and the development of DSSs (Decision Support Systems) tend to be complex and inefficient, leading to low productivity in decision analysis and DSSs. Towards this end, this study has developed an approach based on object orientation for MCDM and DSS modelling, with the emphasis on natural resource management. The object-oriented approach provides a philosophy to model decision analysis and DSSs in a uniform way, as shown by the diagrams presented in this study. The solving of natural resource management decision problems, the MCDM decision making procedure and decision making activities are modelled in an object-oriented way. The macro decision analysis system, its DSS, the decision problem, the decision context, and the entities in the decision making procedure are represented as "objects". The object-oriented representation of decision analysis also constitutes the basis for the analysis ofDSSs

    Proceedings of the ECSCW'95 Workshop on the Role of Version Control in CSCW Applications

    The workshop entitled "The Role of Version Control in Computer Supported Cooperative Work Applications" was held on September 10, 1995 in Stockholm, Sweden in conjunction with the ECSCW'95 conference. Version control, the ability to manage relationships between successive instances of artifacts, organize those instances into meaningful structures, and support navigation and other operations on those structures, is an important problem in CSCW applications. It has long been recognized as a critical issue for inherently cooperative tasks such as software engineering, technical documentation, and authoring. The primary challenge for versioning in these areas is to support opportunistic, open-ended design processes requiring the preservation of historical perspectives in the design process, the reuse of previous designs, and the exploitation of alternative designs. The primary goal of this workshop was to bring together a diverse group of individuals interested in examining the role of versioning in Computer Supported Cooperative Work. Participation was encouraged from members of the research community currently investigating the versioning process in CSCW as well as application designers and developers who are familiar with the real-world requirements for versioning in CSCW. Both groups were represented at the workshop resulting in an exchange of ideas and information that helped to familiarize developers with the most recent research results in the area, and to provide researchers with an updated view of the needs and challenges faced by application developers. In preparing for this workshop, the organizers were able to build upon the results of their previous one entitled "The Workshop on Versioning in Hypertext" held in conjunction with the ECHT'94 conference. The following section of this report contains a summary in which the workshop organizers report the major results of the workshop. The summary is followed by a section that contains the position papers that were accepted to the workshop. The position papers provide more detailed information describing recent research efforts of the workshop participants as well as current challenges that are being encountered in the development of CSCW applications. A list of workshop participants is provided at the end of the report. The organizers would like to thank all of the participants for their contributions which were, of course, vital to the success of the workshop. We would also like to thank the ECSCW'95 conference organizers for providing a forum in which this workshop was possible

    In support of the Cargo Transfer Vehicle (CTV) Definition Studies in FY-92, the Advanced Program Development division of the Office of Space Flight at NASA Headquarters conducted an evaluation and review of the United States capabilities and state-of-the-art in Automated Rendezvous and Capture (AR&C). This review was held in Williamsburg, Virginia on 19-21 Nov. 1991 and included over 120 attendees from U.S. government organizations, industries, and universities. One hundred abstracts were submitted to the organizing committee for consideration. Forty-two were selected for presentation. The review was structured to include five technical sessions. Forty-two papers addressed topics in the five categories below: (1) hardware systems and components; (2) software systems; (3) integrated systems; (4) operations; and (5) supporting infrastructure

    A Look Toward the Future: Decision Support Systems Research is Alive and Well

    This commentary examines the historical importance of decision support to the information systems (IS) field from the viewpoint of four researchers whose work spans the several decades of decision support systems (DSS) research. Given this unique “generational” vantage point, we present the changes in and impact of DSS research as well as future considerations for decision support in the IS field. We argue that the DSS area has remained vital as technology has evolved and our understanding of decision-making processes has deepened. DSS work over the last several years has contributed both breadth and depth to decision-making research; the challenge now is to make sense of it all by placing it in an understandable context and by applying our analysis to the relevant issues looming in the future. One major outcome of this commentary is the identification of future trends in DSS research and what the users of these new DSS outlets can learn from the past. Trends include the increasing impact of social and mobile computing on DSS research, as well as knowledge management DSS and negotiation support systems that shift the focus to delivering more customer-centric and marketplace support

    The recommended Liquid Rocket Booster (LRB) concept is shown which uses a common main engine with the Advanced Launch System (ALS) which burns LO2 and LH2. The central rationale is based on the belief that the U.S. can only afford one big new rocket engine development in the 1990's. A LO2/LH2 engine in the half million pound thrust class could satisfy STS LRB, ALS, and Shuttle C (instead of SSMEs). Development costs and higher production rates can be shared by NASA and USAF. If the ALS program does not occur, the LO2/RP-1 propellants would produce slight lower costs for and STS LRB. When the planned Booster Engine portion of the Civil Space Transportation Initiatives has provided data on large pressure fed LO2/RP-1 engines, then the choice should be reevaluated

    An Empirical Investigation of the Willingness of US Intelligence Community Analysts to Contribute Knowledge to a Knowledge Management System (KMS) in a Highly Classified and Sensitive Environment

    Since September 11, 2001, the United States Government (USG) has possessed unparalleled capability in terms of dedicated intelligence and information collection assets supporting the analysts of the Intelligence Community (IC). The USG IC has sponsored, developed, and borne witness to extraordinary advances in technology, techniques, and procedures focused on knowledge harvesting, knowledge sharing, and collaboration. Knowledge, within successful (effective & productive) organizations, exists as a commodity; a commodity that can be created, captured, imparted, shared, and leveraged. The research problem that this study addressed is the challenge of maintaining strong organizational effectiveness and productivity through the use of an information technology-based knowledge management system (KMS). The main goal of this study was to empirically assess a model testing the impact of the factors of rewards, power, centrality, trust, collaborative environment, resistance to share, ease-of-using KMS, organizational structure, and top management support to inducement, willingness to share, as well as opportunity to contribute knowledge to a KMS on knowledge-sharing in a highly classified and sensitive environment of the USG IC. This study capitalized on prior literature to measure each of the 15 model constructs. This study was conducted with a select group of USG Departments and Agencies whose primary interest is Intelligence Operations. This study solicited responses from more than 1,000 current, as well as former, Intelligence Analysts of the USG IC, using an unclassified anonymous survey instrument. A total of 525 (52.5%) valid responses were analyzed using a partial least squares (PLS) structural equation modeling (SEM) statistical technique to perform model testing. Pre-analysis data screening was conducted to ensure the accuracy of the data collected, as well as to correct irregularities or errors within the gathered data. The 14 propositions outlined in this research study were tested using the PLS-SEM analysis along with reliability and validity checks. The results of this study provide insights into the key factors that shed light onto the willingness of US intelligence community analysts to contribute knowledge to a KMS in a highly classified and sensitive environment. Specifically, the significance of a knowledge worker’s willingness to contribute his/her knowledge to a KMS along with the opportunity to contribute knowledge, while inducement was not a significant factor when it comes to knowledge sharing using KMS in highly classified environments

For each era, important events that occurred are highlighted. The events are categorized as “management/governance of the IS function”, “technology”, “research themes”, “research methodology”, “education”, and “infrastructure” (organizations, conferences, journals, etc.). The paper then speculates on what the value would be if the IS community were to adopt a shared history. The paper contends that such a shared history would be effective in helping to bridge the communication gaps that exist between the different sub-communities that make up the discipline

University of KwaZulu-Natal, Durban.ABSTRACT: An intense competition in a dynamic situation has increased the requirements that must be considered in the current manufacturing systems. Among those factors, fixtures are one of the major problematic components. The cost of fixture design and manufacture contributes to 10-20% of production costs. Manufacturing firms usually use traditional methods for part/fixture assignment works. These methods are highly resource consuming and cumbersome to enumerate the available fixtures and stabilise the number of fixtures required in a system. The aim of this study was to research and develop a Decision Support System (DSS), which was useful to perform a decision-based part/fixture assignment and fixture flow control during planned production periods. The DSS was designed to assist its users to reuse/adapt the retrieved fixtures or manufacture new fixtures depending upon the state of the retrieved fixtures and the similarities between the current and retrieved cases. This DSS combined Case-Based Reasoning (CBR), fuzzy set theory, the Analytic Hierarchy Process (AHP) and Discrete-Event Simulation (DES) techniques. The Artificial Intelligence (AI) component of the DSS immensely used a fuzzy CBR system combined with the fuzzy AHP and guiding rules from general domain knowledge. The fuzzy CBR was used to represent the uncertain and imprecise values of case attributes. The fuzzy AHP was applied to elicit domain knowledge from experts to prioritise case attributes. New part orders and training samples were represented as new and prior cases respectively using an Object-Oriented (OO) method for case retrieval and decision proposal. Popular fuzzy ranking and similarity measuring approaches were utilised in the case retrieval process. A DES model was implemented to analyse the performances of the proposed solutions by the fuzzy CBR subsystem. Three scenarios were generated by this subsystem as solution alternatives that were the proposed numbers of fixtures. The performances of these scenarios were evaluated using the DES model and the best alternative was identified. The novelty of this study employed the combination of fuzzy CBR and DES methods since such kinds of combinations have not been addressed yet. A numerical example was illustrated to present the soundness of the proposed methodological approach.
