    Conforming and performing planning systems in Europe: an unbearable cohabitation

    Two planning system models currently cohabit in Europe: a more traditional and widespread one, aspiring to ‘conform' single projects to a collective strategy; and a different and less institutionalised one, promoting those projects capable of ‘performing' a collective strategy. Historical and cultural reasons may explain the major diffusion and persistence of the former, but current needs of territorial governance lead to consider the latter as preferable. This is especially so in the light of the EU integration process, such cohabitation is no longer bearable and conforming ambitions should be definitively abandone

    Global Production Networks, Innovation, and Work: Why Chip and System Design in the IT Industry are Moving to Asia

    This paper was prepared as an issue paper, to be discussed at the Planning Meeting of the SSRC on "Emerging Pathways to Innovation in Asia," September 12-13, 2003. The paper describes a research project that explores why chip design is moving to Asia, despite its high knowledge-intensity. Trade economists would search for an answer by looking at differences in the cost of employing a chip design engineer and comparative factor and resource endowments. However, an analysis of Asia's comparative cost and resource advantages can only explain what attracts chip design to particular locations ("pull factors"). It cannot explain what forces are behind the growing mobility of IC design, pushing for and enabling geographic dispersion. A central proposition is that chip design is moving to Asia in response to radical changes in design methodology ("system-level integration" through "modular design") and organization (automated "design factory"). Both changes have dramatically increased the cognitive and organizational complexity of design. This makes it less likely that a single company will exclusively handle all stages of design for a specific chip. Instead, many companies are contributing, based upon their specific areas of expertise. As a result, integrated forms of design organization, where (almost) entire ICs are designed within a single firm, are giving way to vertical specialization where stages of IC design are outsourced to other firms (dis-integration of firm organization) and relocated across national boundaries (geographic dispersion).     Trends for the development of anthropocentric production systems in small less industrialised countries: The case of Portugal

    This paper analyses the problems and trends of the introduction of anthropocentric production systems (APS) in small less industrialized member states of the European Union, specifically the case of Portugal, based on the report for the FAST-Anthropocentric Technology Assessment Project (Monitor Programme) on “Prospects and conditions for APS in Europe by the 21st century”. Research teams from all countries of the European Community, as well as researchers from USA, Japan and Australia were participating in this project. The aim of this paper is to characterize APS and to present some special considerations related to the socioeconomic factors affecting the prospects and conditions for APS in Portugal. APS is defined as a system based on the utilization of skilled human resources and flexible technology adapted to the needs of flexible and participative organization. Among socioeconomic factors, some critical aspects for the development of APS will be focused, namely technological infrastructure, management strategies, perceived impact of introduction of automated systems on the division of labor and organizational structure, educational and vocational training and social actors strategies towards industrial automation. This analysis is based on a sample of industrial firms, built up for qualitative analysis, and on case studies analysis that can be reference examples for further development of APS, and not just for economic policy purposes alone. We have also analyzed the type of existing industrial relations, the union and employer strategies and some aspects of public policies towards the introduction of new technologies in the order to understand the extent to which there exist obstacles to and favorable conditions for the diffusion of anthropocentric systems.     The Role of Clusters in Knowledge Creation and Diffusion – an Institutional Perspective

    Clusters and networks have received renewed attention in recent years not only as a tool for regional development in general but as an institution of knowledge creation and diffusion between the knowledge infrastructure of a region and the firms within the clusters. They are therefore often regarded as geographically condensed forms of economic cooperation and knowledge exchange. The recent renaissance of interest in institutions as a factor shaping economic performance has therefore also implications for the creation and sustained existence of clusters and networks as a tool for knowledge management and as learning organisations within and across regions. This institutional perspective serves to identify additional factors influencing economic behaviour leading to cooperation. Different strands of institutional thinking –institutions as “social technologies” in the tradition of evolutionary economics, clusters as a form of Coase institution integrating positive external effects of technological knowledge, the importance of knowledge sharing in the context of the “New Institutional Economics” – emphasize that connectivity cannot be effectively coordinated by conventional markets. Clusters and networks are among the non-market devices by which firms seek to coordinate their activities with other firms and other knowledge-generating institutions. But it is also important to emphasize that clusters as coordinating institutions are not automatically just there but that they are the result of an evolving process shaped by policy activities and entrepreneurial behaviour responding to new challenges. Clusters as social technologies are co-evolving with new physical technologies and are therefore in constant need to change themselves. They can be regarded as an answer to the problems of achieving agreement and coordination in a context where there is a collective interest. They combine different additional elements that are important for regional development and economic growth.

    Reasons behind ERP package adoption: a diffusion of innovations perspective

    Enterprise Resource Planning (ERP) packages have been widely adopted and it is becoming clear that this is driven by multiple rationales that may be simultaneously at odds and complimentary. In this paper, we aim to develop a greater understanding of these rationales by taking ERP packages to be innovations and analysing their adoption with reference to the theory of diffusion of innovations. In particular, we consider the attributes of ERP packages that may affect their adoption such as relative advantage, compatibility, complexiblity, trialability and observability. We argue that users’ perceptions of these attributes are not always accurate and these ’misconceptions’ can further explain reasons for ERP adoption or rejection. Although our analysis aims to provide rich insights into the adoption of ERP packages, the results of the study are arguably of further interest to the more general study of packaged software and the more established literature on custom development

    Climate change and radical energy innovation: the policy issues

    Although the impacts of greenhouse gas build-up remain uncertain, they have the potential to be very serious and possibly catastrophic. If the outcomes are serious then neither improving energy efficiency nor adaptation policies will cope with the problems of warming. Reducing climate impacts without impeding economic development will require new low or zero emissions energy carriers and associated technologies. This paper argues that current innovation policy initiatives aim at only limited dimensions of energy technology: they either promote incremental change in existing technologies, or improving performance in existing renewable alternatives. They will neither induce fundamental innovation in carrier technologies, nor change the basic technological regime of hydrocarbon production, distribution and use. For this, more radical „mission-oriented? programmes are necessary. In turn, these will require new policy instruments and methods, new roles for government, and new dimensions of international collaboration and global governance of innovation strategies.

    The study of innovation and technological change is an increasing field of economic enquire because innovation can be considered a major engine of growth. This paper is concerned with the determinants of innovation and technological change. Different theoretical approaches present in the literature are systematically considered. The aim of this work is to offer an overview of contributions emerging from different perspectives trying to place them in their proper theoretical framework. The paper will be divided in different subsections in which each determinant is individually treated through the presentation of the most relevant results achieved by the literature on the specific issue.
