    Hope for the Best, Prepare for the Worst: Response of Tall Steel Buildings to the ShakeOut Scenario Earthquake

    This work represents an effort to develop one plausible realization of the effects of the scenario event on tall steel moment-frame buildings. We have used the simulated ground motions with three-dimensional nonlinear finite element models of three buildings in the 20-story class to simulate structural responses at 784 analysis sites spaced at approximately 4 km throughout the San Fernando Valley, the San Gabriel Valley, and the Los Angeles Basin. Based on the simulation results and available information on the number and distribution of steel buildings, the recommended damage scenario for the ShakeOut drill was 5% of the estimated 150 steel moment-frame structures in the 10–30 story range collapsing, 10% red-tagged, 15% with damage serious enough to cause loss of life, and 20% with visible damage requiring building closure

This research focuses on how Haiti can benefit from the Caribbean Disaster Management Agency’s standards for disaster resilience as it works to recover from the earthquake. Unfortunately, Haiti has long been dependent on assistance from non-governmental organizations due to its extreme poverty; its recovery is complicated by the need to integrate disaster assistance and on-going economic and social assistance into its development of a more resilient society

    Developing an approach to assess the influence of integrating disaster risk reduction practices into infrastructure reconstruction on socio‐economic development

    Purpose – Disasters provide physical, social, economic, political and environmental development windows of opportunity particularly through housing and infrastructure reconstruction. The reconstruction process should not be neglected due to the opportunistic nature of facilitating innovation in development. In this respect, post‐disaster “infrastructure” reconstruction plays a critical role in development discourse and is often essential to sustain recovery after major disasters. However, reconstruction following a natural disaster is a complicated problem involving social, economic, cultural, environmental, psychological, and technological aspects. There are significant development benefits of well‐developed “Disaster Risk Reduction (DRR) Strategies” and, for many reasons, the concept of DRR can be more easily promoted following a disaster. In this respect, a research study was conducted to investigate the effects of integrating DRR strategies into infrastructure reconstruction on enhancing the socio‐economic development process from a qualitative stance. The purpose of this paper is to document part of this research study; it proposes an approach that can be used to assess the influence of the application of the DRR concept into infrastructure reconstruction on socio‐economic development. Design/methodology/approach – The research methodology included a critical literature review. Findings – This paper suggests that the best way to assess the influence of integrating DRR strategies practices into infrastructure reconstruction on socio‐economic development is to assess the level of impact that DRR strategies has on overcoming various factors that form vulnerabilities. Having assessed this, the next step is to assess the influence of overcoming the factors that form vulnerabilities on achieving performance targets of socio‐economic development. Originality/value – This paper primarily presents a framework for the concept of socio‐economic development and a modelled classification of DRR practices

    Maintaining places of social inclusion : Ebola and the emergency department

    We introduce the concept of places of social inclusion—institutions endowed by a society or a community with material resources, meaning, and values at geographic sites where citizens can access services for specific needs—as taken-for-granted, essential, and inherently precarious. Based on our study of an emergency department that was disrupted by the threat of the Ebola virus in 2014, we develop a process model to explain how a place of social inclusion can be maintained by custodians. We show how these custodians—in our fieldsite, doctors and nurses—experience and engage in institutional work to manage different levels of tension between the value of inclusion and the reality of finite resources, as well as tension between inclusion and the desire for safety. We also demonstrate how the interplay of custodians’ emotions is integral to maintaining the place of social inclusion. The primary contribution of our study is to shine light on places of social inclusion as important institutions in democratic society. We also reveal the theoretical and practical importance of places as institutions, deepen understanding of custodians and custodianship as a form of institutional work, and offer new insight into the dynamic processes that connect emotions and institutional work

    A complex approach for the design, construction and organizational management of logistics storage and products processing centers

    Purpose: The introduced article aims at elaborating effective solutions in terms of designing and constructing buildings and objects of a regional logistics center serviced by a 3-4 PL-level provider taking into account practical experience in the design, construction and maintenance of logistics storage and products processing terminals that have been built. Design/Methodology/Approach: The research of the principles of designing logistics centers substantiates the necessity of revealing and working on technological trends in the development of internal logistics along with research and development, infrastructural, planning restrictions, capacity, reserve options. Findings: The best available equipment with the unlimited wide set of features is insufficient; each of these features needs to be applied in the working process as a single supply chain of consecutive actions. Practical implications: The findings of this paper can be used in the practical activities of regional and federal logistics enterprises, by public and commercial entities, in the administrative activities of enterprises and organizations. Originality/value: This research bears its determining significance in its effectiveness of practical functioning of logistics centers.peer-reviewe

    Post-disaster housing and management in Malaysia: a literature review

    Purpose – Malaysia is still in the process of reorganising and restructuring disaster management policy, learning from the national and international experiences. Argument about current situation of emergency management and housing in Malaysia can be used by the decision makers, authorities and NGOs to develop strategies and actions that include awareness raising and capacity building for enhancing enforcement of current legislation. Design/methodology/approach - The work concentrated mostly on academic reports of original investigations rather than reviews. The conclusions in this paper are generalizations based on the author's interpretation of those original reports. Findings - Malaysia is not a developed country and also not a developing country but more in the middle, follows any direction from the international arena to national situation. Malaysia has a developed country approach in disaster management policy but with the implementation of developing country. This paper argues that providing post disaster housing must accommodate requirement in the national disaster management policy and parallel with the needs from international concern to the rights of disaster victims. Originality/value - The outcomes from this discussion might give insights into designing and planning the national policy and disaster management framework by restructuring and reorganising the present National Disaster Management Mechanism in terms of enhancing the coordination of responsibility between and within government bodies in the National Disaster Management Mechanism

Reaching this goal is challenging due to users’ diversity: people with disabilities, elderly and children, and other vulnerable groups. Notifications are critical when an emergency scenario is going to happen (e.g. a typhoon approaching) so the ability to transmit notifications to different kind of users is a crucial feature for such systems. In this work an ontology was developed by investigating different sources: accessibility guidelines, emergency response systems, communication devices and technologies, taking into account the different abilities of people to react to different alarms (e.g. mobile phone vibration as an alarm for deafblind people). We think that the proposed ontology addresses the information needs for sharing and integrating emergency notification messages over distinct emergency response information systems providing accessibility under different conditions and for different kind of users.Ministerio de Educación y Cienci
