    The census as an information source in public policy-making

    This paper provides an assessment of the value of national population censuses as information sources with specific reference toUK census data and its use in policy-making. Mixed methods were adopted to collect quantitative and qualitative data from twosources: (1) a content analysis of policy documents, and (2) interviews with policy-makers in Scotland. The findings highlight thatalthough the general value of the census is recognised, policy-makers are not necessarily closely engaged with the census as a toolfor directing the development and implementation of policy. This is evident, for example in a lack of awareness of proposed changesto the census, and infrequent deployment of available data. The opportunity to change perceptions among policy-makers, and toexpand the application of census data in public policy, is identified. With a novel focus on the deployment of censuses as sources ofevidence for policy-making that includes the views of policy-makers from both within and beyond government, this workcontributes to an established body of global research on international censuses

    OVERVIEW: In January 2019, the Boston Green Ribbon Commission released its Carbon Free Boston: Summary Report, identifying potential options for the City of Boston to meet its goal of becoming carbon neutral by 2050. The report found that reaching carbon neutrality by 2050 requires three mutually-reinforcing strategies in key sectors: 1) deepen energy efficiency while reducing energy demand, 2) electrify activity to the fullest practical extent, and 3) use fuels and electricity that are 100 percent free of greenhouse gases (GHGs). The Summary Report detailed the ways in which these technical strategies will transform Boston’s physical infrastructure, including its buildings, energy supply, transportation, and waste management systems. The Summary Report also highlighted that it is how these strategies are designed and implemented that matter most in ensuring an effective and equitable transition to carbon neutrality. Equity concerns exist for every option the City has to reduce GHG emissions. The services provided by each sector are not experienced equally across Boston’s communities. Low-income families and families of color are more likely to live in residences that are in poor physical condition, leading to high utility bills, unsafe and unhealthy indoor environments, and high GHG emissions.1 Those same families face greater exposure to harmful outdoor air pollution compared to others. The access and reliability of public transportation is disproportionately worse in neighborhoods with large populations of people of color, and large swaths of vulnerable neighborhoods, from East Boston to Mattapan, do not have ready access to the city’s bike network. Income inequality is a growing national issue and is particularly acute in Boston, which consistently ranks among the highest US cities in regards to income disparities. With the release of Imagine Boston 2030, Mayor Walsh committed to make Boston more equitable, affordable, connected, and resilient. The Summary Report outlined the broad strokes of how action to reach carbon neutrality intersects with equity. A just transition to carbon neutrality improves environmental quality for all Bostonians, prioritizes socially vulnerable populations, seeks to redress current and past injustice, and creates economic and social opportunities for all. This Carbon Free Boston: Social Equity Report provides a deeper equity context for Carbon Free Boston as a whole, and for each strategy area, by demonstrating how inequitable and unjust the playing field is for socially vulnerable Bostonians and why equity must be integrated into policy design and implementation. This report summarizes the current landscape of climate action work for each strategy area and evaluates how it currently impacts inequity. Finally, this report provides guidance to the City and partners on how to do better; it lays out the attributes of an equitable approach to carbon neutrality, framed around three guiding principles: 1) plan carefully to avoid unintended consequences, 2) be intentional in design through a clear equity lens, and 3) practice inclusivity from start to finish

    According to the 2010 Population and Housing Census (PHC) report, Ghana?s population stood at 24,658,823 at the time of the 2010 census. The country has ten administrative regions and 170 districts. Ghana has one of the highest GDP per capita in West Africa and is ranked as a Lower-Middle Economy by the World Bank. The country has a diverse and rich resource base with gold, cocoa, timber, diamond, bauxite, and manganese being the most important source of foreign trade. In 2007, an oilfield which could contain up to 3 billion barrels of light oil was discovered. Although oil and gas exploration in Ghana dates back to a century, it is this latest discovery and many more afterward that have catapulted the country to be counted among the league of oil producing countries across the globe. Yet, in spite of the abundance of natural resources, a quarter of the population lives below the poverty line. However, the country has made considerable progress in reducing poverty over the last two decades. Successive nationally representative living standards surveys conducted between 1992 and 2006 (respectively, GLSS3 in 1991/2, GLSS4 in 1998/9 and GLSS5 in 2005/6) suggest that monetary poverty (measured by the level of per capita consumption) has significantly reduced. The number of poor went down from 7.9 million people (or 52 percent of the population at that time) in 1992 to 6.3 million people in 2006 (or 29 percent of the population at that time). With the rapid economic growth since the last survey in 2006, it is likely there is a further poverty reduction. Structurally, Ghana?s economy has undergone some significant transformation over the last couple of years. Ghana?s economy which until 2006 was dominated by agriculture is now led by service accounting for about 51% of national output. Agriculture accounts for about 30% (although about 55% of employed are engaged in the sector) while industry trail with only 19% of total national output. The informal economy accounts for about 86% of total employment while gold and cocoa remain the leading export earnings. This is expected to change with the commencement of oil production in commercial quantities in 2010

This report examines the city through its 25 neighborhood planning units (NPUs) -- the resident advisory councils that make zoning and other planning recommendations -- to explore how race and community of residence erect persistent barriers that keep kids from reaching their potential. They also keep the city from fully harnessing its economic power: Metro Atlanta's economy stands to gain an additional $78.6 million annually by promoting racial equity, according to a recent study.This report explores how race and community of residence continue to create barriers that keep the city's kids, particularly those of color, from reaching their full potential. The report highlights three key areas that support or thwart children's healthy development: (1) the community where they grow up; (2) school experiences; and (3) family access to economic opportunities.
