    The Pareto Frontier for Random Mechanisms

    We study the trade-offs between strategyproofness and other desiderata, such as efficiency or fairness, that often arise in the design of random ordinal mechanisms. We use approximate strategyproofness to define manipulability, a measure to quantify the incentive properties of non-strategyproof mechanisms, and we introduce the deficit, a measure to quantify the performance of mechanisms with respect to another desideratum. When this desideratum is incompatible with strategyproofness, mechanisms that trade off manipulability and deficit optimally form the Pareto frontier. Our main contribution is a structural characterization of this Pareto frontier, and we present algorithms that exploit this structure to compute it. To illustrate its shape, we apply our results for two different desiderata, namely Plurality and Veto scoring, in settings with 3 alternatives and up to 18 agents.Comment: Working Pape

    The Role of Inter-Controller Traffic for Placement of Distributed SDN Controllers

    We consider a distributed Software Defined Networking (SDN) architecture adopting a cluster of multiple controllers to improve network performance and reliability. Besides the Openflow control traffic exchanged between controllers and switches, we focus on the control traffic exchanged among the controllers in the cluster, needed to run coordination and consensus algorithms to keep the controllers synchronized. We estimate the effect of the inter-controller communications on the reaction time perceived by the switches depending on the data-ownership model adopted in the cluster. The model is accurately validated in an operational Software Defined WAN (SDWAN). We advocate a careful placement of the controllers, that should take into account both the above kinds of control traffic. We evaluate, for some real ISP network topologies, the delay tradeoffs for the controllers placement problem and we propose a novel evolutionary algorithm to find the corresponding Pareto frontier. Our work provides novel quantitative tools to optimize the planning and the design of the network supporting the control plane of SDN networks, especially when the network is very large and in-band control plane is adopted. We also show that for operational distributed controllers (e.g. OpenDaylight and ONOS), the location of the controller which acts as a leader in the consensus algorithm has a strong impact on the reactivity perceived by switches.Comment: 14 page

    Fee-Setting Mechanisms: On Optimal Pricing by Intermediaries and Indirect Taxation

    Mechanisms according to which private intermediaries or governments charge transaction fees or indirect taxes are prevalent in practice. We consider a setup with multiple buyers and sellers and two-sided independent private information about valuations. We show that any weighted average of revenue and social welfare can be maximized through appropriately chosen transaction fees and that in increasingly thin markets such optimal fees converge to linear fees. Moreover, fees decrease with competition (or the weight on welfare) and the elasticity of supply but decrease with the elasticity of demand. Our theoretical predictions fit empirical observations in several industries with intermediaries

    Improved dynamical particle swarm optimization method for structural dynamics

    A methodology to the multiobjective structural design of buildings based on an improved particle swarm optimization algorithm is presented, which has proved to be very efficient and robust in nonlinear problems and when the optimization objectives are in conflict. In particular, the behaviour of the particle swarm optimization (PSO) classical algorithm is improved by dynamically adding autoadaptive mechanisms that enhance the exploration/exploitation trade-off and diversity of the proposed algorithm, avoiding getting trapped in local minima. A novel integrated optimization system was developed, called DI-PSO, to solve this problem which is able to control and even improve the structural behaviour under seismic excitations. In order to demonstrate the effectiveness of the proposed approach, the methodology is tested against some benchmark problems. Then a 3-story-building model is optimized under different objective cases, concluding that the improved multiobjective optimization methodology using DI-PSO is more efficient as compared with those designs obtained using single optimization.Peer ReviewedPostprint (published version

    The Political Economy of Publicly Provided Private Goods

    A large share of public funds is spent on private goods (education, health care, day care, etc.). This paper integrates two different approaches to the analysis of public provision of private goods. While normative public economics has established an efficiency case for such provision, the commonly held political economy view has been that it is an economically inefficient phenomenon generated by the political process. The present paper argues that the central mechanism studied in the normative approach is equally relevant to voting models of decisions on public provision. It is shown that under plausible information constraints economically efficient public provision of private goods will be part of politically rational decisions emerging from a median voter process or a representative democracy of political parties.political economy; public provision; private goods; in-kind transfers

    Optimal Income Taxation and Public Good Provision in a Two-Class Economy

    This paper combines the problem of optimal income taxation with the free-rider problem in public good provision. There are two groups of individuals with private information on their earning ability and their valuation of a public good. Adjustments of the transfer system are needed to discourage the more productive from exaggerating the desirability of public good provision. Similarly, the less productive need to be prevented from understating their valuation. Relative to an optimal income tax, which focuses solely on earning ability, income transfers are increased whenever a public good is installed and are decreased otherwise
