    The European Union (EU) aspires to play a part in conflict prevention, crisis management and post-conflict peace- building through civil and/or military operations, through stabilisation efforts, and by building resilience at home and abroad. To bring this ambition to fruition, EU institutions have gradually expanded their ‘comprehensive approach to external conflict and crisis’ (CA) to become a full-fledged ‘integrated approach to conflict and crisis’ (IA).1 In their most basic form, CAs seek coordination and coherence in responding to external conflicts and crises by adopting a system-wide ‘whole-of-government approach’ (WGA). In their more elaborate form, IAs have incorpo- rated non-traditional security concepts, variously known as conflict transformation, (non-liberal) peacebuilding and human-security approaches.     During recent decades, different patterns of multi-level governance (MLG) have spread across Europe as a consequence of Europeanisation of public policies, which have increasingly adopted decentralized and participatory procedures conceived as a tool of more effective and accountable policy-making. It appears, however, that the implementation of operational designs based on MLG may be rather problematic and it does not necessarily bring to the expected performance improvements. Referring to the case of the EU Water Framework Directive (2000/60/EC), which conceives the creation of new multi-level institutional settings as a key tool for enacting a new holistic approach to water management and protection, this article explores the difficulties that the implementation of such settings has brought in Italy, despite some favorable pre-conditions existing in the country. Evidence is provided that along with institutional and agency variables, the implementation effectiveness of MLG arrangements promoted by the EU can be challenged by their inherent characteristics

    This paper analyses the perception of the EU as rules promoter of energy regulatory agencies in four southern Mediterranean countries: Algeria, Egypt, Turkey and Jordan.     This report studies the articulation and effectiveness of social dialogue at the European and national levels. It provides an overview of the existing social dialogue structures describing the main actors involved. The overall approach of the study is actor-centred in the sense that the interactions and perception of actors are in the core of this research. The analysis also takes into account the multilevel governance structure in Europe by considering the interaction and vertical/horizontal articulation of social dialogue between the EU and national levels. The study also benefits from original data collection comprised of several layers including both the EU and national levels and through at least two methods. First, semi-structured interviews were conducted with European social partners as well as with national social stakeholders in a selection of six Member States. Second, an EU-wide online survey collected responses from national social partners in 27 Member States. The remainder of the analysis is complemented with desk research

    ArticleThis paper reviews governance and public governance related to an emerging area of policy interest – social innovation. The European Commission’s White Paper on European Governance (2001) focused on openness, participation, accountability, effectiveness and coherence in public policy as characteristics of good governance. The EC has prioritised social innovation to address policy problems. Yet, the extant literature and research on social innovation is sparse. The paper questions whether it is a new mode of governance which contributes to good governance or a continuum of neoliberal reforms of the state which alters the relationship between the state, market and civil society
