URBAN PLANNING MANAGEMENT SYSTEM IN LOS ANGELES: AN OVERVIEW

    Get PDF
This paper gives an overview of the urban planning management system in Los Angeles, United States. This system consists of institutional subsystem, legal subsystem, operational subsystem, and technical subsystem. The City of Los Angeles Planning Department carries out its urban planning responsibilities in accordance with the General Plan Guidelines promulgated by the Governor’s Office of Planning and Research. The planning process has a good balance between government activities and citizen participations. The City’s advanced technical tools, including internet-based Zoning Information and Map Access System and online filing system, have fostered the public interaction with the planning process. The City is recommended to incorporate more market-based planning measures in the future.urban planning management system, general plan, zoning, subdivision

Applications of living systems theory to life in space

    Get PDF
The conceptual system and methodology of living systems theory appear to be of value to research on life in isolated environments. A space station, which must provide suitable conditions for human life in a stressful environment that meets none of the basic needs of life, is an extreme example of such isolation. A space station would include living systems at levels of individual human beings, groups of people engaged in a variety of activities, and the entire space crew as an organization. It could also carry living systems of other species, such as other animals and plants. Using the subsystem analysis of living systems theory, planners of a station, either in space or on a celestial body, would make sure that all the requirements for survival at all these levels had been considered. Attention would be given not only to the necessary matter and energy, but also the essential information flows that integrate and control living systems. Many variables for each subsystem could be monitored and kept in steady states. Use of living systems process analysis of the five flows of matter energy and information would assure that all members of the crew received what they needed

Multi-community command and control systems in law enforcement: An introductory planning guide

    Get PDF
A set of planning guidelines for multi-community command and control systems in law enforcement is presented. Essential characteristics and applications of these systems are outlined. Requirements analysis, system concept design, implementation planning, and performance and cost modeling are described and demonstrated with numerous examples. Program management techniques and joint powers agreements for multicommunity programs are discussed in detail. A description of a typical multi-community computer-aided dispatch system is appended

The paper descibes a new methodology for a holistic development of air transportation concepts. The Virtual Integration Plattform (VIP) concept is based on an IT tool chain as well as human collaborative methods to deal with complex systems. As a result the definitions of future air transportation concepts for short range "Quiet and Clean", long range "Comfortable and Clean" and individual transport "Fast and Flexible" are presente

Investigating the Use of Intelligent Transportation System Applications to Mitigate the Effects of Terrorism in Marine Transportation

    Get PDF
Contrary to popular belief marine transportation is probably the most vulnerable and the most critical sector of transportation. The Marine Transportation System (MTS) is comprised of ships, tugs, barges, ports, rail and trucking all operating in a highly integrated system. The vulnerability of the MTS to the effects of possible terrorist attacks would not only pose a great threat to the safety of the local community but also our U.S. economy. In other modes of transportation such as surface, air, and mass transit, security and safety issues have been addressed through Technological improvements. Many of these Technological improvements fall under a concept formally known as Intelligent Transportation Systems (ITS). Its incorporation of telecommunication systems and other existing technologies has made it popular tool to help increase the efficiency of the existing transportation system. The intent of this research is to introduce the major security issues facing the shipping industry, and to promote a sense of awareness of the fragility of this system as it relates to terrorism. Case study data from the 10 busiest ports are used in this study in order to develop a general Idea of the perception of the inherent dangers posed by terrorism, and also to identify the current efforts made by Ports and our US government to deal with this issue. This study utilized the Intelligent Transportation System 1 Architecture to develop a similar architecture frame work geared toward the marine industry to introduce potential ITS technologies and applications that could potentially enhance marine port security. Exemplary ITS technologies and applications include Satellite Telecommunications, Data Management Subsystem, Fleet and Freight Management _subsystem, Biometrics Identification Cards, Shipper Booking Interface, On-Board Cargo Monitoring System, Freight Breach System, and many others. The effectiveness of these presented applications will be based on the success of systems currently operating in other modes of transportation. Because this is a homeland security issue that can affect this nation negatively if not protected, this study has been conducted. The final and most important goals of this research are to encourage serious consideration to these issues to foster a more reliable and secured marine transportation system.

Poly Pelletizer: Recycled Pet Pellets From Water Bottles

    Get PDF
Plastic water bottles comprise a large amount of waste worldwide. The goal of the Poly Pelletizer project is to create a system that will turn water bottles into polyethylene terephthalate (PET) pellets compatible with extruders to produce 3-D printer lament, along with other recycling applications. The system promotes a sustainable solution to plastic pollution by giving manufactures, particularly in developing nations, the means to produce their own bulk materials using waste plastic. Shrinking industrial recycling processes to a workbench scale gives individuals the ability to convert excess bottles into seemingly limitless products. The system works by using a dual heating and pressure system to both evenly mix and melt the plastic before pushing the resin through a die. The Poly Pelletizer successfully created pellets using various mixtures of virgin PET and shredded water bottles

    The RCA-F/Delta launch

The Delta 3924 launch vehicle configuration which incorporates the extended long tank Thor booster, nine Castor 4 strap-on motors, the AJ-118 second stage and the TE 364-4 third stage is to place into a synchronous transfer orbit, the second in a series of high-traffic capacity, 24 transponder communications satellites. Three days after launch, the satellite's apogee kick motor circularizes the orbit at geosynchronous altitude of 19,300 NM above the equator at approximately 128 degrees W longitude. The satellite can service commercial and government voice, digital and video communications requirements between Alaska and CONUS. The communications payload, mission requirements and spacecraft systems and subsystems are described

1991 NASA Life Support Systems Analysis workshop

    Get PDF
The 1991 Life Support Systems Analysis Workshop was sponsored by NASA Headquarters' Office of Aeronautics and Space Technology (OAST) to foster communication among NASA, industrial, and academic specialists, and to integrate their inputs and disseminate information to them. The overall objective of systems analysis within the Life Support Technology Program of OAST is to identify, guide the development of, and verify designs which will increase the performance of the life support systems on component, subsystem, and system levels for future human space missions. The specific goals of this workshop were to report on the status of systems analysis capabilities, to integrate the chemical processing industry technologies, and to integrate recommendations for future technology developments related to systems analysis for life support systems. The workshop included technical presentations, discussions, and interactive planning, with time allocated for discussion of both technology status and time-phased technology development recommendations. Key personnel from NASA, industry, and academia delivered inputs and presentations on the status and priorities of current and future systems analysis methods and requirements

The 1992 Life Support Systems Analysis Workshop was sponsored by NASA's Office of Aeronautics and Space Technology (OAST) to integrate the inputs from, disseminate information to, and foster communication among NASA, industry, and academic specialists. The workshop continued discussion and definition of key issues identified in the 1991 workshop, including: (1) modeling and experimental validation; (2) definition of systems analysis evaluation criteria; (3) integration of modeling at multiple levels; and (4) assessment of process control modeling approaches. Through both the 1991 and 1992 workshops, NASA has continued to seek input from industry and university chemical process modeling and analysis experts, and to introduce and apply new systems analysis approaches to life support systems. The workshop included technical presentations, discussions, and interactive planning, with sufficient time allocated for discussion of both technology status and technology development recommendations. Key personnel currently involved with life support technology developments from NASA, industry, and academia provided input to the status and priorities of current and future systems analysis methods and requirements
