    Credibility and Agency Termination under Parliamentarism

    We investigate the life span and risk of termination of 723 arm’s length agencies in the United Kingdom between 1985 and 2008, an under investigated question in parliamentary systems. We hypothesize that termination risk depends on three groups of factors: (1) factors relating to the rationales for initial delegation of responsibility to the arm’s length agency; (2) factors relating to the political and economic position of the government; and (3) factors relating to the institutional form of the agency. We find that agencies intended to generate credible commitments in regulation are less likely than others to be terminated in any given year. Agencies operating under right-wing governments and under heavily indebted governments are more likely to be terminated, although left-wing governments are more sensitive to the effects of debt. Agencies structured as executive non-departmental public bodies and non-ministerial departments are also longer lived than others. Contrary to expectations about arm’s length agencies in parliamentary systems with single-party government, partisan change does not affect the risk of termination

    Can intelligence explode?

    The technological singularity refers to a hypothetical scenario in which technological advances virtually explode. The most popular scenario is the creation of super-intelligent algorithms that recursively create ever higher intelligences. It took many decades for these ideas to spread from science fiction to popular science magazines and finally to attract the attention of serious philosophers. David Chalmers' (JCS, 2010) article is the first comprehensive philosophical analysis of the singularity in a respected philosophy journal. The motivation of my article is to augment Chalmers' and to discuss some issues not addressed by him, in particular what it could mean for intelligence to explode. In this course, I will (have to) provide a more careful treatment of what intelligence actually is, separate speed from intelligence explosion, compare what super-intelligent participants and classical human observers might experience and do, discuss immediate implications for the diversity and value of life, consider possible bounds on intelligence, and contemplate intelligences right at the singularity

    Perhaps there has been no greater opportunity than in this “VOLUME FIFTEEN of our Death And Anti-Death set of anthologies” to write about how might think about life and how to avoid death. There are two reasons to discuss “life”, the first being enhancing our understanding of who we are and why we may be here in the Universe. The second is more practical: how humans meet the physical challenges brought about by the way they have interacted with their environment. Many persons discussing “life” beg the question about what “life” is. Surely, when one discusses how to overcome its opposite, death, they are not referring to another “living” thing such as a plant. There seems to be a commonality, though, and it is this commonality is one needing elaboration. It ostensibly seems to be the boundary condition separating what is completely passive (inert) from what attempts to maintain its integrity, as well as fulfilling other conditions we think “life” has. In our present discussion, there will be a reminder that it by no means has been unequivocally established what life really is by placing quotes around the word, namely, “life”. Consider it a tag representing a bundle of philosophical ideas that will be unpacked in this paper

    Yours ever (well, maybe): Studies and signposts in letter writing

    Electronic mail and other digital communications technologies seemingly threaten to end the era of handwritten and typed letters, now affectionately seen as part of snail mail. In this essay, I analyze a group of popular and scholarly studies about letter writing-including examples of pundits critiquing the use of e-mail, etiquette manuals advising why the handwritten letter still possesses value, historians and literary scholars studying the role of letters in the past and what it tells us about our present attitudes about digital communications technologies, and futurists predicting how we will function as personal archivists maintaining every document including e-mail. These are useful guideposts for archivists, providing both a sense of the present and the past in the role, value and nature of letters and their successors. They also provide insights into how such documents should be studied, expanding our gaze beyond the particular letters, to the tools used to create them and the traditions dictating their form and function. We also can discern a role for archivists, both for contributing to the literature about documents and in using these studies and commentaries, suggesting not a new disciplinary realm but opportunities for new interdisciplinary work. Examining a documentary form makes us more sensitive to both the innovations and traditions as it shifts from the analog to the digital; we can learn not to be caught up in hysteria or nostalgia about one form over another and archivists can learn about what they might expect in their labors to document society and its institutions. At one time, paper was part of an innovative technology, with roles very similar to the Internet and e-mail today. It may be that the shifts are far less revolutionary than is often assumed. Reading such works also suggests, finally, that archivists ought to rethink how they view their own knowledge and how it is constructed and used. © 2010 Springer Science+Business Media B.V

    The effectiveness of the development of individual countries within the conditions of accelerating scientific and technological progress, expanding the influence of globalisation and integration processes in the global socio-cultural space are very important during the exchange of international students. The purpose of the paper is to research the methodological foundations of the humanities education for international students as an alternative to transhumanist ideology. In the framework of general scientific research methods, a paradigmatic approach is used as a factor analysis of students' educational processes. Particular attention is paid to the substantiation of the methodological foundations of the education humanisation on the basis of modern ontologically anthropological and religious-anthropological achievements of the philosophical field of knowledge. In this regard, the thesis is accepted that the artificially imposed transhumanist ideology performs a key integrating function when considering the practice of education of international students. The novelty of the study is due to a discussion of the contradictions caused by all-round technocratisation and informatisation, the fall of moral standards, and the degradation of human behavior. The practical significance of the study is determined by the need to develop a different pedagogy and model of education for modern students

    Futurology and computing technologies have a history of over-inflated claims and fast-changing meanings. That there is a time-lag between computing research and development, and the greater public awareness of those technologies that are actually used, is well understood in the scientific research community, but less so by those who come upon new technological delights as if they were a-historic productions. There are a variety of means to map these changes in order to explain how one might gauge the real possibilities of a particular new technology, rather than the visionary potentials. For example, science fiction in film and television give us a useful snapshot of contemporary ideas of technology research, but the lag between technological change and the production of science fiction artefacts is not fast enough to aid business in the here and now. In addition, SF as well as informing design in computing, also informs the more general utopian/dystopian aspects of technological longing, adding to general beliefs (or visions) of disruptive technologies and artificial intelligence. Timelines of technological development help us to understand the historical basis of a particular technology, such as Virtual Reality, and go some way to helping us make better predictions about the usefulness of new technologies. Gartner’s hype cycle is a diagram which maps emergent technologies, labels and trends against actual take-up and development via a number of lyrically named stages such as the peak of inflated expectations, the trough of despond and the plateau of productivity. Using the examples of virtual reality and cloud computing this paper explores a number of ways of making better predictions about the implications of technological change, and to what extent the new toy we are being offered is rather similar to the old
