    Developing institutional capacity for reproductive health in humanitarian settings: A descriptive study

Introduction. Institutions play a central role in advancing the field of reproductive health in humanitarian settings (RHHS), yet little is known about organizational capacity to deliver RHHS and how this has developed over the past decade. This study aimed to document the current institutional experiences and capacities related to RHHS. Materials and Methods. Descriptive study using an online questionnaire tool. Results. Respondents represented 82 institutions from 48 countries, of which two-thirds originated from low-and middle-income countries. RHHS work was found not to be restricted to humanitarian agencies (25%), but was also embraced by development organizations (25%) and institutions with dual humanitarian and development mandates (50%). Agencies reported working with refugees (81%), internally-displaced (87%) and stateless persons (20%), in camp-based settings (78%), and in urban (83%) and rural settings (78%). Sixtyeight percent of represented institutions indicated having an RHHS-related policy, 79% an accountability mechanism including humanitarian work, and 90% formal partnerships with other institutions. Seventy-three percent reported routinely appointing RH focal points to ensure coordination of RHHS implementation. There was reported progress in RHHSrelated disaster risk reduction (DRR), emergency management and coordination, delivery of the Minimum Initial Services Package (MISP) for RH, comprehensive RH services in post-crisis/recovery situations, gender mainstreaming, and community-based programming. Other reported institutional areas of work included capacity development, program delivery, advocacy/policy work, followed by research and donor activities. Except for abortion-related services, respondents cited improved efforts in advocacy, capacity development and technical support in their institutions for RHHS to address clinical services, including maternal and newborn health, sexual violence prevention and response, HIV prevention, management of sexually-transmitted infections, adolescent RH, and family planning. Approximately half of participants reported that their institutions had experienced an increase in dedicated budget and staff for RHHS, a fifth no change, and 1 in 10 a decrease. The Interagency RH Kits were reportedly the most commonly used supplies to support RHHS implementation. Conclusion. The results suggest overall growth in institutional capacity in RHHS over the past decade, indicating that the field has matured and expanded from crisis response to include RHHS into DRR and other elements of the emergency management cycle. It is critical to consolidate the progress to date, address gaps, and sustain momentum

    On the road to Enlighten-ment: establishing an institutional repository service for the University of Glasgow

    Purpose – The purpose of this paper is to chart the development and growth of open access and institutional repositories at the University of Glasgow, Scotland from initial work in 2001 to the University's recently launched service, Enlighten. The University of Glasgow is a signatory to the Scottish Open Access Declaration and recently released a statement on Open Access.<p></p> Design/methodology/approach – The study will focus on the key lessons learned through a twin track approach of advocacy and service development during the DAEDALUS Project (2002-2005) and the transition of that work to a University service called Enlighten. This service includes a repository for published and peer-reviewed papers which has now had over 2 million hits and over 270,000 PDF downloads since it was established in February 2004.<p></p> Findings – The paper reveals the lessons learned by the Library and the project team. It also identifies the range of issues which must be addressed in the successful implementation of a repository and its transition to a production service. These include the development of content policies, copyright clearance and the cultural change necessary to populate a repository service. These challenges have and continue to be addressed by the repository team at the University of Glasgow.<p></p> Originality/value – This paper provides details of the lessons learned in the practical experience of setting up an institutional repository and ensuring its transition to a full and supported University service. It will be of particular interest to institutions implementing a repository or running a pilot service.<p></p&gt

    This report is a long-term analysis of citizens' collective action to influence public policy toward communication and information. The work discusses in greater detail what is meant by communication and information policy (CIP) and why we think it is worthwhile to study it as a distinctive domain of public policy and citizen action. The report concentrates on citizen action in the United States and looks backwards, tracing the long-term evolutionary trajectory of communications-information advocacy in the USA since the 1960s.     Early Learning Innovation Fund Evaluation Final Report

    This is a formative evaluation of the Hewlett Foundation's Early Learning Innovation Fund that began in 2011 as part of the Quality Education in Developing Countries (QEDC) initiative.  The Fund has four overarching objectives, which are to: promote promising approaches to improve children's learning; strengthen the capacity of organizations implementing those approaches; strengthen those organizations' networks and ownership; and grow 20 percent of implementing organizations into significant players in the education sector. The Fund's original design was to create a "pipeline" of innovative approaches to improve learning outcomes, with the assumption that donors and partners would adopt the most successful ones. A defining feature of the Fund was that it delivered assistance through two intermediary support organizations (ISOs), rather than providing funds directly to implementing organizations. Through an open solicitation process, the Hewlett Foundation selected Firelight Foundation and TrustAfrica to manage the Fund. Firelight Foundation, based in California, was founded in 1999 with a mission to channel resources to community-based organizations (CBOs) working to improve the lives of vulnerable children and families in Africa. It supports 12 implementing organizations in Tanzania for the Fund. TrustAfrica, based in Dakar, Senegal, is a convener that seeks to strengthen African-led initiatives addressing some of the continent's most difficult challenges. The Fund was its first experience working specifically with early learning and childhood development organizations. Under the Fund, it supported 16 such organizations: one in Mali and five each in Senegal, Uganda and Kenya. At the end of 2014, the Hewlett Foundation commissioned Management Systems International (MSI) to conduct a mid-term evaluation assessing the implementation of the Fund exploring the extent to which it achieved intended outcomes and any factors that had limited or enabled its achievements. It analyzed the support that the ISOs provided to their implementing organizations, with specific focus on monitoring and evaluation (M&E). The evaluation included an audit of the implementing organizations' M&E systems and a review of the feasibility of compiling data collected to support an impact evaluation. Finally, the Foundation and the ISOs hoped that this evaluation would reveal the most promising innovations and inform planning for Phase II of the Fund. The evaluation findings sought to inform the Hewlett Foundation and other donors interested in supporting intermediary grant-makers, early learning innovations and the expansion of innovations. TrustAfrica and Firelight Foundation provided input to the evaluation's scope of work. Mid-term evaluation reports for each ISO provided findings about their management of the Fund's Phase I and recommendations for Phase II. This final evaluation report will inform donors, ISOs and other implementing organizations about the best approaches to support promising early learning innovations and their expansion. The full report outlines findings common across both ISOs' experience and includes recommendations in four key areas: adequate time; appropriate capacity building; advocacy and scaling up; and evaluating and documenting innovations. Overall, both Firelight Foundation and TrustAfrica supported a number of effective innovations working through committed and largely competent implementing organizations. The program's open-ended nature avoided being prescriptive in its approach, but based on the lessons learned in this evaluation and the broader literature, the Hewlett Foundation and other donors could have offered more guidance to ISOs to avoid the need to continually relearn some lessons. For example, over the evaluation period, it became increasingly evident that the current context demands more focused advance planning to measure impact on beneficiaries and other stakeholders and a more concrete approach to promoting and resourcing potential scale-up.     The IncReASe (Increasing Repository Content through Automation and Services) was an eighteen month project (subsequently extended to twenty months) to enhance White Rose Research Online (WRRO)1. WRRO is a shared repository of research outputs (primarily publications) from the Universities of Leeds, Sheffield and York; it runs on the EPrints open source repository platform. The repository was created in 2004 and had steady growth but, in common with many other similar repositories, had difficulty in achieving a “critical mass” of content and in becoming truly embedded within researchers’ workflows. The main aim of the IncReASe project was to assess ingestion routes into WRRO with a view to lowering barriers to deposit. We reviewed the feasibility of bulk import of pre-existing metadata and/or full-text research outputs, hoping this activity would have a positive knock-on effect on repository growth and embedding. Prior to the project, we had identified researchers’ reluctance to duplicate effort in metadata creation as a significant barrier to WRRO uptake; we investigated how WRRO might share data with internal and external IT systems. This work included a review of how WRRO, as an institutional based repository, might interact with the subject repository of the Economic and Social Research Council (ESRC). The project addressed four main areas: (i) researcher behaviour: we investigated researcher awareness, motivation and workflow through a survey of archiving activity on the university web sites, a questionnaire and discussions with researchers (ii) bulk import: we imported data from local systems, including York’s submission data for the 2008 Research Assessment Exercise (RAE), and developed an import plug-in for use with the arXiv2 repository (iii) interoperability: we looked at how WRRO might interact with university and departmental publication databases and ESRC’s repository. (iv) metadata: we assessed metadata issues raised by importing publication data from a variety of sources. A number of outputs from the project have been made available from the IncReASe project web site http://eprints.whiterose.ac.uk/increase/. The project highlighted the low levels of researcher awareness of WRRO - and of broader open access issues, including research funders’ deposit requirements. We designed some new publicity materials to start to address this. Departmental publication databases provided a useful jumping off point for advocacy and liaison; this activity was helpful in promoting awareness of WRRO. Bulk import proved time consuming – both in terms of adjusting EPrints plug-ins to incorporate different datasets and in the staff time required to improve publication metadata. A number of deposit scenarios were developed in the context of our work with ESRC; we concentrated on investigating how a local deposit of a research paper and attendant metadata in WRRO might be used to populate ESRC’s repository. This work improved our understanding of researcher workflows and of the SWORD protocol as a potential (if partial) solution to the single deposit, multiple destination model we wish to develop; we think the prospect of institutional repository / ESRC data sharing is now a step closer. IncReASe experienced some staff recruitment difficulties. It was also necessary to adapt the project to the changing IT landscape at the three partner institutions – in particular, the introduction of a centralised publication management system at the University of Leeds. Although these factors had some impact on deliverables, the aims and objectives of the project were largely achieved
