    Cognitive networks: brains, internet, and civilizations

    In this short essay, we discuss some basic features of cognitive activity at several different space-time scales: from neural networks in the brain to civilizations. One motivation for such comparative study is its heuristic value. Attempts to better understand the functioning of "wetware" involved in cognitive activities of central nervous system by comparing it with a computing device have a long tradition. We suggest that comparison with Internet might be more adequate. We briefly touch upon such subjects as encoding, compression, and Saussurean trichotomy langue/langage/parole in various environments.Comment: 16 page

    A Deflationary Account of Mental Representation

    Among the cognitive capacities of evolved creatures is the capacity to represent. Theories in cognitive neuroscience typically explain our manifest representational capacities by positing internal representations, but there is little agreement about how these representations function, especially with the relatively recent proliferation of connectionist, dynamical, embodied, and enactive approaches to cognition. In this talk I sketch an account of the nature and function of representation in cognitive neuroscience that couples a realist construal of representational vehicles with a pragmatic account of mental content. I call the resulting package a deflationary account of mental representation and I argue that it avoids the problems that afflict competing accounts

    Behavioural Economics: Classical and Modern

    In this paper, the origins and development of behavioural economics, beginning with the pioneering works of Herbert Simon (1953) and Ward Edwards (1954), is traced, described and (critically) discussed, in some detail. Two kinds of behavioural economics – classical and modern – are attributed, respectively, to the two pioneers. The mathematical foundations of classical behavioural economics is identified, largely, to be in the theory of computation and computational complexity; the corresponding mathematical basis for modern behavioural economics is, on the other hand, claimed to be a notion of subjective probability (at least at its origins in the works of Ward Edwards). The economic theories of behavior, challenging various aspects of 'orthodox' theory, were decisively influenced by these two mathematical underpinnings of the two theoriesClassical Behavioural Economics, Modern Behavioural Economics, Subjective Probability, Model of Computation, Computational Complexity.     The Role of Consciousness in Memory

    Conscious events interact with memory systems in learning, rehearsal and retrieval (Ebbinghaus 1885/1964; Tulving 1985). Here we present hypotheses that arise from the IDA computional model (Franklin, Kelemen and McCauley 1998; Franklin 2001b) of global workspace theory (Baars 1988, 2002). Our primary tool for this exploration is a flexible cognitive cycle employed by the IDA computational model and hypothesized to be a basic element of human cognitive processing. Since cognitive cycles are hypothesized to occur five to ten times a second and include interaction between conscious contents and several of the memory systems, they provide the means for an exceptionally fine-grained analysis of various cognitive tasks. We apply this tool to the small effect size of subliminal learning compared to supraliminal learning, to process dissociation, to implicit learning, to recognition vs. recall, and to the availability heuristic in recall. The IDA model elucidates the role of consciousness in the updating of perceptual memory, transient episodic memory, and procedural memory. In most cases, memory is hypothesized to interact with conscious events for its normal functioning. The methodology of the paper is unusual in that the hypotheses and explanations presented are derived from an empirically based, but broad and qualitative computational model of human cognition

    An Approximately Optimal Algorithm for Scheduling Phasor Data Transmissions in Smart Grid Networks

    In this paper, we devise a scheduling algorithm for ordering transmission of synchrophasor data from the substation to the control center in as short a time frame as possible, within the realtime hierarchical communications infrastructure in the electric grid. The problem is cast in the framework of the classic job scheduling with precedence constraints. The optimization setup comprises the number of phasor measurement units (PMUs) to be installed on the grid, a weight associated with each PMU, processing time at the control center for the PMUs, and precedence constraints between the PMUs. The solution to the PMU placement problem yields the optimum number of PMUs to be installed on the grid, while the processing times are picked uniformly at random from a predefined set. The weight associated with each PMU and the precedence constraints are both assumed known. The scheduling problem is provably NP-hard, so we resort to approximation algorithms which provide solutions that are suboptimal yet possessing polynomial time complexity. A lower bound on the optimal schedule is derived using branch and bound techniques, and its performance evaluated using standard IEEE test bus systems. The scheduling policy is power grid-centric, since it takes into account the electrical properties of the network under consideration.Comment: 8 pages, published in IEEE Transactions on Smart Grid, October 201

    Simon's Bounded Rationality. Origins and use in economic theory

    The paper aims to show how Simon's notion of bounded rationality should be interpreted in the light of its connection with artificial intelligence. This connection points out that bounded rationality is a highly structured concept, and sheds light on several implications of Simon's general views on rationality. Finally, offering three paradigmatic examples, the artic1e presents the view that recent approaches, which refer to Simon's heterodox theory, only partially accept the teachings of their inspirer, splitting bounded rationality from the context of artificl al intelligence.
