Developing an early childhood teacher workforce development strategy for rural and remote communities

The North West Early Childhood and Primary Teacher Workforce Development Strategy offers students in the Pilbara and Kimberley the opportunity to enrol in a Western Australian University’s fully accredited Bachelor of Education (Early Childhood and Primary) part time and externally – so they can continue to live and work in their communities. The Western Australian Department of Education and Training (WA DET) and the Commonwealth Government Department of Education, Employment and Workplace Relations (DEEWR) have funded the project, enabling the University to provide mentoring support and provision for Recognition of Prior Learning, on a case-by-case basis, depending on their individual experience and levels of skill. On completion of the course students will be fully qualified to teach from Kindergarten to Year 7. Added to this they will be able to bring their own knowledge of their unique communities, languages and cultures to their teaching

The Contribution of Structural Break Models to Forecasting Macroeconomic Series

This paper compares the forecasting performance of different models which have been proposed for forecasting in the presence of structural breaks. These models differ in their treatment of the break process, the model which applies in each regime and the out-of-sample probability of a break occurring. In an extensive empirical evaluation involving many important macroeconomic time series, we demonstrate the presence of structural breaks and their importance for forecasting in the vast majority of cases. We find no single forecasting model consistently works best in the presence of structural breaks. In many cases, the formal modeling of the break process is important in achieving good forecast performance. However, there are also many cases where simple, rolling window based forecasts perform well.Forecasting, change-points, Markov switching, Bayesian inference

Machine vision and the OMV

The orbital Maneuvering Vehicle (OMV) is intended to close with orbiting targets for relocation or servicing. It will be controlled via video signals and thruster activation based upon Earth or space station directives. A human operator is squarely in the middle of the control loop for close work. Without directly addressing future, more autonomous versions of a remote servicer, several techniques that will doubtless be important in a future increase of autonomy also have some direct application to the current situation, particularly in the area of image enhancement and predictive analysis. Several techniques are presentet, and some few have been implemented, which support a machine vision capability proposed to be adequate for detection, recognition, and tracking. Once feasibly implemented, they must then be further modified to operate together in real time. This may be achieved by two courses, the use of an array processor and some initial steps toward data reduction. The methodology or adapting to a vector architecture is discussed in preliminary form, and a highly tentative rationale for data reduction at the front end is also discussed. Minnesota Extension's Mixed Regional/County Model: Greater Impacts Follows Changes in Structure

The Cooperative Extension Service has as its mission helping the public use the research generated at land-grant universities. Since 1914, most states have used a county-based Extension model, with educators in every county and campus-based faculty supporting local educational efforts. This paper outlines why and how the Minnesota Extension Service has replaced this model with a mixed regional/county model, the major features of the new delivery model and the employment consequences of the shift as well as the non-financial advantages of the new model. The structural changes in Minnesota are of interest to Extension stakeholders in other states who are facing similar challenges and want to learn more about the benefits and costs of Minnesota's new model. Within Minnesota the public is beginning to ask a much more important question: What are the impacts of the programs being delivered? Structural change is only valuable if it results in increased programming and greater impacts than would have happened without the change.
