    Recklessness in context: Individual and situational correlates to aggressive driving

    Traffic-related injury and fatality are major health risks in the United States and worldwide. One contributor to road accidents is unsafe and aggressive driving practices. We examined individual and situational aspects of aggressive driving by having 152 undergraduate students complete self-report measures. Aggressive driving was related to personality variables, such as hostility, sensation seeking, and competitiveness, as well as to social variables such as driving without passengers and characteristics of the target vehicle (e.g., passengers, age, and status of driver), environmental variables (e.g., type of road, traffic, and weather), and temporal variables (e.g., time pressure and time of day)

    Measuring the Quality of Arterial Traffic Signal Timing – A Trajectory-based Methodology

    Evaluating the benefits from traffic signal timing is of increasing interest to transportation policymakers, operators, and the public as integrating performance measurements with agencies’ daily signal timing management has become a top priority. This dissertation presents a trajectory-based methodology for evaluating the quality of arterial signal timing, a critical part of signal operations that promises reduced travel time and fewer vehicle stops along arterials as well as improved travelers’ perception of transportation services. The proposed methodology could significantly contribute to performance-oriented signal timing practices by addressing challenges regarding which performance measures should be selected, how performance measurements can be performed cost-effectively, and how to make performance measures accessible to people with limited knowledge of traffic engineering. A review of the current state of practice and research was conducted first, indicating an urgent research need for developing an arterial-level methodology for signal timing performance assessments as the established techniques are mostly based on by-link or by-movement metrics. The literature review also revealed deficiencies of existing performance measures pertaining to traffic signal timing. Accordingly, travel-run speed and stop characteristics, which can be extracted from vehicle GPS trajectories, were selected to measure the quality of arterial signal timing in this research.Two performance measures were then defined based on speed and stop characteristics: the attainability of ideal progression (AIP) and the attainability of user satisfaction (AUS). In order to determine AIP and AUS, a series of investigations and surveys were conducted to characterize the effects of non-signal-timing-related factors (e.g., arterial congestion level) on average travel speed as well as how stops may affect travelers’ perceived quality of signal timing. AIP was calculated considering the effects of non-signal-timing-related factors, and AUS accounted for the changes in the perceived quality of signal timing due to various stop circumstances.Based upon AIP and AUS, a grade-based performance measurement methodology was developed. The methodology included AIP scoring, AUS scoring, and two scoring adjustments. The two types of scoring adjustments further improved the performance measurement results considering factors such as cross-street delay, pedestrian delays, and arterial geometry. Furthermore, the research outlined the process for implementing the proposed methodology, including the necessary data collection and the preliminary examination of the applicable conditions. Case studies based on real-world signal re-timing projects were presented to demonstrate the effectiveness of the proposed methodology in enhancing agencies’ capabilities of cost-effectively monitoring the quality of arterial signal timing, actively addressing signal timing issues, and reporting the progress and outcomes in a concise and intuitive manner

    Studies of Driver Behaviors and Traffic Flow Characteristics at Roadway Intersections

    The performances of intersections and driveway access points are crucial to a road network in terms of efficiency and safety. Driver behavior and traffic flow characteristics at these locations are relatively complex. To better understand these issues and potentially provide guidance to engineers in their designs, a series of studies were performed on the driver behavior and traffic characteristics at intersections and driveway access points based on field experiments or observations. First, a countdown timers study was performed in China about their influences on driver behavior. It was found that the presence of countdown timers may encourage yellow running behavior and late entry into intersections in China. Second, a phase gradient method was proposed for the general application purpose to the studies of driver behavior and traffic characteristics at signalized intersections. A case study on red-light cameras was performed at Knoxville, TN. Third, a study was performed to learn the legal issues and arguments about the usage of red-light cameras for the purpose of generating profits. A variety of engineering measures, mainly dealing with the setting of the traffic signal, which could be potentially used by municipalities or camera vendors to trap red-light runners and thus generating more revenues from the camera system are discussed. Finally, an experiment was conducted to simulate the right-turn issues, which impact the safety and operation efficiency at intersections or driveway access points.     An operational research-based integrated approach for mass evacuation planning of a city

    Large-scale disasters are constantly occurring around the world, and in many cases evacuation of regions of city is needed. ‘Operational Research/Management Science’ (OR/MS) has been widely used in emergency planning for over five decades. Warning dissemination, evacuee transportation and shelter management are three ‘Evacuation Support Functions’ (ESF) generic to many hazards. This thesis has adopted a case study approach to illustrate the importance of integrated approach of evacuation planning and particularly the role of OR/MS models. In the warning dissemination phase, uncertainty in the household’s behaviour as ‘warning informants’ has been investigated along with uncertainties in the warning system. An agentbased model (ABM) was developed for ESF-1 with households as agents and ‘warning informants’ behaviour as the agent behaviour. The model was used to study warning dissemination effectiveness under various conditions of the official channel. In the transportation phase, uncertainties in the household’s behaviour such as departure time (a function of ESF-1), means of transport and destination have been. Households could evacuate as pedestrians, using car or evacuation buses. An ABM was developed to study the evacuation performance (measured in evacuation travel time). In this thesis, a holistic approach for planning the public evacuation shelters called ‘Shelter Information Management System’ (SIMS) has been developed. A generic allocation framework of was developed to available shelter capacity to the shelter demand by considering the evacuation travel time. This was formulated using integer programming. In the sheltering phase, the uncertainty in household shelter choices (either nearest/allocated/convenient) has been studied for its impact on allocation policies using sensitivity analyses. Using analyses from the models and detailed examination of household states from ‘warning to safety’, it was found that the three ESFs though sequential in time, however have lot of interdependencies from the perspective of evacuation planning. This thesis has illustrated an OR/MS based integrated approach including and beyond single ESF preparedness.
