    Analysis of the Effectiveness of Tariffs for Telecommunications Services with Broadband Access

    The purpose of the study was to analyze the efficiency of tariffs of companies providing telecommunications services with broadband access. The analysis was carried out with respect to both the efficiency of the tariff system in general and its individual elements. The structure of costs for services providing access to the Internet and networks of digital television has been studied. The scheme of the analysis of the product and cost parts of the tariff system of telecommunication companies is proposed. The advantages and disadvantages of pricing strategies for telecommunication services are discussed

    Strategic Sensemaking and Political Connections in Unstable Institutional Contexts

    Emerging economies are often characterized by pervasive institutional changes and resultant institutional voids. In the absence of strong formal institutions, firms rely on informal institutions to fill these voids. This article argues that the process of sensemaking for firms in turbulent environments is continuous and dependent on cyclical adjustments connecting performance via a feedback loop to scanning and interpretation. Far from being a one-time occurrence, environmental sensemaking is a process operating in accord with continuous environmental changes. This study’s findings derive from an in-depth analysis of a Russian pharmaceutical firm and an Indian telecommunications firm, and demonstrate that entrepreneurs make sense and gain legitimacy through political connections. The study further finds that improvements in institutional environments reduce the salience of political networks, thereby creating a choice for firms to rely on formed market mechanisms or continue along the path of political connections that evolve to public–private partnerships

    Deregulation and Enterprization in Central and Eastern Telecommunication - a Benchmark for the West?

    The restructuring of telecommunication in Central and Eastern Europe occurs at a time when the classical structures of telecommunication are falling apart worldwide. Coming from the socialist system in which telecommunication did not exist as an independent economic activity, the Eastern European countries have created specific "post-socialist" modes of reform, often outdoing Western countries in terms of speed and radicality. Deregulation and enterprization have dominated the process in all countries, leading to advanced technical standards and a wide segmentation of telecommunication markets. The role of foreign direct investment and technology transfer was particularly important. But the reforms also lead to an increasing social gap between the prosperous users of advanced telecommunication services, and the average citizen for which even telephony has become a luxury good. Our thesis is that CEE telecommunication reform, rather than copying Western models, may become a benchmark for the West, in particular for Western Europe. Technically, the advanced reform countries in Central Europe are about to succeed the leapfrogging process, i.e. the jump from post-war socialist technologies to world-leading edge-of-technology standards. With regard to industry structures, Central and Eastern European countries show that the age of "classical" integrated telecommunication activities is definitely over. Instead, most diversified telecommunication services are integrated in the emerging information sector. Finally, the very notion of telecommunication as an "infrastructure" is put in question for the first time in Eastern Europe. We start to address the two relevant policy issues: modes of regulation, and science and technology policies to accompany the restructuring process.

    Customization of the Telecommunication Market Based on the Application of the Concept of Service Products

    The analysis of the structure and dynamics of the main indicators of the Russian telecommunication services market shows the achievement of saturation state of this market and the exhaustion of extensive sources of growth. Given the presence of a complex of negative socioeconomic factors, the source of maintaining the market positions of telecommunication companies is the customization of the services offered. For this purpose, the concept of the service products can be applied, involving the inclusion of the additional, accompanying and derivative services into the customer service package. The prerequisites for the application of the concept of the service product in the telecommunication field are the availability of the multiattribute properties and interdependence of elements in the product of that field. On the telecommunication market we can consider three types of service products. Customization of the Russian market of telecommunication services is carried out taking into account its strong state protectionism, which is conditioned by the strategic importance and the high social significance of the telecommunication industry. Saturation of the market in the conditions of oligopoly and sophistication of consumers stimulate the telecommunication companies to include in their market offer the service products of all three types

    Digital Divide in Estonia and How To Bridge It

    Estonia is one of the most rapidly developing information societies in Central and Eastern Europe. Still, 61% of the Estonian adult population does not use the Internet. The analysis, carried out by the research company Emor and PRAXIS Center for Policy Studies, looked thoroughly at the reasons and motivation for not using the Internet of this particular population group. The research did not address the issue of the digital divide between countries. The research clearly shows that one third of the current non-users understand the opportunities offered by the Internet and want to take advantage of them, but are limited by a lack of skills and access. Two- thirds of the non-users (40% of the adult population) do not consciously think of the Internet as of an interesting and useful tool; more practical services and an awareness campaign are thus needed for them. The latter group depends on daily routine and already shaped-out habits – it is hard for them to accept the Internet as a new channel of information and management of public affairs. The research draws several interesting conclusions. Among them is that people believe that an Internet bank as a fully developed web-service is a trustworthy partner for managing one’s business independently. At the same time, regarding public sector e-services, people are certain that much depends on the discretion of the public servant and that therefore electronic services do not suffice. Hence, if the public sector were able to offer its services fully on the web like Internet banks, its reliability will increase and negative opinions decline. The fact that “light-users” of the Internet do not consider security on the net a problem is an acknowledgement of the successful efforts by service providers so far. Medical services were pointed out most often by the present non-users as having the potential to motivate them to start using the Internet. PRAXIS and Emor also compiled policy recommendations based on the research results, which are all listed in the final report. The research was carried out by Emor and PRAXIS Center for Policy Studies from January to July 2002. The research was commissioned and financed by the Open Estonia Foundation, the Look@World Foundation and the State Chancellery of the Republic of Estonia.     The Fourth National Climate Assessment, released in November 2018, described the serious impacts of climate change already being felt throughout the U.S., and made clear that the risks to communities all across the country are growing rapidly. These findings, along with those in the 2018 Intergovernmental Panel on Climate Change (IPCC) report should serve as an immediate call to action. Even if we manage to limit planetary warming to just 2 degrees Celsius, the world will still face increased chances of economic and social upheaval from more severe flooding, droughts, heatwaves, and other climate impacts as well as devastating environmental consequences, the IPCC report warns. The consensus from leading scientific research academies within the United States and internationally is clear: multiple lines of evidence indicate, and have indicated for years, that our atmosphere is warming, sea levels are rising, the magnitude and frequency of certain extreme weather events is increasing, and that human activity is the primary driver of climate change. As described in the IPCC Special Report, the consensus is that countries around the world must rapidly decarbonize their economies, cutting greenhouse gas emissions in half by 2030 and to near zero by 2050. The U.S. Department of Defense, and leaders within the defense and national security communities, have also recognized climate change as a “national security issue” that requires adapting military operations and planning to ensure readiness. Despite our understanding of the consequences we will face and the urgency to act, U.S. GHG emissions from fossil fuel combustion increased by 2.7 percent in 2018, according the Rhodium Group. Clearly more action is needed. While we all recognize the importance of transportation in our daily lives and for our economy, it is also important to recognize that the transportation sector is the largest contributor of GHG emissions in the United States, and is already facing significant impacts from climate change. There is an urgent need, therefore, to transition to a low-carbon and more resilient transportation system. Such a transition would not only reduce emissions and fight climate change, it also would bring additional important benefits, including protecting public health by reducing conventional air pollution, providing more mobility options, and driving innovation and economic growth through policy action and through public and private investment

    Evolution and Competition in the Market for Handheld Computers

    Since the early 1990s, electronic organisers or electronic agendas have been evolving towards fully fledged, but miniature, computers. This paper is a case study about this market. Uniquely, and reminiscent of the home computer market in the 1980s, this is a market for personal computers not dominated by Microsoft. Or at least, not yet. In tracking the evolution of this market, the paper points especially to the importance of networking and standardization. The market for handheld computers is a small market, compared to the units shipped in the market for PCs. Nevertheless a surprisingly large number of vendors has been and still is active in this market. During the short history of this market, there have been several periods where technological breakthroughs created expectations of huge growth, with entry by new suppliers as a result. As the dust settled, the losers either changed strategy, or left the market altogether. The paper will argue that standardization and networking are major factors in explaining competitive success and the recent growth of the industry.industrial organization ;
