    A Review of Evaluation Techniques for Social Dialogue Systems

    In contrast with goal-oriented dialogue, social dialogue has no clear measure of task success. Consequently, evaluation of these systems is notoriously hard. In this paper, we review current evaluation methods, focusing on automatic metrics. We conclude that turn-based metrics often ignore the context and do not account for the fact that several replies are valid, while end-of-dialogue rewards are mainly hand-crafted.     Representative Names of Computing Degree Programs Worldwide

    Through the auspices of ACM and with support from the IEEE Computer Society, a task group charged to prepare the IT2017 report conducted an online international survey of computing faculty members about their undergraduate degree programs in computing. The purpose of this survey was to clarify the breadth of and disparities in nomenclature used by diverse communities in the computing field, where a word or phrase can mean different things in different computing communities. This paper examines the English-language words and phrases used to name the computing programs of almost six hundred survey respondents, and the countries in which those names are used. Over eight hundred program names analysed in this paper reveal six program names that together account for more than half of all program names. The paper goes on to consider possible correspondence between reported program names and the five areas of computing identified by the ACM. Names such as computer science and information technology appear to dominate, but with different meanings, while the names of other computing disciplines show clear geographic preferences. Convergence towards a very small number of highly representative program names in computing education worldwide might be deceptive. The paper calls for further examination and international collaborations to align program names with program curriculum content

    Analysing Scientific Collaborations of New Zealand Institutions using Scopus Bibliometric Data

    Scientific collaborations are among the main enablers of development in small national science systems. Although analysing scientific collaborations is a well-established subject in scientometrics, evaluations of scientific collaborations within a country remain speculative with studies based on a limited number of fields or using data too inadequate to be representative of collaborations at a national level. This study represents a unique view on the collaborative aspect of scientific activities in New Zealand. We perform a quantitative study based on all Scopus publications in all subjects for more than 1500 New Zealand institutions over a period of 6 years to generate an extensive mapping of scientific collaboration at a national level. The comparative results reveal the level of collaboration between New Zealand institutions and business enterprises, government institutions, higher education providers, and private not for profit organisations in 2010-2015. Constructing a collaboration network of institutions, we observe a power-law distribution indicating that a small number of New Zealand institutions account for a large proportion of national collaborations. Network centrality concepts are deployed to identify the most central institutions of the country in terms of collaboration.     Systematic review of question answering over knowledge bases

    Over the years, a growing number of semantic data repositories have been made available on the web. However, this has created new challenges in exploiting these resources efficiently. Querying services require knowledge beyond the typical user’s expertise, which is a critical issue in adopting semantic information solutions. Several proposals to overcome this dif- ficulty have suggested using question answering (QA) systems to provide user‐friendly interfaces and allow natural language use. Because question answering over knowledge bases (KBQAs) is a very active research topic, a comprehensive view of the field is essential.     The right price of food: reflections on the political economy of policy analysis and communication.

    Only a few years ago the widely shared view was that low food prices were a curse to developping countries and poor.The dramatic increase of food prices in 2006-2008 appears to have fundamentally altered this view. The vast majority of analyses and reports in 2008 and 2009 state that high food prices have e devastating effect on developing countries and the world's poor. This reversal of opinion raises questions about the old and the new arguments and about the proposed remedies. It also raises questions about the causes of this dramatic turnaround in analysis and policy conclusions. In this paper I document these changes in perspective and I discuss potential implications and offer hypotheses on the cause of the change in views.
