Communicating for change: media and agency in the networked public sphere
This paper is aimed at anyone who is interested in the role of media as an influence on power and policy. It especially about the role of news journalism, NGOs and other activists who use communication for change. It looks at the context for those actors and their actions. It asks how much the Internet and social networks are changing advocacy. It takes an ethical and political rather than technological or theoretical approach. It ask whether the âpublic sphereâ needs to be redefined. If that is the case, I argue, then we need to think again about journalism, advocacy communications and the relationship between mediation and social, political or economic change. I would identify three overlapping, interrelated media dynamics that might add up to the need for a new notion of the public sphere: the disruption of communication power; the rise of networked journalism; the dual forces for online socialisation and corporatisation. This is not only a theoretical concern. From these dynamics flow all the other arguments about what kind of media we want or need, and what effect it will have on our ability to communicate particular kinds of issues or information. Unless we understand the strategic context of these changes we will continue to make the kind of tactical blunders that Kony2012, for example, represents. This is not just an academic question, it is an ethical, political and practical set of problems
Improving sustainability through intelligent cargo and adaptive decision making
In the current society, logistics is faced with the challenge to meet more stringent sustainability goals. Shippers and transport service providers both aim to reduce the carbon footprint of their logistic operations. To do so, optimal use of logistics resources and physical infrastructure should be aimed for. An adaptive decision making process for the selection of a specific transport modality, transport provider and timeslot (aimed at minimisation of the carbon footprint) enables shippers to achieve this. This requires shippers to have access to up-to-date capacity information from transport providers (e.g. current and scheduled loading status of the various transport means and information on carbon footprint) and traffic information (e.g. city logistics and current traffic information). A prerequisite is an adequate infrastructure for collaboration and open exchange of information between the various stakeholders in the logistics value chain to obtain the up-to-date information. This paper gives a view on how such an advanced information infrastructure can be realised, currently being developed within the EU iCargo project. The paper describes a reference logistics value chain, including business benefits for each of the roles in the logistics value chain of aiming for sustainability. A case analysis is presented that reflects a practical situation in which the various roles collaborate and exchange information for realizing sustainability goals, using adaptive decision making for selecting a transport modality, transport provider, and timeslot. Experimental and Creative Approaches to Collecting and Distributing New Media Art within Regional Arts Organisations
This article is an overview of preliminary research undertaken for the creation of a framework for collecting and distributing new media art within regional art galleries in the U.K. From the 1960s, artists have experimented using computers and software as production tools to create artworks ranging from static, algorithmic drawings on paper to installations with complex, interactive and process-oriented behaviours. The art-form has evolved into multiple strands of production, presentation and distribution. But are we, as collectors, researchers, artists and enthusiasts facing an uncertain future concerning the integration of new media art into institutional cultural organisations? Recently, concerns have been raised by curators regarding the importance of learning how to collect new media art if there is to be any hope of preserving the artworks as well as their histories. Traditional collections management approaches must evolve to take into account the variable characteristics of new media artworks. As I will discuss in this article, although regarded as a barrier to collecting new media artworks, artists and curators at individual institutions have recently taken steps to tackle curatorial and collections management activities concerning the often unpredictable and unstable behaviours of new media artworks by collaboration and experimentation. This method has proved successful with some mainstream, university and municipal galleries prior to acquiring or commissioning new artworks into their collections. This paper purports that by collaboration, experimentation and the sharing of knowledge and resources, these concerns may be conquered to preserve and make new media art accessible for future generations to enjoy and not to lament over its disappearance

Europe and the world face a moment of transformation. The global financial crisis wiped out years of
economic and social progress, exposed structural weaknesses in world economies and emphasised
the importance of the real economies and strong industries. Modernisation and digitalisation of the
industrial base together with the promotion of a competitive framework for industry through research,
technology and innovation are drivers for recovery. Innovation, and particularly open innovation, is a
key factor of global competitiveness.
The European Commission (EC) addresses international cooperation policy in a wider framework and
adapts to the evolving needs of partner countries at different stages of development (EC, 2018a). Latin
America and the Caribbean countriesâ (LAC) and the European Unionâs (EU) cooperation on science,
technology and innovation has a long history based on cultural roots and common concerns. They
share a strategic bi-regional partnership, which was launched in 1999 and stepped up significantly in
recent years. The two regions co-operate closely at international level across a broad range of issues
and maintain an intensive political dialogue at all levels. EU-LAC relationships are moving from a
traditional cooperation model towards a learning model, where sharing experiences and learning from
innovations appear to be decisive (OECD, 2014).
This paper focuses on the challenges that innovation nowadays poses to international relations and
diplomacy. It is based on the evidence gained by the research team from participation in several EULAC
projects, especially the ELAN Network project coordinated by TECNALIA, the INNOVACT project as
well as other projects and activities

We define social media as online or digital technologies that serve to connect people, information and organisations through networks. The term evolved as a way to -distinguish the emerging online -information platforms from traditional "broadcast media" -- TV, radio, film, newspapers -- by highlighting that these new tools -were "socialised" and allowed the audiences to contribute to their content. Social media have therefore become defined in relation to these existing media channels, but in fact they have their ancestry in existing social technologies, like the telephone and the letter. Aiming for ultra-scalable ePortfolio distribution using peer-to-peer networks
In this paper the authors discuss how peer-to-peer technology offers a practical solution to building highly scalable Europe-wide and worldwide ePortfolio networks over existing network infrastructures.This solution also offers the effect of empowering individuals through moving the management and storage responsibilities onto the portfolio owners, decoupling users from any single institutional ePortfolio service provider The authors do not present this solution as the single way forward, but as an alternative to what is seen as a mainly client-server and Web-based approach to ePortfolio development, and to encourage developers to explore the possibilities for ePortfolio integration with emerging and relatively immature technologies. A prototype implementation is reported and future developments described
Shared talent: an exploration of the potential of the 'Shared Talent' collaborative and hands on educational experience for enhanced learning around sustainability in fashion practice
Shared Talent is a fashion for sustainability framework, developed by Dilys Williams to facilitate a means for fashion designers to exchange expertise with other protagonists across the supply chain, transcending traditional divisions, be they linguistic, geographic, or discipline based.
In 2009, Shared Talent India brought together a diverse group of like-minded designers to share their ideas about fashion, challenge their motivations as designers, and question how they create collections. Equipped with research carried out through Shared Talent 1 and 2, and geographically specific research in a number of locations across India, their collaborative concepts were realised with beautiful results.
Through partnership between Defraâs led Sustainable Clothing Roadmap and the Indian Government under the UK:India Sustainable Development Dialogue, Shared Talent India explored and shared knowledge on sustainable design practice with established and emerging designers, makers and NGOs. Participants included twelve designers, based both in the UK and India, suppliers and communities of Indian textile producers, buyers and undergraduates from London College of Fashion, Pearl Academy of Fashion Delhi, and Amsterdam Fashion Institute. The research outcomes aim to innovate towards improved ecological, ethical and cultural criteria in selecting and creating collections, and a means to connect designers and buyers to more sustainable textiles in India.
Outputs are available as an open-source online resource to help fashion designers, researchers, students, entrepreneurs and businesses to establish strategies for sourcing sustainability from India; the resource is a culmination of the collaboration and includes contribution by key project team members, project managed by Alex McIntosh and led by Dilys Williams

A Tale of Evaluation and Reporting in UK Smart Cities
Global trends towards urbanisation are associated with wide-ranging challenges and opportunities for cities. Smart technologies create new opportunities for a range of smart city development and regeneration programmes designed to address the environmental, economic and social challenges concentrated in cities. Whilst smart city programmes have received much publicity, there has been much less discussion about evaluation of smart city programmes and the measurement of their outcomes for cities. Existing evaluation approaches have been criticised as non-standard and inadequate, focusing more on implementation processes and investment metrics than on the impacts of smart city programmes on strategic city outcomes and progress. To examine this, the SmartDframe project conducted research on city approaches to the evaluation of smart city projects and programmes, and reporting of impacts on city outcomes. This included the âsmarterâ UK cities of Birmingham, Bristol, Manchester, Milton Keynes and Peterborough. City reports and interviews with representative local government authorities informed the case study analysis. The report provides a series of smart city case studies that exemplify contemporary city practices, offering a timely, insightful contribution to city discourse about best practice approaches to evaluation and reporting of complex smart city projects and programmes
