    A review of new and existing non-extractive techniques for monitoring marine protected areas

    Publication history: Accepted - 23 June 2023; Published - 19 July 2023.Ocean biodiversity loss is being driven by several anthropogenic threats and significant efforts are required to halt losses and promote healthy marine ecosystems. The establishment of a network of Marine Protected Areas (MPAs) can help restrict damaging activities and have been recognised as a potential solution to aid marine conservation. When managed correctly they can deliver both ecological and socio-economic benefits. In recent times, MPA designations have increased rapidly while many countries have set future MPA targets for the decades ahead. An integral element of MPA management is adequate monitoring that collects data to assess if conservation objectives are being achieved. Data acquired by monitoring can vary widely as can the techniques employed to collect such data. Ideally, non-destructive and non-invasive methods are preferred to prevent damage to habitats and species, though this may rule out a number of traditional extractive sampling approaches such as dredges and trawls. Moreover, advances in ocean observation technologies enable the collection of large amounts of data at high resolutions, while automated data processing is beginning to make analyses more logistically feasible and less time-consuming. Therefore, developments to existing marine monitoring techniques and new emerging technologies have led to a diverse array of options when choosing to implement an MPA monitoring programme. Here, we present a review of new and existing non-extractive techniques which can be applied to MPA monitoring. We summarise their capabilities, applications, advantages, limitations and possible future developments. The review is intended to aid MPA managers and researchers in determining the suitability of available monitoring techniques based on data requirements and site conditions.This research was funded through the Marine Protected Area Monitoring and Management (MarPAMM) project, which is supported by the European Union’s INTERREG VA Programme, managed by the Special EU Programmes Body (SEUPB) with matching funding from the Government of Ireland, the Northern Ireland Executive, and the Scottish Government.     Developing an Ecological Social Justice Framework for Ocean Energy Technologies: Case Studies From the Phillipines

    Unless subjected to skeptical and conscious scrutiny, environmentally-friendly ocean energy technologies can become Trojan machines of social inequity due to the subtle re-organizing influences of technologies on culture and the society. Environmental laws that promote or regulate ocean energy technologies can act as Trojan legal regimes in the absence of a framework for assessing and anticipating their adverse impacts on social justice. Environmental justice is inadequate for this task, so an alternative framework is proposed: ecological social justice, drawn from the Third Worlds perspective of sustainable development as equitable sharing. Though overshadowed by the prevalent notion of sustainable development as limits to growth, a review of international environmental law shows that the ideas of equitable sharing have persisted, underpinning demands for more equitable distribution of resources and environmental amenities, greater public participation in decision-making, and special attention in favor of specified social groups. Beginning with the critiques of environmental justice and then drawing upon a substantivist view of the role of the Economy as an ecological link between Society and Nature, a sketch of ecological social justice is drawn. The assessment of whether specific legal regimes or their implementation promote or hinder social justice revolve around three focal points: distribution, recognition, and participation, and pay special attention to the role of culture and power in society. The assessment also incorporates and emphasizes the local conception of social justice in order to remain true to its ecological character. To demonstrate, the paper conducts detailed case studies of the Philippines. The 1987 Constitution established a right to environment as a result of the historical evolution of a constitutional policy of promoting social justice, This caused Philippine environmental and ocean resource laws to incorporate provisions that promote ecological social justice. Analysis of Philippine ocean environment and energy laws and two internationally-recognized ocean energy projects reveals insights into how even the most environmentally-friendly but complex technologies can lead to domination and oppression, and how guiding ideals of equitable sharing at the local levels can lead to more socially-just solutions

    In the last years sustainability has become a topic of global concern and a key issue in the strategic agenda of both business organizations and public authorities and organisations. Significant changes in business landscape, the emergence of new technology, including social media, the pressure of new social concerns, have called into question established conceptualizations of competitiveness, wealth creation and growth. New and unaddressed set of issues regarding how private and public organisations manage and invest their resources to create sustainable value have brought to light. In particular the increasing focus on environmental and social themes has suggested new dimensions to be taken into account in the value creation dynamics, both at organisations and communities level. For companies the need of integrating corporate social and environmental responsibility issues into strategy and daily business operations, pose profound challenges, which, in turn, involve numerous processes and complex decisions influenced by many stakeholders.
