Volcanic Activity: Processing of Observation and Remote Sensing Data (VAPOR)

The World Bank makes a very clear distinction between disasters and natural phenomena. Natural phenomena are events like volcanic eruptions. A disaster only occurs when the ability of the community to cope with natural phenomenon has been surpassed, causing widespread human, material, economic or environmental losses. By these definitions, volcanic eruptions do not have to lead to disasters. On November 13, 1985, the second most deadly eruption of the twentieth century occurred in Colombia. Within a few hours of the eruption of the Nevado del Ruiz volcano, 23,000 people were dead because no infrastructure existed to respond to such an emergency. Six years later, the 1991 eruption of Mount Pinatubo in the Philippines was the largest volcanic eruption in the 21st century to affect a heavily populated area. Because the volcano was monitored, early warning of the eruption was provided and thousands of lives were saved. Despite these improvements, some communities still face danger from volcanic events and volcano-monitoring systems still require further development. There remain clear gaps in monitoring technologies, in data sharing, and in early warning and hazard tracking systems. A global volcano-monitoring framework such as the VIDA framework can contribute to filling these gaps. VIDA stands for “VAPOR Integrated Data-sharing and Analysis” and is also the Catalan and Spanish word for ‘life’. The ultimate goal for this project is to help save the lives of people threatened by volcanic hazards, while protecting infrastructure and contributing to decision support mechanisms in disaster risk management scenarios

PLA Logistics and Sustainment: PLA Conference 2022

The US Army War College People’s Liberation Army Conference (PLA) Conference was held March 31 to April 2, 2022, at Carlisle Barracks, Pennsylvania. The conference focused on PLA logistics and sustainment. As the PLA continues to build and modernize its combat forces, it is important to examine if the capabilities meant to support combat operations are also being developed. Specific topics included: 1) China’s national-level logistics, including how China mobilizes national resources for the military and how it provides joint logistics support to the PLA Theater Commands; 2) the logistics capabilities of the different PLA services, especially the Army, Navy, and Air Forces; 3) PLA logistics in China’s remote regions, such as airpower projection in the Western Theater Command along the Indian border; and, 4) the PLA’s ability to sustain overseas operations at its base in Djibouti. Despite notable potential shortfalls and points of friction, the PLA has successfully sustained counterpiracy maritime operations for many years and conducted noncombatant evacuation operations well-distant from China. It is increasingly able to move forces across the vast distances of China and conduct large training exercises. Far more must be known about PLA sustainment and logistics before the hard questions about PLA operational reach and endurance can be answered.https://press.armywarcollege.edu/monographs/1954/thumbnail.jp

Next generation mine countermeasures for the very shallow water zone in support of amphibious operations

This report describes system engineering efforts exploring next generation mine countermeasure (MCM) systems to satisfy high priority capability gaps in the Very Shallow Water (VSW) zone in support of amphibious operations. A thorough exploration of the problem space was conducted, including stakeholder analysis, MCM threat analysis, and current and future MCM capability research. Solution-neutral requirements and functions were developed for a bounded next generation system. Several alternative architecture solutions were developed that included a critical evaluation that compared performance and cost. The resulting MCM system effectively removes the man from the minefield through employment of autonomous capability, reduces operator burden with sensor data fusion and processing, and provides a real-time communication for command and control (C2) support to reduce or eliminate post mission analysis.http://archive.org/details/nextgenerationmi109456968N

Explosive Weapon Effects

Motivated by its strategic goal to improve human security and equipped with subject expertise in explosive hazards, the GICHD launched a research project to characterise explosive weapons. The GICHD perceives the debate on explosive weapons in populated areas (EWIPA) as an important humanitarian issue. The aim of this research into explosive weapons characteristics and their immediate, destructive effects on humans and structures, is to help inform the ongoing discussions on EWIPA, intended to reduce harm to civilians. The intention of the research is not to discuss the moral, political or legal implications of using explosive weapon systems in populated areas, but to examine their characteristics, effects and use from a technical perspective
