    APS200 project – the place of science in policy development in the public service

    The report aims to achieve better government outcomes through facilitating the effective use of scientific input in policy development in the public service. The Australian Public Service (APS) is increasingly tasked with solving complex policy problems that require significant input from science in order to address them fully and appropriately. Policy making within the APS needs to be based on a rigorous, evidence‐based approach that routinely and systematically draws upon science as a key element. The Australian Government’s investment in science, research and innovation capacity supports a long‐term vision to address national challenges and open up new opportunities. This investment is also significant, with the Commonwealth providing $8.9 billion to support science, research and innovation in 2012‐13. There is an opportunity to harness this investment to address complex societal challenges, by ensuring that scientific research and advice is more effectively incorporated in the development of evidence‐based policy. There is an opportunity for policy makers to make better use of the science capacity provided by our science institutions, including publicly funded research agencies and other science agencies, universities, Cooperative Research Centres and Medical Research Institutes. There is also an opportunity to capitalise on the willingness of scientists to contribute their research results to the policy making process

    Research for better aid: an evaluation of DFAT’s investments

    Assesses the degree to which the investment by the Australian aid program into research has been appropriate, effective and efficient, and provides recommendations for improving DFAT’s future management of research investment. Foreword Explores how research investment can be best managed to ensure DFAT supports aid innovation and high-quality aid program and policy decision-making. The evaluation focuses on whether the management of DFAT’s considerable development research investment has been appropriate, effective and efficient. Employing a multi-dimensional evaluation method, it draws on the experiences of DFAT staff and stakeholders, as well as the available expenditure data, in arriving at a set of well-supported findings and recommendations. The report makes several important points about the need for DFAT to have a clear sense about why and how it funds research. The department’s managers and officers need especially to be conscious of the effectiveness and efficiency risks implicit in their highly devolved form of research investment management. These risks will be reduced if robust knowledge management systems and a strong culture of research use are embedded in the department. The experience of other aid donors indicates that achieving this will be a significant challenge. The evaluation also makes a finding with clear implications for the way the department engages with research institutions in partner countries. It shows that, while the department’s research funding to Australian institutions increased significantly from 2005 to 2013, the level of direct funding to partner country institutions did not increase to the same extent and was, indeed, flat over the last five years of that period. There are clear benefits to be had in building research capacity in those institutions, either directly or through partnerships with Australian and international researchers. Given Australia’s ongoing investment in the Pacific, this may be a region in which future research funding can be focused.   &nbsp

    The Development of an Evaluation Framework for eGovernment Systems

    This paper is a positioning paper which outlines a proposal for engaging in the evaluation of eGovernment systems. The primary purpose of our proposed research is to develop, apply, test, and disseminate an evaluation framework which can support continuous, adaptable, and reflective evaluation of eGovernment systems. The theoretical bases for the methodology will be the Information Systems (IS), Soft Systems Methodology, SSM (Checkland and Scholes, 1990) which provides the platform for the analyses of the ‘soft’ aspects (e.g. human, political, cultural and organisational factors) and the Hard Systems Methodology (HSM) which provides methods and tools for quantitative measures and analyses of the system. A further three interrelated bases are: Reflective Practice, Organisational Learning (OL), and Information and Knowledge Management (IKM). Some of the key underlying principles to a successful evaluation framework are good data collection and analyses methods, an evaluative reflective practice approach whichentails the complete process of identification and analysis of strengths and problems, followed by rigorous testing, implementation, and revision of solutions. Such a cycle encourages organisational learning and promotes continuous improvement to both the evaluation framework and system. Additionally, it aims to cultivate an organisational culture that supports evaluation through reflection, continuous learning, and knowledge management which facilitates knowledge creation, capture, sharing, application and dissemination

    Why tracing a locality's networked governance is worthwhile

    The transition from government to governance brings about a shift in performance evaluation. The focus can no longer be on an individual entity, but must extend into considering how a collective of government and non-government institutions achieves the outcomes sought. How can this evaluation task proceed? While applying the formal methods of social network analysis (SNA) to measuring, analysing and managing networked governance may seem obvious to some, such a solution seems to have been avoided over many decades. SNA tools that non-experts can use have been released in recent past, providing opportunities in learning-by-doing among practitioners and scholars with responsibilities or interests in public sector management. The overarching aim in this paper is to promote adoption of an open-source software tool - NodeXL - as one pathway toward understanding and improving networked governance situations, and toward communicating results to others. It begins by establishing three areas of information needs held by Australia's local governments, where undertaking a pilot study could be useful. They are, local government's real positioning with other decision-makers in the networked governance that is Australian federalism; world better practice in risk governance, given the significant exposure of Australian councils to natural disaster events; and measuring change over time in governance capital, as a component in the capitals approach to measuring sustainable development. Establishing functional and spatial boundaries was a key step in design, with the choice being environment protection and natural resources management in the 350km2 catchment area of the Wonboyn Lake estuary on the far south coast of New South Wales. A Web search of documents containing the terms 'Wonboyn Lake' or 'Wonboyn River' then followed. One hundred and twenty nine documents were retrieved. Analysing their contents led to identifying over two hundred institutional actors either transmitting or receiving knowledge relevant to the locality. Some 420 communications taking place between 1967 and 2011 were identified, and tagged according to year of transmission. The decision-making level within which each institutional actor operated; and whether industry, regulator, external researcher or stakeholder were other characteristics recorded. A 421 x 2 matrix of Wonboyn data was then pasted into the NodeXL template operating on MS Excel 2007/2010. Resource materials downloaded from the Web supported the learning-by-doing element of the pilot study. Four visualisations on networked environmental governance are provided. The first shows unmodified data as a graph in random layout. Its purpose is to provide a benchmark against which some of the SNA procedures available for analysing data can be compared. Then follow three graph layouts, each designed to meet the areas of information need established at the study's beginning. Results suggest, in the author's opinion, any time invested in learning-by-doing with NodeXL will reward those wishing to understand, manage and communicate the complexity that is networked governance. Suggestions on how the Australian Centre for Excellence in Local Government, and practitioners in local councils, could be early adopters of this innovation by using data already available to them are offered, so that they may undertake similar pilot studies

    With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks

    Human Capital plays an important role in organization. It is the heart of the organization strategy. Many factors embeded in it. Public Service employees as government human capital instead of the contract employees. The quality of the Public Service Employee has recently become a major issue. It is widely known that Public Service employee is lacking of disciplin. The issue discuss most in Public service employee’s disciplinary is absentheeism. This study presents factors that influence the Public Service employee’s disciplinary in Faculty of Medicine of Diponegoro University. This research purposes will support the decision – making process to increase the Faculty of Medicine of Diponegoro University employee’s disciplinary, this study proposing some models analyzed by SEM. The study population is administration staffs in Faculty of Medicine of Diponegoro University for both Public Service employees and contract employees. The respondents are 120 employees whose given some questionaires related to the study. The result of the data analysis shows that the human capital is influenced by knowledge sharing, empowerment and workplace environment.
