    State-of-the-art assessment on the implementations of international core data models for public administrations

    Public administrations are often still organised in vertical, closed silos. The lack of common data standards (common data models and reference data) for exchanging information between administrations in a cross-domain and/or cross-border setting stands in the way of digital public services and automated flow of information between public administrations. Core data models address this issue, but are often created within the closed environment of a country or region and within one policy domain. A lack of insight exists in understanding and managing the life-cycle of these initiatives on public administration information systems for data modelling and data exchange. In this paper, we outline state-of-the-art implementations and vocabularies linked to the core data models. In particular we inventoried and selected existing core data models and identified tendencies in current practices based on the criteria creation, use, maintenance and coordination. Based on the analysis, this survey suggest research directions for policy and information management studies pointing to best practices regarding core data model implementations and their role in linking isolated data silos within a cross-country context. Finally we highlight the differences in their coordination and maintenance, depending on the state of creation and use

    This open access State-of-the-Art Survey describes and documents the developments and results of the Once-Only Principle Project (TOOP). The Once-Only Principle (OOP) is part of the seven underlying principles of the eGovernment Action Plan 2016-2020. It aims to make the government more effective and to reduce administrative burdens by asking citizens and companies to provide certain standard information to the public authorities only once. The project was horizontal and policy-driven with the aim of showing that the implementation of OOP in a cross-border and cross-sector setting is feasible.     Methodology for enterprise interoperability assessment

    Dissertação para obtenção do Grau de Mestre em Engenharia Electrotécnica e de ComputadoresWith the evolution of modern enterprises and the increasing market competitiveness, the creation of ecosystems with large amounts of data and knowledge generally needing to be exchanged electronically, is arising. However, this enterprise inter and intra-connectivity is suffering from interoperability issues. Not visible when it is effective, the lack of interoperability poses a series of challenging problems to the industrial community, which can reduce the envisaged efficiency and increase costs. Those problems are mostly caused by misinterpretations of data at the systems level, but problems at the organizational and human levels may pose equivalent difficulties. Existing research and technology provides several frameworks to assist the development of collaborative environments and enterprise networks with well-defined methods to facilitate interoperability. Nonetheless, the interoperability process is not guaranteed and is not easily sustainable, changing upon frequent market and requirement variations. For these reasons, there is a need for a testing methodology to assess the capability of enterprises to cooperate at a certain point in time. This dissertation proposes a methodology to assess that capability, with a corresponding framework to evaluate the interoperability process, applying eliminatory tests to assess the structure of the organizations, the conceptual models and their implementation. This work contributes to increase the chances enterprises have of interoperating effectively, and enables the adoption of extraordinary measures to improve their current interoperability situation

    EU WATER POLICY: RESEARCH DEVELOPMENTS AND NEW MANAGEMENT TOOLS

    At the end of 2000, the European Commission published its Water Framework Directive (WFD) in the Official Journal of the European Communities (2000/60/EC). This new legislation provides for achieving the sustainable management of water resources through its 26 articles that focus primarily on the improvement and protection of the quality of European water resources. The WFD adopts an integrated approach, based upon general principles deriving mainly from four disciplinary approaches, Geography; Ecology; Economics and Sociology. The new challenges posed to the people responsible for the management of water resources across the European Union include the "marrying" of existing national policies with the stipulations of the WFD. Research can support this transition by identifying compatibility and conflicts between legislative instruments, and by encouraging trans-national cooperative relationships. A relevant role of research is also foreseen in providing criteria and tools for conflict resolution by representing the goals of sustainable management in an objective and transparent way. The elaboration required for making planning decisions are increasing in number and complexity, requiring tools that help to organise and communicate the data that should be used to describe the decision context in terms of sustainability, in a holistic way by including environmental, economic and social information. These problems are being addressed by the MULINO Project, a 3-year research program aiming at producing a Decision Support System that will assist water managers in responding to the evolution of policies and management methodologies. The development of the system, which will be prepared in a software format, is being steered by a group of people from European water authorities. This steering committee is contributing to the policy analysis component of the research and to the software design which aims to be applicable in five different national contexts.     Application of Text Analytics in Public Service Co-Creation: Literature Review and Research Framework

    The public sector faces several challenges, such as a number of external and internal demands for change, citizens' dissatisfaction and frustration with public sector organizations, that need to be addressed. An alternative to the traditional top-down development of public services is co-creation of public services. Co-creation promotes collaboration between stakeholders with the aim to create better public services and achieve public values. At the same time, data analytics has been fuelled by the availability of immense amounts of textual data. Whilst both co-creation and TA have been used in the private sector, we study existing works on the application of Text Analytics (TA) techniques on text data to support public service co-creation. We systematically review 75 of the 979 papers that focus directly or indirectly on the application of TA in the context of public service development. In our review, we analyze the TA techniques, the public service they support, public value outcomes, and the co-creation phase they are used in. Our findings indicate that the TA implementation for co-creation is still in its early stages and thus still limited. Our research framework promotes the concept and stimulates the strengthening of the role of Text Analytics techniques to support public sector organisations and their use of co-creation process. From policy-makers' and public administration managers' standpoints, our findings and the proposed research framework can be used as a guideline in developing a strategy for the designing co-created and user-centred public services

    The Road Ahead for State Assessments

    The adoption of the Common Core State Standards offers an opportunity to make significant improvements to the large-scale statewide student assessments that exist today, and the two US DOE-funded assessment consortia -- the Partnership for the Assessment of Readiness for College and Careers (PARCC) and the SMARTER Balanced Assessment Consortium (SBAC) -- are making big strides forward. But to take full advantage of this opportunity the states must focus squarely on making assessments both fair and accurate.A new report commissioned by the Rennie Center for Education Research & Policy and Policy Analysis for California Education (PACE), The Road Ahead for State Assessments, offers a blueprint for strengthening assessment policy, pointing out how new technologies are opening up new possibilities for fairer, more accurate evaluations of what students know and are able to do. Not all of the promises can yet be delivered, but the report provides a clear set of assessment-policy recommendations. The Road Ahead for State Assessments includes three papers on assessment policy.The first, by Mark Reckase of Michigan State University, provides an overview of computer adaptive assessment. Computer adaptive assessment is an established technology that offers detailed information on where students are on a learning continuum rather than a summary judgment about whether or not they have reached an arbitrary standard of "proficiency" or "readiness." Computer adaptivity will support the fair and accurate assessment of English learners (ELs) and lead to a serious engagement with the multiple dimensions of "readiness" for college and careers.The second and third papers give specific attention to two areas in which we know that current assessments are inadequate: assessments in science and assessments for English learners.In science, paper-and-pencil, multiple choice tests provide only weak and superficial information about students' knowledge and skills -- most specifically about their abilities to think scientifically and actually do science. In their paper, Chris Dede and Jody Clarke-Midura of Harvard University illustrate the potential for richer, more authentic assessments of students' scientific understanding with a case study of a virtual performance assessment now under development at Harvard. With regard to English learners, administering tests in English to students who are learning the language, or to speakers of non-standard dialects, inevitably confounds students' content knowledge with their fluency in Standard English, to the detriment of many students. In his paper, Robert Linquanti of WestEd reviews key problems in the assessment of ELs, and identifies the essential features of an assessment system equipped to provide fair and accurate measures of their academic performance.The report's contributors offer deeply informed recommendations for assessment policy, but three are especially urgent.Build a system that ensures continued development and increased reliance on computer adaptive testing. Computer adaptive assessment provides the essential foundation for a system that can produce fair and accurate measurement of English learners' knowledge and of all students' knowledge and skills in science and other subjects. Developing computer adaptive assessments is a necessary intermediate step toward a system that makes assessment more authentic by tightly linking its tasks and instructional activities and ultimately embedding assessment in instruction. It is vital for both consortia to keep these goals in mind, even in light of current technological and resource constraints.Integrate the development of new assessments with assessments of English language proficiency (ELP). The next generation of ELP assessments should take into consideration an English learners' specific level of proficiency in English. They will need to be based on ELP standards that sufficiently specify the target academic language competencies that English learners need to progress in and gain mastery of the Common Core Standards. One of the report's authors, Robert Linquanti, states: "Acknowledging and overcoming the challenges involved in fairly and accurately assessing ELs is integral and not peripheral to the task of developing an assessment system that serves all students well. Treating the assessment of ELs as a separate problem -- or, worse yet, as one that can be left for later -- calls into question the basic legitimacy of assessment systems that drive high-stakes decisions about students, teachers, and schools." Include virtual performance assessments as part of comprehensive state assessment systems. Virtual performance assessments have considerable promise for measuring students' inquiry and problem-solving skills in science and in other subject areas, because authentic assessment can be closely tied to or even embedded in instruction. The simulation of authentic practices in settings similar to the real world opens the way to assessment of students' deeper learning and their mastery of 21st century skills across the curriculum. We are just setting out on the road toward assessments that ensure fair and accurate measurement of performance for all students, and support for sustained improvements in teaching and learning. Developing assessments that realize these goals will take time, resources and long-term policy commitment. PARCC and SBAC are taking the essential first steps down a long road, and new technologies have begun to illuminate what's possible. This report seeks to keep policymakers' attention focused on the road ahead, to ensure that the choices they make now move us further toward the goal of college and career success for all students.
