Governance in niche development for a transition to a new mobility regime
Urban mobility is a difficult sustainability challenge; measures to reduce transport impacts produce only marginal reductions in overall energy use and CO2 emissions. Even fuel switch to electric vehicles and measures to manage traffic produce insufficient improvements. Seeking transport sustainability within the existing socio-technical regime involves policy approaches for dense cities to provide high-capacity, corridor-based public transport, expecting people to arrange their lives around such transport systems. Yet this socio-technical regime ill-fits modern mobility needs.
The reluctance to use public transport stems much from this 150 year old regime configuration. The social-technical landscape has shifted significantly: travel patterns are increasingly dispersed in space and time â not funnelled into traditional corridor peak-hour movements. The key is not getting people to return to travel patterns of 100 years ago, but in a transition to a socio-technical transport regime that delivers sustainability compatible with the 21st century social-technical landscape.
An opportunity may be emerging for socio-technical configurations in niche environments to effect transitions to alternate mobility futures. Autonomous vehicles are rapidly approaching market application. Since 2011, small autonomous pods have operated on segregated tracks at Heathrow Airport. In 2014 a similar system opened at the Suncheon Bay tourist area in South Korea.
Since 2011 there have been public street trials of autonomous vehicles in the USA and in 2015 they became street legal in the UK. The Milton Keynes (MK) âPathfinderâ project focuses on two-seat pods which do not need segregated tracks, but will run on cycleways and footpaths, mixing with cyclists and pedestrians. Trials will start in 2015, on short distance links from the railway station to destinations in Central Milton Keynes. This project forms part of the wider Milton Keynes Future Cities Programme and Open University-led MK:Smart project.
This paper draws on these trials in MK to show through case study research how autonomous vehicles applications are moving beyond protected niches and, along with other developments, hold the potential to stimulate a major transition in public transport systems. The vehicles are small and each journey is individual to the passenger(s). Services do not run along corridor routes, like buses and trams, but are based on alternate rule-sets to the existing regime with individual journeys customised for each user. Such developments may therefore stimulate transition to totally different sorts of public transport systems and ultimately, socio-technical mobility regimes, by offering much more to users than any corridor system can provide. Rather than people adjusting their behaviour to bus routes, schedules and operating times, they travel directly, whenever they want, on services running 24/7. Thus these new regimes could be more compatible with lifestyle and economic trends that comprise 21st century socio-technical landscapes. As such, they provide credible alternatives to the private car, and so hold potential to deliver major sustainability gains.
But such transitions face major challenges from entrenched actors within the existing regime. Taxis, minicabs and bus operators would be threatened. If the Uber cab app is being blocked by incumbent actors, they look likely to be powerful opponents of autonomous vehicle based cab services. However, MK provides an interesting innovation context where there are several overlapping smart transport niches in different stages of development. As well as autonomous pods, demand responsive minibuses are planned and inductive changed electric buses are in service. If these projects build links to each other (niche accumulation), demonstrate economic value and reproduced beyond their original experimental spaces (niche proliferation), there is potential for them to overcome incumbent resistance. In Milton Keynes, these processes could be getting close to reaching critical mass, opening up the possibility of moving closer to radical regime transitions
Agricultural information dissemination using ICTs: a review and analysis of information dissemination models in China
Open Access funded by China Agricultural UniversityOver the last three decades, Chinaâs agriculture sector has been transformed from the traditional to modern practice through the effective deployment of Information and Communication Technologies (ICTs). Information processing and dissemination have played a critical role in this transformation process. Many studies in relation to agriculture information services have been conducted in China, but few of them have attempted to provide a comprehensive review and analysis of different information dissemination models and their applications. This paper aims to review and identify the ICT based information dissemination models in China and to share the knowledge and experience in applying emerging ICTs in disseminating agriculture information to farmers and farm communities to improve productivity and economic, social and environmental sustainability. The paper reviews and analyzes the development stages of Chinaâs agricultural information dissemination systems and different mechanisms for agricultural information service development and operations. Seven ICT-based information dissemination models are identified and discussed. Success cases are presented. The findings provide a useful direction for researchers and practitioners in developing future ICT based information dissemination systems. It is hoped that this paper will also help other developing countries to learn from Chinaâs experience and best practice in their endeavor of applying emerging ICTs in agriculture information dissemination and knowledge transfer
Online service delivery models : an international comparison in the public sector
Governments around the world are facing the challenge of responding to increased expectations by their customers with regard to public service delivery. Citizens, for example, expect governments to provide better and more efficient electronic services on the Web in an integrated way. Online portals have become the approach of choice in online service delivery to meet these requirements and become more customer-focussed. This study describes and analyses existing variants of online service delivery models based upon an empirical study and provides valuable insights for researchers and practitioners in government. For this study, we have conducted interviews with senior management representatives from five international governments. Based on our findings, we distinguish three different classes of service delivery models. We describe and characterise each of these models in detail and provide an in-depth discussion of the strengths and weaknesses of these approaches

A Tale of Evaluation and Reporting in UK Smart Cities
Global trends towards urbanisation are associated with wide-ranging challenges and opportunities for cities. Smart technologies create new opportunities for a range of smart city development and regeneration programmes designed to address the environmental, economic and social challenges concentrated in cities. Whilst smart city programmes have received much publicity, there has been much less discussion about evaluation of smart city programmes and the measurement of their outcomes for cities. Existing evaluation approaches have been criticised as non-standard and inadequate, focusing more on implementation processes and investment metrics than on the impacts of smart city programmes on strategic city outcomes and progress. To examine this, the SmartDframe project conducted research on city approaches to the evaluation of smart city projects and programmes, and reporting of impacts on city outcomes. This included the âsmarterâ UK cities of Birmingham, Bristol, Manchester, Milton Keynes and Peterborough. City reports and interviews with representative local government authorities informed the case study analysis. The report provides a series of smart city case studies that exemplify contemporary city practices, offering a timely, insightful contribution to city discourse about best practice approaches to evaluation and reporting of complex smart city projects and programmes
Mobile phone and e-government in Turkey: practices and technological choices at the cross-road
Enhanced data services through mobile phones are expected to be soon fully transactional and embedded within future mobile consumption practices. While private services will surely continue to take the lead, others such as government and NGOs will become more prominent m-players. It is not yet sure which form of technological standards will take the lead including enhance SMS based operations or Internet based specifically developed mobile phone applications. With the introduction of interactive transactions via mobile phones, currently untapped segment of the populations (without computers) have the potential to be accessed. Our research, as a reflection of the current market situation in an emerging country context, in the case of mobile phones analyzes the current needs or emergence of dependencies regarding the use of m/e-government services from the perspective of municipality officers. We contend that more research is needed to understand current preparatory bottlenecks and front loading activities to be able to encourage future intention to use e-government services through mobile phone technologies. Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia
With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city?
This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a âsmart cityâ. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

Strengthening Climate-Resilient Agricultural Systems in South Asia: CCAFS South Asia Regional Meeting Report
State of the art discourse on agriculture and climate change, lays emphasis on the dual role of agriculture in adapting to and mitigating climate change. Recognising the same, many countries are laying emphasis on agriculture while preparing their national adaptation plans (NAPs). In congruence with the worldâs agenda to facilitate sustainable agricultural practices, while reducing poverty and hunger, CCAFS has been working for last 10 years to generate innovative solutions to promote more adaptable and resilient agriculture and food systems.
South Asia regional office of Climate Change Agriculture and Food Security (CCAFS) has been: generating research based knowledge, mainstreaming climate variability and climate change issues into development strategies and institutional agendas; enhancing people's understanding of climate change issues; and facilitating informed decisions on policies and actions based on the best available information and data in India, Nepal and Bangladesh, with extended research and knowledge based services extended onto Bhutan and Sri Lanka.
With the vision of drawing learnings from the work done so far to elucidate the strategy of the coming years, a regional meeting titled âStrengthening Climate-Resilient Agricultural Systems in South Asiaâ was organised by CCAFS- South Asia in Bali- Indonesia from 6th to 7th Oct 2019. The meeting also aspired to build as well as further strengthen already existing institutional partnership. The two-day agenda included thematic sessions on topics such as developing and evaluating alternative policy and institutional models for scaling-up climate smart food system in South Asia, big-data analytics to identify and overcome scaling limitations to climate-smart agricultural practices in South Asia, capacity building for scaling up CSA via South- South collaboration among others.
The meeting culminated with an agreement on the need for revisiting CCAFS research approach to build science based evidence, to facilitate formulation of better policies and programs, for a food secure world
