    Special Issue on Image and Video Quality Assessment

    The aim of this special issue is to provide an overview of state-of-the-art IQA/VQA methods and to address new developments towards various directions. The issue starts with an invited paper that surveys an area of great current research interest, namely NR QA. It is followed by another survey paper, which examines audiovisual QA. The next two papers each propose a novel image quality metric, one based on gradient profiles, and the other on structural similarity. They are followed by a paper on perceptual deblocking. Video quality is the topic of the last two papers, one investigating spatio-temporal interactions in VQA, and the other the impact of visual attention on VQA

    Advanced solutions for quality-oriented multimedia broadcasting

    Multimedia content is increasingly being delivered via different types of networks to viewers in a variety of locations and contexts using a variety of devices. The ubiquitous nature of multimedia services comes at a cost, however. The successful delivery of multimedia services will require overcoming numerous technological challenges many of which have a direct effect on the quality of the multimedia experience. For example, due to dynamically changing requirements and networking conditions, the delivery of multimedia content has traditionally adopted a best effort approach. However, this approach has often led to the end-user perceived quality of multimedia-based services being negatively affected. Yet the quality of multimedia content is a vital issue for the continued acceptance and proliferation of these services. Indeed, end-users are becoming increasingly quality-aware in their expectations of multimedia experience and demand an ever-widening spectrum of rich multimedia-based services. As a consequence, there is a continuous and extensive research effort, by both industry and academia, to find solutions for improving the quality of multimedia content delivered to the users; as well, international standards bodies, such as the International Telecommunication Union (ITU), are renewing their effort on the standardization of multimedia technologies. There are very different directions in which research has attempted to find solutions in order to improve the quality of the rich media content delivered over various network types. It is in this context that this special issue on broadcast multimedia quality of the IEEE Transactions on Broadcasting illustrates some of these avenues and presents some of the most significant research results obtained by various teams of researchers from many countries. This special issue provides an example, albeit inevitably limited, of the richness and breath of the current research on multimedia broadcasting services. The research i- - ssues addressed in this special issue include, among others, factors that influence user perceived quality, encoding-related quality assessment and control, transmission and coverage-based solutions and objective quality measurements

    Authentication of Students and Students’ Work in E-Learning : Report for the Development Bid of Academic Year 2010/11

    Global e-learning market is projected to reach $107.3 billion by 2015 according to a new report by The Global Industry Analyst (Analyst 2010). The popularity and growth of the online programmes within the School of Computer Science obviously is in line with this projection. However, also on the rise are students’ dishonesty and cheating in the open and virtual environment of e-learning courses (Shepherd 2008). Institutions offering e-learning programmes are facing the challenges of deterring and detecting these misbehaviours by introducing security mechanisms to the current e-learning platforms. In particular, authenticating that a registered student indeed takes an online assessment, e.g., an exam or a coursework, is essential for the institutions to give the credit to the correct candidate. Authenticating a student is to ensure that a student is indeed who he says he is. Authenticating a student’s work goes one step further to ensure that an authenticated student indeed does the submitted work himself. This report is to investigate and compare current possible techniques and solutions for authenticating distance learning student and/or their work remotely for the elearning programmes.     An examination of automatic video retrieval technology on access to the contents of an historical video archive

    Purpose – This paper aims to provide an initial understanding of the constraints that historical video collections pose to video retrieval technology and the potential that online access offers to both archive and users. Design/methodology/approach – A small and unique collection of videos on customs and folklore was used as a case study. Multiple methods were employed to investigate the effectiveness of technology and the modality of user access. Automatic keyframe extraction was tested on the visual content while the audio stream was used for automatic classification of speech and music clips. The user access (search vs browse) was assessed in a controlled user evaluation. A focus group and a survey provided insight on the actual use of the analogue archive. The results of these multiple studies were then compared and integrated (triangulation). Findings – The amateur material challenged automatic techniques for video and audio indexing, thus suggesting that the technology must be tested against the material before deciding on a digitisation strategy. Two user interaction modalities, browsing vs searching, were tested in a user evaluation. Results show users preferred searching, but browsing becomes essential when the search engine fails in matching query and indexed words. Browsing was also valued for serendipitous discovery; however the organisation of the archive was judged cryptic and therefore of limited use. This indicates that the categorisation of an online archive should be thought of in terms of users who might not understand the current classification. The focus group and the survey showed clearly the advantage of online access even when the quality of the video surrogate is poor. The evidence gathered suggests that the creation of a digital version of a video archive requires a rethinking of the collection in terms of the new medium: a new archive should be specially designed to exploit the potential that the digital medium offers. Similarly, users' needs have to be considered before designing the digital library interface, as needs are likely to be different from those imagined. Originality/value – This paper is the first attempt to understand the advantages offered and limitations held by video retrieval technology for small video archives like those often found in special collections

    Can small be beautiful? assessing image resolution requirements for mobile TV

    Mobile TV services are now being offered in several countries, but for cost reasons, most of these services offer material directly recoded for mobile consumption (i.e. without additional editing). The experiment reported in this paper, aims to assess the image resolution and bitrate requirements for displaying this type of material on mobile devices. The study, with 128 participants, examined responses to four different image resolutions, seven video encoding bitrates, two audio bitrates and four content types. The results show that acceptability is significantly lower for images smaller than 168Ă—126, regardless of content type. The effect is more pronounced when bandwidth is abundant, and is due to important detail being lost in the smaller screens. In contrast to previous studies, participants are more likely to rate image quality as unacceptable when the audio quality is high
