    Current Developments in Services for People with Intellectual Disabilities

    [Taken from Executive Summary] This literature review is the culmination of the Saskatchewan Community Living Division jurisdictional study which began in the autumn of 2003. Following a brief survey of developments in providing services to people with intellectual disabilities (hitherto the People) for creating the questionnaire for this study, information was gleaned from the provinces and territories on their services. The CLD Jurisdictional Project was completed in the spring of 2005. Subsequently, a thorough search and examination of pertinent resources for serving this People and for policy development was conducted. From over 800 documents about 350 were selected for this literature review.     Strategies for Successfully Marketing and Stabilizing the Occupancy of Mixed-Income/Mixed-Race Properties: A Case Study of Academy Homes 1 in Roxbury, Massachusetts

    Academy Homes I is a 202-unit mixed-income, mixed-race rental property located in the Jackson Square neighborhood of Boston's Roxbury district. While Roxbury's population has declined modestly (3.8 percent from 1990 to 2000), the Hispanic population has been growing steadily and Roxbury is now 63 percent Black and 24 percent Hispanic. Most (83 percent) of its residential properties are comprised of one, two and three family dwellings where the owner-occupancy rate is 61 percent. The median residential sales price in Roxbury reached 406,000in2003,surpassingBostons406,000 in 2003, surpassing Boston's 380,000 median sales price.Academy Homes was built in the 1960s under HUD's 221(d)(3) program. It received upgrades to major building components (such as roofs and windows) in 2000 after the current ownership took over in 1998. It has three types of units: 43 percent are project-based Section 8; 33 percent are low income housing tax credit (LIHTC); and 24 percent are market rate. It is in a mixed-income, mixed-race urban neighborhood where residents are comfortable with economic and racial diversity. It is diagonally across the street from a rapid transit "T" station. Schools, a sizeable grocery store, shopping and restaurants are all within walking distance. It is one of several large multi-family complexes clustered in the area that total 2000 units

    Using the relaxed plan heuristic to select goals in oversubscription planning problems

    Oversubscription planning (OSP) appears in many real problems where nding a plan achieving all goals is infeasi- ble. The objective is to nd a feasible plan reaching a goal sub- set while maximizing some measure of utility. In this paper, we present a new technique to select goals \a priori" for problems in which a cost bound prevents all the goals from being achieved. It uses estimations of distances between goals, which are com- puted using relaxed plans. Using these distances, a search in the space of subsets of goals is performed, yielding a new set of goals to plan for. A revised planning problem can be created and solved, taking into account only the selected goals.     State intervention, local indebtedness, investment overheating and their systemic background during global crisis in China

    This paper focuses on the immediate economic and systemic reasons of steadily increasing local government indebtedness and investment overheating in China. These two phenomena emerged between 2008 and 2011 as a direct consequence of an external shock caused by the global crisis and the subsequent internal reaction in the form of intensified stimulating state intervention. New chances for resource distribution and investments through state intervention mobilized distribution priorities and politically rational economic behavior of actors, characteristic to party-state systems. Locations of mobilization were defined by the decentralized Chinese system specifics along the intertwined institutional party-state structure. Systemic characteristics and its Chinese specifics together resulted in investment overheating, and steadily growing local indebtedness through large and state-owned enterprises and local governments. This process was further amplified by the characteristics of transforming economy in China as actors in the private sphere were mobilized by the increased input demand of those privileged by the systemic priorities of state intervention

    An abstract machine for restricted and-parallel execution of logic programs

    Although the sequential execution speed of logic programs has been greatly improved by the concepts introduced in the Warren Abstract Machine (WAM), parallel execution represents the only way to increase this speed beyond the natural limits of sequential systems. However, most proposed parallel logic programming execution models lack the performance optimizations and storage efficiency of sequential systems. This paper presents a parallel abstract machine which is an extension of the WAM and is thus capable of supporting ANDParallelism without giving up the optimizations present in sequential implementations. A suitable instruction set, which can be used as a target by a variety of logic programming languages, is also included. Special instructions are provided to support a generalized version of "Restricted AND-Parallelism" (RAP), a technique which reduces the overhead traditionally associated with the run-time management of variable binding conflicts to a series of simple run-time checks, which select one out of a series of compiled execution graphs
