    Report of the Stanford Linked Data Workshop

    The Stanford University Libraries and Academic Information Resources (SULAIR) with the Council on Library and Information Resources (CLIR) conducted at week-long workshop on the prospects for a large scale, multi-national, multi-institutional prototype of a Linked Data environment for discovery of and navigation among the rapidly, chaotically expanding array of academic information resources. As preparation for the workshop, CLIR sponsored a survey by Jerry Persons, Chief Information Architect emeritus of SULAIR that was published originally for workshop participants as background to the workshop and is now publicly available. The original intention of the workshop was to devise a plan for such a prototype. However, such was the diversity of knowledge, experience, and views of the potential of Linked Data approaches that the workshop participants turned to two more fundamental goals: building common understanding and enthusiasm on the one hand and identifying opportunities and challenges to be confronted in the preparation of the intended prototype and its operation on the other. In pursuit of those objectives, the workshop participants produced:1. a value statement addressing the question of why a Linked Data approach is worth prototyping;2. a manifesto for Linked Libraries (and Museums and Archives and 
);3. an outline of the phases in a life cycle of Linked Data approaches;4. a prioritized list of known issues in generating, harvesting & using Linked Data;5. a workflow with notes for converting library bibliographic records and other academic metadata to URIs;6. examples of potential “killer apps” using Linked Data: and7. a list of next steps and potential projects.This report includes a summary of the workshop agenda, a chart showing the use of Linked Data in cultural heritage venues, and short biographies and statements from each of the participants

    Shared Collection Development, Digitization, and Owned Digital Collections

    While library models already exist for sharing physical materials and joint licensing, this paper envisions an aspect of future collections involving a national digital collection owned, not licensed, by libraries. Collaborative collection development, digitization, and digital object management of owned collections can benefit societies in multiple ways, from expanding access to users otherwise unable to reach these materials, to preserving content even when disaster strikes, to reducing duplication of effort and expense in collection or digitization.     If you build it, will they come? How researchers perceive and use web 2.0

    Over the past 15 years, the web has transformed the way we seek and use information. In the last 5 years in particular a set of innovative techniques – collectively termed ‘web 2.0’ – have enabled people to become producers as well as consumers of information. It has been suggested that these relatively easy-to-use tools, and the behaviours which underpin their use, have enormous potential for scholarly researchers, enabling them to communicate their research and its findings more rapidly, broadly and effectively than ever before. This report is based on a study commissioned by the Research Information Network to investigate whether such aspirations are being realised. It seeks to improve our currently limited understanding of whether, and if so how, researchers are making use of various web 2.0 tools in the course of their work, the factors that encourage or inhibit adoption, and researchers’ attitudes towards web 2.0 and other forms of communication. Context: How researchers communicate their work and their findings varies in different subjects or disciplines, and in different institutional settings. Such differences have a strong influence on how researchers approach the adoption – or not – of new information and communications technologies. It is also important to stress that ‘web 2.0’ encompasses a wide range of interactions between technologies and social practices which allow web users to generate, repurpose and share content with each other. We focus in this study on a range of generic tools – wikis, blogs and some social networking systems – as well as those designed specifically by and for people within the scholarly community. Method: Our study was designed not only to capture current attitudes and patterns of adoption but also to identify researchers’ needs and aspirations, and problems that they encounter. We began with an online survey, which collected information about researchers’ information gathering and dissemination habits and their attitudes towards web 2.0. This was followed by in-depth, semi-structured interviews with a stratified sample of survey respondents to explore in more depth their experience of web 2.0, including perceived barriers as well as drivers to adoption. Finally, we undertook five case studies of web 2.0 services to investigate their development and adoption across different communities and business models. Key findings: Our study indicates that a majority of researchers are making at least occasional use of one or more web 2.0 tools or services for purposes related to their research: for communicating their work; for developing and sustaining networks and collaborations; or for finding out about what others are doing. But frequent or intensive use is rare, and some researchers regard blogs, wikis and other novel forms of communication as a waste of time or even dangerous. In deciding if they will make web 2.0 tools and services part of their everyday practice, the key questions for researchers are the benefits they may secure from doing so, and how it fits with their use of established services. Researchers who use web 2.0 tools and services do not see them as comparable to or substitutes for other channels and means of communication, but as having their own distinctive role for specific purposes and at particular stages of research. And frequent use of one kind of tool does not imply frequent use of others as well

    Piece by Piece Review of Digitize-and-Lend Projects Through the Lens of Copyright and Fair Use

    Digitize-and-lend library projects can benefit societies in multiple ways, from providing information to people in remote areas, to reducing duplication of effort in digitization, to providing access to people with disabilities. Such projects contemplate not just digitizing library titles for regular patron use, but also allowing the digitized versions to be used for interlibrary loan (ILL), sharing within consortia, and replacing print copies at other libraries. Many of these functions are already supported within the analog world (e.g., ILL), and the digitize-and-lend concept is largely a logical outgrowth of technology, much like the transitioning from manual hand duplication of books to printing presses. The purpose of each function is to facilitate user access to information. Technology can amplify that access, but in doing so, libraries must also be careful not to upset the long established balance in copyright, where authors’ rights sit on the other side of the scale from public benefit. This article seeks to provide a primer on the various components in a digitize-and-lend project, explore the core copyright issues in each, and explain how these projects maintain the balance of copyright even as libraries take advantage of newer technologies

    Scholarly communication: The quest for Pasteur's Quadrant

    The scholarly communication system is sustained by its functions of a) registration, b) certification or legitimization, c) dissemination and awareness d) archiving or curation and e) reward. These functions have remained stable during the development of scholarly communication but the means through which they are achieved have not. It has been a long journey from the days when scientists communicated primarily through correspondence. The impact of modern-day technological changes is significant and has destabilized the scholarly communication system to some extent because many more options have become available to communicate scholarly information with. Pasteur's Quadrant was articulated by Donald E Stokes in his book Pasteur's Quadrant Basic Science and Technological Innovation. It is the idea that basic science (as practiced by Niels Bohr) and applied science (as exemplified by Thomas Edison) can be brought together to create a synergy that will produce results of significant benefit, as Louis Pasteur did. Given the theory (fundamental understanding) we have of scholarly communication and given how modern-day technological advances can be applied, a case can be made that use-inspired basic research (Pasteur's Quadrant) should be the focus for current research in scholarly communication. In doing so the different types of digital scholarly resources and their characteristics must be investigated to determine how the fundamentals of scholarly communication are being supported. How libraries could advocate for and contribute to the improvement of scholarly communication is also noted. These resources could include: e-journals, repositories, reviews, annotated content, data, pre -print and working papers servers, blogs, discussion forums, professional and academic hubs

    Repository Interface for Overlaid Journal Archives: costs estimates and sustainability issues

    The RIOJA project (http://www.ucl.ac.uk/ls/rioja) investigated the feasibility of an overlay journal model in collaboration with the arXiv and in the scientific domain of astrophysics and cosmology. Scientists in this community are active users of e-prints repositories such as the arXiv. Furthermore, they have the support of Professional Associations and Learned Societies that have been pioneers in adapting to new publishing models and in particular electronic journals. Long term access to information as well as maintaining provision to sustainable systems/services is important to various parties in the scholarly communication system: the creators of information, developers and managers of services, libraries, publishers, funders and also users. Although scientific journals have been in existence since the 18th century (Lawal, 2001), factors such as increased journal subscription prices in the last decades and the emergence of new technologies have triggered discussions on the potential of new business models for publishing research. Furthermore, the advent of the open access movement also contributed to exploration of the issues around free access to information and provision of sustainable services. Exploring aspects of sustainability is something that should be seen over a period of time and whether launching, converting or simply maintaining a new or existing system/service the needs of the community it serves should be taken into account. Scientific journal publishing is a complex process. Besides disseminating scientific knowledge, registration of a claim for new discovery and a quality “stamp” it also facilitates social factors. Besides making research findings available and contributing to the advancement of knowledge, publishing is also a means for measuring quality of the work of scientists, allocating funding, and acknowledging contributions to knowledge. In this report, we will try to provide an overview of a new publishing model, that of the overlay journal. We will discuss the use of the arXiv by scientists in astrophysics and cosmology as well as the role of professional associations and learned societies in the publishing process for this community. We will briefly explain the methods employed to compile this report. We will also briefly present the RIOJA toolkit before we try and identify costs in the publishing process associated with the functions of registration, certification, and awareness and archiving. This report does not aim to provide a comprehensive report of actual journal publishing costings. Despite the fact that there are studies in existence that tried to document costs associated with journal publishing, the information presented there rarely corresponds to the actual costs of individual journal functions. In addition, the interviews with publishers and editors did not reveal any substantial information about costings that have not already been reported in the literature or are available on some publishers' websites. Where appropriate, this report aims to acknowledge studies conducted previously as pointers to further reading and, where applicable, to compare reported findings to observations made during the development and implementation of the RIOJA toolkit (described below). We will conclude this report with some of the issues reported in the literature around sustainability of services and some brief suggestions for further work
