    Optimal detection of burst events in gravitational wave interferometric observatories

    We consider the problem of detecting a burst signal of unknown shape. We introduce a statistic which generalizes the excess power statistic proposed by Flanagan and Hughes and extended by Anderson et al. The statistic we propose is shown to be optimal for arbitrary noise spectral characteristic, under the two hypotheses that the noise is Gaussian, and that the prior for the signal is uniform. The statistic derivation is based on the assumption that a signal affects only affects N samples in the data stream, but that no other information is a priori available, and that the value of the signal at each sample can be arbitrary. We show that the proposed statistic can be implemented combining standard time-series analysis tools which can be efficiently implemented, and the resulting computational cost is still compatible with an on-line analysis of interferometric data. We generalize this version of an excess power statistic to the multiple detector case, also including the effect of correlated noise. We give full details about the implementation of the algorithm, both for the single and the multiple detector case, and we discuss exact and approximate forms, depending on the specific characteristics of the noise and on the assumed length of the burst event.     A new approach to multi-frequency synthesis in radio interferometry

    We present a new approach to multi-frequency synthesis in radio astronomy. Using Bayesian inference techniques, the new technique estimates the sky brightness and the spectral index simultaneously. In principle, the bandwidth of a wide-band observation can be fully exploited for sensitivity and resolution, currently only limited by higher order effects like spectral curvature. Employing this new approach, we further present a multi-frequency extension to the imaging algorithm RESOLVE.     The Inter-Institutional Distribution of Power in EU Codecision

    This paper analyzes the a priori influence of the European Parliament (EP) and the Council of Ministers (CM) on legislation of the European Union adopted under its codecision procedure. In contrast to studies which use conventional power indices, both institutions are assumed to act strategically. Predicted bargaining outcomes of the crucial Conciliation stage of codecision are shown to be strongly biased towards the legislative status quo. Making symmetric preference assumptions for members of CM and EP, CM is on average much more conservative because of its internal qualified majority rule.     A comparison of transgenic rodent mutation and in vivo comet assay responses for 91 chemicals.

    A database of 91 chemicals with published data from both transgenic rodent mutation (TGR) and rodent comet assays has been compiled. The objective was to compare the sensitivity of the two assays for detecting genotoxicity. Critical aspects of study design and results were tabulated for each dataset. There were fewer datasets from rats than mice, particularly for the TGR assay, and therefore, results from both species were combined for further analysis. TGR and comet responses were compared in liver and bone marrow (the most commonly studied tissues), and in stomach and colon evaluated either separately or in combination with other GI tract segments. Overall positive, negative, or equivocal test results were assessed for each chemical across the tissues examined in the TGR and comet assays using two approaches: 1) overall calls based on weight of evidence (WoE) and expert judgement, and 2) curation of the data based on a priori acceptability criteria prior to deriving final tissue specific calls. Since the database contains a high prevalence of positive results, overall agreement between the assays was determined using statistics adjusted for prevalence (using AC1 and PABAK). These coefficients showed fair or moderate to good agreement for liver and the GI tract (predominantly stomach and colon data) using WoE, reduced agreement for stomach and colon evaluated separately using data curation, and poor or no agreement for bone marrow using both the WoE and data curation approaches. Confidence in these results is higher for liver than for the other tissues, for which there were less data. Our analysis finds that comet and TGR generally identify the same compounds (mainly potent mutagens) as genotoxic in liver, stomach and colon, but not in bone marrow. However, the current database content precluded drawing assay concordance conclusions for weak mutagens and non-DNA reactive chemicals

    Assessing the conservation value of waterbodies: the example of the Loire floodplain (France)

    In recent decades, two of the main management tools used to stem biodiversity erosion have been biodiversity monitoring and the conservation of natural areas. However, socio-economic pressure means that it is not usually possible to preserve the entire landscape, and so the rational prioritisation of sites has become a crucial issue. In this context, and because floodplains are one of the most threatened ecosystems, we propose a statistical strategy for evaluating conservation value, and used it to prioritise 46 waterbodies in the Loire floodplain (France). We began by determining a synthetic conservation index of fish communities (Q) for each waterbody. This synthetic index includes a conservation status index, an origin index, a rarity index and a richness index. We divided the waterbodies into 6 clusters with distinct structures of the basic indices. One of these clusters, with high Q median value, indicated that 4 waterbodies are important for fish biodiversity conservation. Conversely, two clusters with low Q median values included 11 waterbodies where restoration is called for. The results picked out high connectivity levels and low abundance of aquatic vegetation as the two main environmental characteristics of waterbodies with high conservation value. In addition, assessing the biodiversity and conservation value of territories using our multi-index approach plus an a posteriori hierarchical classification methodology reveals two major interests: (i) a possible geographical extension and (ii) a multi-taxa adaptation
