    A computer vision system for the recognition of trees in aerial photographs

    Increasing problems of forest damage in Central Europe set the demand for an appropriate forest damage assessment tool. The Vision Expert System (VES) is presented which is capable of finding trees in color infrared aerial photographs. Concept and architecture of VES are discussed briefly. The system is applied to a multisource test data set. The processing of this multisource data set leads to a multiple interpretation result for one scene. An integration of these results will provide a better scene description by the vision system. This is achieved by an implementation of Steven's correlation algorithm

    A representational framework and user-interface for an image understanding workstation

    Problems in image understanding involve a wide variety of data (e.g., image arrays, edge maps, 3-D shape models) and processes or algorithms (e.g., convolution, feature extraction, rendering). The underlying structure of an Image Understanding Workstation designed to support mulitple levels and types of representations for both data and processes is described, also the user-interface. The Image Understanding Workstation consists of two parts: the Image Understanding (IU) Framework, and the user-interface. The IU Framework is the set of data and process representations. It includes multiple levels of representation for data such as images (2-D), sketches (2-D), surfaces (2 1/2 D), and models (3-D). The representation scheme for processes characterizes their inputs, outputs, and parameters. Data and processes may reside on different classes of machines. The user-interface to the IU Workstation gives the user convenient access for creating, manipulating, transforming, and displaying image data. The user-interface follows the structure of the IU Framework and gives the user control over multiple types of data and processes. Both the IU Framework and user-interface are implemented on a LISP machine

    Service Design Against Organised Crime

    This paper proposes benefits of using service design against organised crime. As a vehicle to this discussion, the focus is an anti-child-trafficking project at Northumbria University in the UK, involving its multidisciplinary Northumbria Crime Prevention Network. The last 10 years have shown increasing evidence of people trafficking, internationally (DoS, 2010), generally for the purposes of illegal labour and/or sex. A significant fraction of those who are trafficked are children. The majority of these children are in their mid-teens, but some are as young as five years old. The C4 persona-based critical design process, (Hilton, 2008), is proposed to strategically enable a service design approach to counter organised crime, by first developing the required criminal personas in order to use their competitive perspectives in critical review of the preventative initiatives. Opportunities from such a service design approach, to child trafficking for example would include new means of: interruption or redirection of child trafficking services so that these children end up in legitimate care; also the proposition of considering new opportunities and improvements in child trafficking service routes and processes as a means of second guessing how and where Recruiters, Transporters, and Exploiters, (Van Dijck, 2005), might next be found operating, and then through border and security agencies successfully countered

    An object-based classification approach for mapping "migrant housing" in the mega-urban area of the Pearl River Delta (China)

    Urban areas develop on formal and informal levels. Informal development is often highly dynamic, leading to a lag of spatial information about urban structure types. In this work, an object-based remote sensing approach will be presented to map the migrant housing urban structure type in the Pearl River Delta, China. SPOT5 data were utilized for the classification (auxiliary data, particularly up-to-date cadastral data, were not available). A hierarchically structured classification process was used to create (spectral) independence from single satellite scenes and to arrive at a transferrable classification process. Using the presented classification approach, an overall classification accuracy of migrant housing of 68.0% is attained

    Labour Market Information for Educational Investments

    A well-trained workforce is generally seen as an important precondition for economic growth. But decisions about investments in education and training must be taken under uncertainty, because the benefits will only be reaped in the long term. To predict what these future benefits may be, it is necessary to have some insight into how the labour market functions with respect to education and training. There are various theories, in the literature, which outline a picture of the role played by education and training in the labour market. This paper begins with a sketch of the various policy approaches to the match between the education system and the labour market and an explanation of the importance of labour market information for policy choices. Five labour market theories in which workers'' educational backgrounds is an important factor will be described. Then, on the basis of these theories, we infer what labour market information could be significant in educational decisions. Some basic principles for the preparation of labour market forecasts are identified, and a structure which could be used in making forecasts is outlined.
