    Schelling, von Neumann, and the Event that Didn’t Occur

    Thomas Schelling was recognized by the Nobel Prize committee as a pioneer in the application of game theory and rational choice analysis to problems of politics and international relations. However, although he makes frequent references in his writings to this approach, his main explorations and insights depend upon and require acknowledgment of its limitations. One of his principal concerns was how a country could engage in successful deterrence. If the behavioral assumptions that commonly underpin game theory are taken seriously and applied consistently, however, nuclear adversaries are almost certain to engage in devastating conflict, as John von Neumann forcefully asserted. The history of the last half century falsified von Neumann’s prediction, and the “event that didn’t occur” formed the subject of Schelling’s Nobel lecture.     Talking about the 'rotten fruits' of Rio 2016:framing mega-event legacies

    Legacy has become a watchword of hosting mega-events in recent years, used to justify massive spending and far-reaching urban transformations. However, academic studies of legacy outcomes suggest there is only limited evidence for the efficacy of using mega-events to deliver broader policy goals. The discourse of legacy promulgated by the International Olympic Committee promotes a fantastical vision of the possibilities created by mega-events while obfuscating critical analyses of legacy. This paper explores legacy talk among a wholly different group – activists who have protested against the Olympic Games, specifically in Rio de Janeiro – based on interviews conducted two years after the Games as part of a broader ethnographic study. The positive connotations of legacy, even among these Olympic critics, places a straitjacket on conversation, leading activists to discuss specific legacy projects, at the expense of highlighting the very real harms of mega-event development, such as evictions, gentrification and militarization. As such, there is a need to deepen understanding that legacy encompasses all that is left behind after mega-events, not only the positive impacts.</p

    Online applications such as games and e-learning applications fall within the broader category of real-time online interactive applications (ROIA), a new class of ‘killer’ application for the Grid that is being investigated in the edutain@grid project. The two case studies in edutain@grid are an online game and an e-learning training application. We present a novel Grid-based business framework that makes use of bipartite service level agreements (SLAs) and dynamic invoice models to model complex business relationships in a massively scalable and flexible way. We support cross-organization load management at the business level, through zone migration. For evaluation we look at existing and extended value chains, the quality of service (QoS) metrics measured and the dynamic invoice models that support this work. We examine the causal links from customer quality of experience (QoE) and service provider quality of business (QoBiz) through to measured quality of service. Finally we discuss a shared reward business ecosystem and suggest how extended service level agreements and invoice models can support this
