    Asset Forfeiture and Attorneys’ Fees: The Zero-Sum Game

    The history of asset forfeiture law spans almost as long as the history of the United States. However, in the last thirty years, the number of crimes for which asset forfeiture can be levied has grown exponentially both on the federal and state levels. As a result, a growing number of defendants face asset forfeiture. When these criminal defendants seek legal representation, they place their attorneys in a difficult legal and ethical position. Asset forfeiture has developed in such a way that the criminal defense attorney cannot provide her client with zealous advocacy if the attorney seeks to retain her fees. Additionally, the law is designed to prevent these attorneys from withdrawing their representation once they learn that the funds being used to pay their fees are tainted. This Note examines these, and other, ethical dilemmas that arise for criminal defense attorneys whose clients may be subject to asset forfeiture. Ultimately, this Note proposes a statutory fix to resolve these ethical issues to ensure that lawyers retain their hard-earned fees and clients receive zealous advocates

    Delayed commutation in quantum computer networks

    In the same way that classical computer networks connect and enhance the capabilities of classical computers, quantum networks can combine the advantages of quantum information and communications. We propose a non-classical network element, a delayed commutation switch, that can solve the problem of switching time in packet switching networks.     Control of multi-terminal HVDC networks towards wind power integration: A review

    © 2015 Elsevier Ltd. More interconnections among countries and synchronous areas are foreseen in order to fulfil the EU 2050 target on the renewable generation share. One proposal to accomplish this challenging objective is the development of the so-called European SuperGrid. Multi-terminal HVDC networks are emerging as the most promising technologies to develop such a concept. Moreover, multi-terminal HVDC grids are based on highly controllable devices, which may allow not only transmitting power, but also supporting the AC grids to ensure a secure and stable operation. This paper aims to present an overview of different control schemes for multi-terminal HVDC grids, including the control of the power converters and the controls for power sharing and the provision of ancillary services.     The cost of active network management schemes at distribution level

    The growth of wind generation in distribution networks is leading to the development of Active Network Management (ANM) strategies. ANM systems aim to increase the capacity of renewable and distributed generation (DG) that can connect to the network. In addition to DG, ANM schemes can also include storage devices and Demand Side Management (DSM) strategies. Currently ANM schemes are mainly part of network research and development programmes, funded through network innovation schemes. In future, ANM schemes will need to cover the costs of establishing such a scheme through payments from the network owners and the users of the network. This paper discusses the current charging arrangements which account for network upgrades and the access arrangements for wind farms connecting to networks which are close to capacity. The Orkney ANM scheme is used as a case study, where the costs of the implemented ANM scheme are compared to conventional network upgrades. In order to run ANM as a ‘business as usual’ case, there must be a way in which to recover the costs incurred in implementing and operating an ANM scheme on the network. These costs could be recovered through Use of System (UoS) charging, and there is an opportunity for domestic customers participating in an ANM scheme (through Demand Side Management, for example) to further reduce electricity bills by providing ancillary services to the network. ANM may increase the cost of electricity for domestic customers, however this increase can be considered substantially less than the cost incurred for significant network upgrades

    Enabling Micro-level Demand-Side Grid Flexiblity in Resource Constrained Environments

    The increased penetration of uncertain and variable renewable energy presents various resource and operational electric grid challenges. Micro-level (household and small commercial) demand-side grid flexibility could be a cost-effective strategy to integrate high penetrations of wind and solar energy, but literature and field deployments exploring the necessary information and communication technologies (ICTs) are scant. This paper presents an exploratory framework for enabling information driven grid flexibility through the Internet of Things (IoT), and a proof-of-concept wireless sensor gateway (FlexBox) to collect the necessary parameters for adequately monitoring and actuating the micro-level demand-side. In the summer of 2015, thirty sensor gateways were deployed in the city of Managua (Nicaragua) to develop a baseline for a near future small-scale demand response pilot implementation. FlexBox field data has begun shedding light on relationships between ambient temperature and load energy consumption, load and building envelope energy efficiency challenges, latency communication network challenges, and opportunities to engage existing demand-side user behavioral patterns. Information driven grid flexibility strategies present great opportunity to develop new technologies, system architectures, and implementation approaches that can easily scale across regions, incomes, and levels of development
